2012-03-31A priest, who belonged to Kyoto Gozan, the five most important Rinzai temples of Kyoto, was sent Tsushima in rotation to prepare diplomatic documents between Japan and Korea during the Edo period. This rotation system was called “Iteian Rinban-sei”, because the priests arrived at Iteian-temple in Tsushima. Recent study stated that it was possible to reflect the intention of Tokugawa shogunate in Japan-Korea diplomacy by the introduction of this rotation system. But there is one important fact that Kyoto Gozan called for the abolition of this rotation system in 1790’s. However Tokugawa shogunate traditionally maintained the rotation system by taking opinions of Tsushima. They raised various issues which contained the plan to reorganize old Japan-Korea diplomatic systems. According to the plan, new system is under direct control of Tokugawa shogunate. But the proposal was rejected. The rotation system “Iteian Rinban-sei” is maintained for the benefit of Tsushima.departmental bulletin pape

2016-03-31The Ministry of Foreign Affairs of Japan believes that Takeshima is a part of Japanese territory. This belief has been derived from a series of works by Kawakami Kenzo, which came to fruition in "A Historical and Geographical Study of Takeshima (1966)." Kenzo's argument concerning the Edo period was founded on an investigation of the historical archives of the Otani family's documents by the Ministry of Foreign Affairs of Japan (Kenzo actually conducted the investigation). This paper comprehensively examines the reflection of the aforementioned investigation in "A Historical and Geographical Study of Takeshima" and discusses the structure of the current views of the Ministry of Foreign Affairs of Japan.departmental bulletin pape

2015-03-31In the history of Takeshima debate, a controversy continues about whether awareness of territory and territorial waters can be incorporated into records of kaizu (sea charts) and suiroshi (waterway journals). This paper involves systematic collection of kaizu and suiroshi from around 1905 when Takeshima was annexed as part of Japanese territory. In addition, the paper offers a conclusion to the controversy regarding kaizu by referring to the kaizu regulations that determined how place names should be recorded. Consequently, it argues that territorial awareness can be clearly seen in kaizu and suiroshi, and that, judging from these records, the Japanese Navy prior to 1905 considered present-day Takeshima to lie outside Japanese territory.departmental bulletin pape
