Estamination of Water Quality Target in Voluntary Total Pollution Load Management System of Shihwa Coastal Area

시화호 연안오염총량관리는 점증하는 개발압력과 조력발전에 따른 해수유동 등의 환경여건 변화에 대응하여 시화호 환경 개선을 도모하기 위한 수질대책의 일환으로 추진 중에 있다. 오염총량관리의 시행에 있어 목표수질 설정은 관리개념의 근거이며 지역의 개발까지 좌우되기 &#46468 문에 매우 중요하다. 그러나 시화호 관리구역의 경우 조력발전의 시행, 비점오염원에 대한 영향, 수질 및 유량측정 자료의 부족 등으로 인해 불확실한 요인이 크게 존재하여 과학적인 분석에 한계를 가지고 있다. 이러한 불확실성이 크게 존재하는 시화호 관리구역에 연안오염총량관리를 적용하기 위한 목표수질 설정 방안에 대하여 연구하였다.개발까지 좌우되기 &#46468 문에 매우 중요하다. 그러나 시화호 관리구역의 경우 조력발전의 시행, 비점오염원에 대한 영향, 수질 및 유량측정 자료의 부족 등으로 인해 불확실한 요인이 크게 존재하여 과학적인 분석에 한계를 가지고 있다. 이러한 불확실성이 크게 존재하는 시화호 관리구역에 연안오염총량관리를 적용하기 위한 목표수질 설정 방안에 대하여 연구하였다.2

Total Pollution Load Management System Implementation Strategy for the Integrated Management in Shihwa Lake, Korea

The government made tremendous efforts to improve the deteriorating water quality in Shihwa lake which is an artificial coastal lake building a dikethrough seawater circulation after the dike construcion, discharge of STPs effluent outside of dike, STPs expansion, and artificial wetland formation, but, water quality was not much improved. Korean government and local stakeholder started voluntary approach of Total Pollutant Load Management System(TPLMS) implementation in order to improve water quality which can support diverse water uses and protect environment. Therefore, this study aims to make the voluntary TPLMS implementaion strategy to improve the water quality for the integrated management in Shihwa coastal lake baesd on scientific data analysis and stakehloder committee.of dike, STPs expansion, and artificial wetland formation, but, water quality was not much improved.
