The Implications of Nesting in California Redistricting
Evaluates the process of nesting -- aggregating or dividing assembly and senate districts -- on redistricting outcomes, including compactness, minimizing city and county divisions, and the creation of majority minority seats

Diffractive eta_c photo-and electroproduction with the perturbative QCD Odderon
Using a set of new odderon states, we calculate their contribution to the
diffractive eta_c photo- and electroproduction process. Compared to previous
simple 3-gluon exchange calculations we find an enhancement of about one order
of magnitude in the cross section. The t-dependence of the cross section
exhibits a dip structure in the small t region.Comment: 16 pages, 3 eps figure

A posteriori error covariances in variational data assimilation
The problem of variational data assimilation for a nonlinear evolution model is formulated as an optimal control problem to find some unknown parameters of the model. The equation for the error of the optimal solution is derived through the statistical errors of the input data (background, observation, and model errors). A numerical algorithm is developed to construct an a posteriori covariance operator of the analysis error using the Hessian of an auxiliary control problem based on tangent linear model constraints
Bethe-Salpeter Amplitudes and Static Properties of the Deuteron
Extended calculations of the deuteron's static properties, based on the
numerical solution of the Bethe-Salpeter equation, are presented. A formalism
is developed, which provides a comparative analysis of the covariant amplitudes
in various representations and nonrelativistic wave functions. The magnetic and
quadrupole moments of the deuteron are calculated in the Bethe-Salpeter
formalism and the role of relativistic corrections is discussed.Comment: 33 pages ([aps]{revtex} style), 9 Postscript figures; (55 pages if

Probing the Structure of Halo Nuclei
Our understanding of halo nuclei has so far relied on high-energy scattering
and reactions, but a number of uncertainties remain. I discuss in general terms
the new range of observables which will be measured by experiments around the
Coulomb barrier, and how some details of the reaction mechanisms still need to
be clarified.Comment: Proceedings of FUSION97 conference (March 1997), South Durras,
