The author proves that the period from the late seventeenth century to the mid-nineteenth century stands out with a striking distinction in the history of Japanese-Korean relations on the basis of the following three research works:　a) survey of the extant Pusan Waegwan 釜山倭館 records, which are official diaries kept by the Tsushima officers stationed at the Pusan Waegwan;　b) determination of the upper and lower limits of the period in which those records were made; and　c) analysis of the system of the recording and filing at the Waegwan.He points out that the record keeping system at the Waegwan was completed in a relatively short time in the late seventeenth century and continued till the mid-nineteenth century, and calls the period ‘the documentation phase in the history of Japanese-Korean relations’. He concludes, quoting a Tsushima scholar of that time, that the phase as brought about by the gradual shift in the Tushima Clan’s diplomatic policy toward Korea from warlike display of power to peaceful negotiation based on established institutions and antecedents, dictated by internal changes in Japan which had taken place in a hundred years since the 1592-1598 war
