    Functional Zoning and Path Selection of Land Comprehensive Consolidation Based on Grey Constellation Clustering: A Case Study of Dongying City, China

    The functional zoning of land comprehensive consolidation and the selection of consolidation paths are the key content of the current land and space planning, and it is also an important measure to achieve regional sustainable development. At present, the research system on land comprehensive consolidation is not yet mature. The previous research area is relatively small and not representative, and an effective method system has not been formed. Research on the selection of functional zoning and a consolidation path is also relatively scarce. There is an urgent need to construct the theory and method system of land comprehensive consolidation functional zoning and consolidation path selection. Taking Dongying City in China as an example, this paper constructs a zoning index system from four aspects including natural conditions, location advantages, social economy and land use. The entropy method is used to determine the weights, and GIS spatial data visualization is used to analyze the spatial distribution characteristics of the index system. Based on the analysis, the grey constellation clustering method is used to divide the study area into four types of land comprehensive consolidation functional areas, and the results of functional zoning are adjusted according to the ranking of comprehensive index values, the principle of maximum similarity, and the continuity of natural space. The research results show that: ① There are 10 functional zonings for urban development and ecological protection land consolidation, and the main consolidation path should be the ecological country park consolidation model, which can effectively serve the urban ecological construction. ② There are nine functional zonings for rural development and cultivated land conservation consolidation, and their consolidation path should be based on a comprehensive rural improvement model that enhances the quality of the village and the development, utilization and protection of cultivated land resources. ③ There are 18 functional zonings for cultivated land improvement and ecological protection land consolidation, and the main consolidation path should focus on the cultivated land ecological improvement mode that emphasizes the quality of cultivated land and the improvement of regional ecological functions. ④ There are four functional zonings for ecological conservation and fallow recuperative land consolidation, and their main consolidation path should be the land ecological restoration and improvement model of construction land reclamation, cultivated land ecological conservation, and conversion of farmland to forest and grassland. The research results can provide references for Dongying City to formulate land and space planning, and can be extended to the design of comprehensive land remediation projects in other regions.     Research on High-Quality Urbanization Development and Optimization Pathways Based on the Coupling Coordination Perspective of “Population–Land–Economy–Environment”: A Case Study of Jiangsu Province, China

    Urbanization is a key driver of economic and social development. But balancing economic growth with ecological protection remains a global challenge. This paper examines urbanization in Jiangsu Province, China, analyzing data from its 13 prefecture-level cities between 2008 and 2022, with a focus on the population, land, economy, and ecological dimensions. Using a coupling coordination model, we analyze the temporal and spatial evolution, coupling relationships, and optimization of urbanization in the province. The key findings of this study are as follows: (1) Population urbanization increased from 54.3% in 2008 to 74.42% in 2022, with significant regional disparities. (2) Land urbanization expanded, with built-up areas growing from 2905 km2 to 4920 km2, although the northern region still shows potential for further development. (3) Economic urbanization grew, with secondary and tertiary industries contributing 96% to GDP by 2022, highlighting regional economic disparities. (4) Environmental urbanization improved, with reductions in industrial emissions and 100% harmless treatment of municipal waste. (5) The degree of coupling coordination rose from 0.513 to 0.851, reflecting improved alignment across the four urbanization dimensions. However, disparities persist across cities, requiring tailored urbanization policies to enhance quality of life, land management, economic development, and ecological governance, thus promoting high-quality urbanization

    Study on Evolution of Food Safety Status and Supervision Policy—A System Based on Quantity, Quality, and Development Safety

    This paper aims to construct an index system of evaluating food safety status, composed of three sub-systems—quantity safety, quality safety, and development safety. The index system is designed to collect annual data from 2005 to 2017 and run a chronological evaluation on China’s food safety status based on an entropy method. The evaluation results indicate that though China’s food safety supervision effect has been stably sound, the highest score is 0.7392 (in 2017). In addition, the proportions of the above three sub-systems were changed towards a balanced trend, with quality safety rising from less than 7% to 36.19% as a significant part of the evaluation of the effect of food safety supervision. In terms of single indexes, agrochemical input intensity and the ontology of agro-production safety have made relatively great contributions, while the indexes that embody price safety lack stability, and the roles of indexes related to development safety in the effect of food safety supervision have been increasingly recognized and valued.</jats:p

    Green and Low Carbon Development Performance in Farmland Use Regulation: A Case Study of Liyang City, China

    Farmland use regulation strictly regulates the conversion of agricultural land for other agricultural purposes and the construction of agricultural facilities, thereby optimizing the land use pattern in rural areas. However, different measures and intensities of farmland use regulation can affect the overall performance of green and low-carbon development in rural areas. This study utilizes system dynamics modeling and simulation to conduct a case study based on current land use data from 10 towns in Liyang City, China. The empirical results indicate the following: (1) Based on comprehensive measurements of green and low carbon development performance, Liyang City exhibits a pattern of higher indices in the south and lower indices in the north. Towns such as Tianmu Lake, Daibu, and Shezhu show relatively high average comprehensive indices of 0.31, 0.30, and 0.28, significantly higher than other towns. (2) Simulation of farmland use regulation&rsquo;s impact on green and low carbon development performance reveals that Scenario One, involving additional construction land occupying farmland, achieves a comprehensive index of only 0.23, significantly lower than the other scenarios. (3) Based on calculations and field surveys, Liyang City&rsquo;s villages are categorized into four types, with the largest number being industry-integrated villages (94 villages). Accordingly, policies for farmland use regulation are designed for different village types. Therefore, future farmland use regulation should be tailored with differentiated institutional designs according to the development needs of different villages.
