    Práva a povinnosti při poskytování zdravotní péče Cílem diplomové práce bylo analyzovat právní úpravu práv a povinností pacienta i dalších subjektů, které se na poskytování zdravotních služeb podílejí. Jako celek jsou součástí nastavení zdravotního systému České republiky a vzájemná provázanost jejich práv a povinností má zaručovat jeho faktickou funkčnost. Klíčovou úlohu v procesu poskytování zdravotní péče hraje také skutečnost, jak jsou tato práva chráněna v případě jejich porušování s ohledem na jejich reálnou dostupnost a vymahatelnost. Součástí analyzované problematiky je také srovnání právního postavení pacienta a spotřebitele jako slabší strany právního poměru při poskytování služeb. Legislativní úprava ochrany zdraví je zakotvena na úrovni ústavního pořádku zejména čl. 31 Listiny základních práv a svobod, který zaručuje právo na bezplatnou zdravotní péči na základě veřejného pojištění za podmínek stanovených zákonem. Na toto ustanovení navazuje obecná i speciální právní úprava související s právním postavením pacienta a podmínek poskytování zdravotních péče. Chráněnými hodnotami jsou zejména ochrana zdraví, života, nedotknutelnost osoby i jejího soukromí a ochrana osobnosti. Diplomová práce je členěna do 8 kapitol. Collectively, these rights and obligations form an integral part of the Czech Republic's healthcare system. Their interdependence is designed to ensure its effective functionality. A key aspect of the healthcare delivery process is the extent to which these rights are protected in cases of infringement, particularly with respect to their practical accessibility and enforceability. The analysis also includes a comparison of the legal status of patients and consumers as the weaker party in the legal relationship arising from the provision of services. The legislative regulation of health protection is enshrined at the constitutional level, particularly in Article 31 of the Charter of Fundamental Rights and Freedoms, which guarantees the right to free healthcare services based on public insurance under conditions stipulated by law. This provision is complemented by general and specialized legal regulations addressing the legal status of patients and the conditions for providing healthcare services.     Maggot Debridement Therapy in the Treatment of Footrot and Foot Scald in Sheep

    In sheep with acute and chronic interdigital skin inflammation, maggot therapy was used for the debridement and speeding up the healing process. Sheep were housed at the university farm Zemplínska Teplica and before using maggot therapy, they were unsuccessfully treated by a footbath containing 10% copper sulphate and topical application of oxytetracycline solution in alcohol. Six non-pregnant Valachian sheep between two to four years of age, weighing 43 to 57 kg were treated with maggots of Lucilia sericata (Meigen) (Diptera: Calliphoridae). The larval population should be 8-12 per square centimetre of wound, but all affected tissues were trimmed away before their application. The effect of a single application for 3-6 days was evaluated. Debridement was rapid and selective. The treatment was well tolerated by animals. New layers of healthy tissue were formed over the wounds. It was observed that maggots of L. sericata are capable of cleaning the wounds after single application

    The Impact of the Fusarium Mycotoxin Deoxynivalenol on the Health and Performance of Broiler Chickens

    The aim of the present experiment was to investigate the effects of feeding grains naturally contaminated with Fusarium mycotoxins on morphometric indices of jejunum and to follow the passage of deoxynivalenol (DON) through subsequent segments of the digestive tract of broilers. A total of 45 1-d-old broiler chickens (Ross 308 males) were randomly allotted to three dietary treatments (15 birds/treatment): (1) control diet; (2) diet contaminated with 1 mg DON/kg feed; (3) diet contaminated with 5 mg DON/kg feed for five weeks. None of the zootechnical traits (body weight, body weight gain, feed intake, and feed conversion) responded to increased DON levels in the diet. However, DON at both dietary levels (1 mg and 5 mg DON/kg feed) significantly altered the small intestinal morphology. In the jejunum, the villi were significantly (P < 0.01) shorter in both DON treated groups compared with the controls. Furthermore, the dietary inclusion of DON decreased (P < 0.05) the villus surface area in both DON treated groups. The absolute or relative organ weights (liver, heart, proventriculus, gizzard, small intestine, spleen, pancreas, colon, cecum, bursa of Fabricius and thymus) were not altered (P > 0.05) in broilers fed the diet containing DON compared with controls. DON and de-epoxy-DON (DOM-1) were analyzed in serum, bile, liver, feces and digesta from consecutive segments of the digestive tract (gizzard, cecum, and rectum). Concentrations of DON and its metabolite DOM-1 in serum, bile, and liver were lower than the detection limits of the applied liquid chromatography coupled with mass spectrometry (LC-MS/MS) method. Only about 10 to 12% and 6% of the ingested DON was recovered in gizzard and feces, irrespective of the dietary DON-concentration. However, the DON recovery in the cecum as percentage of DON-intake varied between 18 to 22% and was not influenced by dietary DON-concentration. Interestingly, in the present trial, DOM-1 did not appear in the large intestine and in feces. The results indicate that deepoxydation in the present study hardly occurred in the distal segments of the digestive tract, assuming that the complete de-epoxydation occurs in the proximal small intestine where the majority of the parent toxin is absorbed. In conclusion, diets with DON contamination below levels that induce a negative impact on performance could alter small intestinal morphology in broilers.     This diploma thesis is focused on the implementation of a specific measure within the educational policy in the Czech Republic. The aim of the work is to describe the introduction of regulation in the form of compulsory pre-school education in terms of setting the agenda and its subsequent enforcement. Furthermore, the aim of the work is to explain the introduction of regulation with respect to the arguments of individual actors. There is a wide range of actors who comment on the issue, these actors form a coalition that shares their beliefs. It is important to mention that the topic of integrating socially disadvantaged children into society is a much- discussed and sensitive topic also at the international level. Another goal of the work is to capture and describe the discussions concerning the functioning of regulation after its introduction, in connection with stakeholders or published research. This description will also include an analysis of public opinion towards the main idea of regulation (public attitude to the policy pursued).     Tato diplomová práce je zaměřena na analýzu týkající se zvyšování efektivity ve veřejném sektoru. V teoretické části práce nabízím řešení a osvětu pro municipality ke zlepšení fungování veřejné správy implementací nových a vznikajících koncepcí, programů a členství v asociacích založených na naplňování udržitelného rozvoje, odpovědnosti a komunikaci s občany. Právě komunikace v rámci průzkumů, dotazníků, anket a diskuzí je zásadní pro nové a klíčové podněty, které obce mohou využít ke spokojenosti občanů. Důležitým aspektem se poté stává výsledky zapracovat při tvorbě kvalitně a reálně zpracovaných strategických plánů.V praktické části práce proto navazuji na zásadnost komunikace s občany jako kontrolního mechanismu ve veřejné správě a ve spolupráci s Městským úřadem Velké Meziříčí docházím v rámci dotazníkového šetření, které díky zvolené distribuci rovnoměrně pokrývá věkovou strukturu, k zásadním závěrům a informacím sloužícím představitelům města, úředníkům i občanům. Výstupy se týkají veřejného dění, informačních zdrojů, akcí města, městského webu, ochoty a možností promluvit do řešení problémů souvisejících se samosprávou, nadšení vzájemně komunikovat a spokojenosti s chodem úřadu.This diploma thesis is focused on an analysis on increasing efficiency in the public sector. In the theoretical part of thesis, solutions and public awareness for municipality are offered to improve functioning of public administration by implementing new and emerging concepts, programmes and memberships focused on realizing sustainable development, responsibility and communication with citizens. Communication via researches, questionnaires, surveys and discussions is crucial for new and significant impulses, which could be used by municipalities for well-being of citizens. An important aspect is processing of the results when creating well and realistic strategic planning.Therefore in the practical part of thesis, I build on the importance of communication with citizens as a monitoring mechanism in public administration. Cooperation with the Municipal Authority of Velké Meziříčí and a questionnaire evenly distributed in all age groups produced fundamental conclusions and information which will serve to the representatives of the town, the public servants and the citizens. Results are focused on public affairs, source of information, social events, the website of the town, willingness and possibilities to participate in solving problems relating to municipality, excitement to communicate and contentment with the Municipal Authority operation
