Environmental Labeling, Protected Geographical Indications and the Interests of Developing Countries

Among developing countries, one can identify both proponents and opponents of extending the use of geographical indications (GIs) beyond wines and spirits. Such an extension is currently being discussed under the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) of the World Trade Organization. While labeling is mostly based on private initiatives, GIs are considered to be long-term public rights. Proponents therefore regard GIs as the stronger tools for protecting their national property rights and offering them new opportunities to develop their export markets. Opponents, however, consider GIs to be new barriers to trade that impede their export opportunities. Commentary: Intentional Observer Effects on Quantum Randomness: A Bayesian Analysis Reveals Evidence Against Micro-Psychokinesis

The paper titled `Intentional Observer Effects on Quantum Randomness: A Bayesian Analysis Reveals Evidence Against Micro-Psychokinesis', published in Frontiers of Psychology in March 2018, reports on a mind-matter experiment with the main result of strong evidence against Micro-Psychokinesis. Despite this conclusion, the authors interpret the observed pattern in their data as possible evidence for Micro-Psychokinesis, albeit of a different kind. Suggesting a connection to some existing models, the authors put forward the hypothesis that a higher frequency of slow data variations can be observed in their experiment data than in a set of control data. This commentary analyses this claim and concludes that the variation in the data motivating this hypothesis would show up just by chance with a probability of p=0.328 under a null hypothesis. Therefore, there is no evidence for the hypothesis of faster data variations, and thus for this kind of suggested Micro-Psychokinesis in this experiment

Acquiring foreign firms far away might be hazardous to your share price: evidence from Germany

This paper examines shareholder wealth effects of cross-border acquisitions. In a sample of 155 large acquisitions by German corporations from 1985–2006 international transactions in total do not lead to significant announcement returns. Geography, however, makes a difference: Shareholders of acquiring firms gain 6.5% in cross-border transactions into countries that have a common border with Germany but lose 4.4% in other international transactions. We find proximity to be one of the most important success factors in cross-border mergers and acquisitions, even when we control for firm, deal and country characteristics

Efficient PML for the wave equation

In the last decade, the perfectly matched layer (PML) approach has proved a flexible and accurate method for the simulation of waves in unbounded media. Most PML formulations, however, usually require wave equations stated in their standard second-order form to be reformulated as first-order systems, thereby introducing many additional unknowns. To circumvent this cumbersome and somewhat expensive step, we instead propose a simple PML formulation directly for the wave equation in its second-order form. Inside the absorbing layer, our formulation requires only two auxiliary variables in two space dimensions and four auxiliary variables in three space dimensions; hence it is cheap to implement. Since our formulation requires no higher derivatives, it is also easily coupled with standard finite difference or finite element methods. Strong stability is proved while numerical examples in two and three space dimensions illustrate the accuracy and long time stability of our PML formulation.Comment: 16 pages, 6 figure

On the possibility of Vacuum-QED measurements with gravitational wave detectors

Quantum electro dynamics (QED) comprises virtual particle production and thus gives rise to a refractive index of the vacuum larger than unity in the presence of a magnetic field. This predicted effect has not been measured to date, even after considerable effort of a number of experiments. It has been proposed by other authors to possibly use gravitational wave detectors for such vacuum QED measurements, and we give this proposal some new consideration in this paper. In particular we look at possible source field magnet designs and further constraints on the implementation at a gravitational wave detector. We conclude that such an experiment seems to be feasible with permanent magnets, yet still challenging in its implementation.Comment: 11 pages, 10 figure

Gamblers’ Love for Variety and Substitution among Lotto Games

This paper considers the whether offering multiple lotto games within a state by joining a multi-state lottery increases total ticket sales compared to offering a single state game. The question is considered from two different perspectives, which both lead to the conclusion that states do tend to benefit from increased ticket sales overall by joining a multi-state lottery association. Dueling Jackpots: Are Competing Lotto Games Complements or Substitutes?

This paper considers the relationship that exists between two lottery products offered simultaneously in the same state, a smaller lottery game run by the individual state and a larger multi-state game run in coordination with other states. The primary issue is whether the two different products should be considered substitutes or complements for one another. The question is considered from two different perspectives that lead to a conclusion that while the two products do tend to be complements to one another, overall the individually run state lottery games experience a reduction in sales from the presence of the multi-state game.lotto, lottery, public finance, gambling
