The Allen-Cahn equation with dynamic boundary conditions and mass constraints
The Allen-Cahn equation, coupled with dynamic boundary conditions, has
recently received a good deal of attention. The new issue of this paper is the
setting of a rather general mass constraint which may involve either the
solution inside the domain or its trace on the boundary. The system of
nonlinear partial differential equations can be formulated as variational
inequality. The presence of the constraint in the evolution process leads to
additional terms in the equation and the boundary condition containing a
suitable Lagrange multiplier. A well-posedness result is proved for the related

A Framework for Centralized Traffic Routing in Urban Areas
Dealing with the ever-increasing demand for traffic management is one of the main challenges of the 21st century. The issue is much more apparent in urban areas during rush hours. Traffic congestion causes economic losses due to delays and increased fuel consumption and, on top of that, is a major health risk. Intelligent centralized traffic routing is an important concept aiming at reducing traffic congestion in urban areas by more effectively utilizing road networks. In this demo, we present a framework that, in a nutshell, integrates techniques for intelligent centralized traffic routing into the well-known SUMO simulator, so these techniques can be evaluated in realistic settings on real/realistic datasets. In particular, the framework automatically identifies “problematic” urban regions by analyzing historical traffic data, then simplifies the road networks by precomputing promising routes (for each considered traffic flow), and finally, leverages a planning-based approach to generate routes. Our framework is evaluated on a real dataset from Dublin's metropolitan area

Impact of a New Concept of Universal Service Obligations on Revenue Increase in the Post of Serbia
The European postal directives and Serbian legislation as well define the quality standards for universal service obligations at the aggregate level, i.e. for all postal items transferred by the postal operator. This paper proposes a new concept where the transit time is defined by the customer and specified for each shipment. The paper considers three different models of this new concept. However, the one where a customer could choose between two alternatives: D+1 and D+3 transfer, is analysed in details. By using the attitudes of examined customers, forecasting methods and analysis of revenues from the past, it is assessed at what price the new postal service should be offered to achieve the highest revenue. The proposed methodology was tested and verified in the case of the Post of Serbia. The results indicate that the best would be to offer the service D+1 at the 40% increased price compared to the existing prices.</p

PRICE REGULATION MODEL FOR POSTAL SERVICES
The method of price regulation of the domestic postal services within the regulation used in the Czech postal sector is not suitable. A more effective and more transparent method of price regulation of postal services would be the price-cap method which is already used in several EU member states. There is the need to consider the necessary scope of that price regulation, i.e. which concrete postal services should be regulated before the application of this regulation method
