An Empirical Study on the Contribution Rate of China's Educational Expenditure to the Economic Growth:Based on the Analysis of Spatial-Temporal Difference in Cross-Provincial Panel Data

本文利用1996-2006年全国30个省份的面板数据,分析了1996-1999、2000-2006年2个时间段、东中西3个不同区域预算内教育经费对gdP增长贡献率的差异。结果表明:1、教育支出对经济增长具有明显的正向促进作用,且其贡献率高于固定资产的贡献率;2、在1996-1999年与2000-2006年2个时间段内,教育支出对经济增长的贡献率存在较大差异;3、分区域来看,教育产出弹性呈现出由东到西递减的过程。本文对上述实证结果给予了解释,并在增加教育总支出、促进教育区域协调发展上提出了具体的政策建议。Based on the panel data of 30 provinces over the country between 1996 and 2006,this paper analyses the contribution rate of budgetary educational expenditure of the east,middle and west regions between the time quantum of 1996 to 1999 and 2000 to 2006.The research results show that: 1.Educational expenditure contributes to the economic growth with a higher contribution rate than that of fixed.2.There is a remarkable difference between the contribution rate of educational expenditure to economic growth from 1996 to 1999 and that of 2000 to 2006.3.Regionally,the output elasticity of education tends to diminish from the east to the west.This paper is to provide an explanation of these empirical results and propose policy suggestions on increasing education expenditure and promoting regional harmony of education.国家社会科学基金重点项目"贯彻落实科学发展观与深化财税体制改革"(07AJY013
