Construction of Methodology Concerning Plan of Policy and Measures and Administrative Management System

A number of various policy, measures and administrative works exist in local governments in order to provide public services effectively with the resident’s demand. In addition, they owe the obligation which makes such a series of measure system and social capital to visible and makes it public to the resident as accountability. This research not only proposes the methodology to plan policy and measures in the local governments but also to set up the strategic target for measures and administrative works quantitatively by using technological approach which includes evaluation function and to achieve it effectively. First of all, as the method to accomplish it, this research adopts to make good use of the tools which is called problem structuring which focused on the differences of acknowledgment among stakeholders. By using “problems structuring”, it is possible for stakeholders to aim at the consensus building of a common policy as well as confirm the difference of recognition among them and then constructs administrative management system with using “logic model”. Logic model is the framework or logical model which shows it how outputs which are method of using management resources, administrative works, services and measures relate to and contribute to them to social system or outcome as management target of administrative management. Furthermore, in execution system of administrative policy and plan to achieve it, because the form of such a management system is taken in the local governments, this research also describes the methodology which reviews it according to the management cycle with measuring its performance, as it were maintains system in itself. アルトジウスとウィリアムズの良心と寛容論 : 今日の憲法学への示唆

日本の憲法学会にはピューリタニズムもアルトジウスもウイリアムズもなじみのある言葉ではない。それだからかえってこれらの研究は、研究史の欠けの一端を補いやすいだろう。また、宗教改革の時代には、宗教そのものへの学問的関心は強くあった。そして、同時代に登場しつつある国家に関する政治学的な学問的関心も決して小さなものではなかった。筆者は、宗教学と政治学の交叉していた領域の研究を導く人物としてボダンとアルトジウスを取りあげたい。というのは、彼らは主権論を展開して、今日の憲法政治の理論的骨格を用意したからである。筆者は、ボダンとアルトジウスの良心の自由に言及したルクレとカメンの分析と論述をフォローする。そして、今日の良心の自由に相当するものに関して、生来的な権利というよりは国家を成り立たせる角度からその自由を容認する寛容論が存在したことに注目する。しかし、生来的な自由権と国家理性に基づく寛容論とは、思想内容として必ずしも統合されていないようにみえる。他方、アルトジウスの生きた時代と重なりながら、イギリスから新大陸に渡ったウイリアムズは、生来的な良心の自由と政教分離を主張し実践している。したがって、ウイリアムズはヨーロッパ大陸のあいまいな良心の自由の取り扱いと君主の決定する宗教の扱い（領邦主義）を突き抜けているだけでなく、人民主権論をロードアイランドで展開する。すなわち、まだ憲法という用語のない17世紀前半の時代においてであるが、植民地の統治組織を表わす法文形式の中に良心の自由と政教分離と人民主権とをはじめて刻印する。戦後日本の憲法学界で、ウイリアムズを論じたイエリネックの『人権宣言論』が美濃部達吉によって改めて提示される。しかし、宮沢俊義以降支配学説はウイリアムズの思想内容にあまり注意を払っていない。この点でピューリタニズムを研究した大木英夫の業績は注目されるが、憲法学の関心からはなおイエリネックの人民主権論（国民主権論）を分析しているとはいい難い。だが、イエリネックがアメリカの植民地時代以来の伝統を踏まえた諸州の憲法を取りあげた際、人民主権論と教会契約の結びつきに言及している点は、法学者と神学者の更なる共同研究の必要を示唆している。departmental bulletin pape

What ‘Yo-wo-kome-te’ Means – Based on the Meaning of the Word ‘komu’ –

前稿では、『枕草子』第130 段前半の清少納言と藤原行成の会話を考察し、「夜をこめて」という清少納言歌の表現は、行成が午前一時より前に清少納言のもとを辞したことを前提としたもので、「一晩中」ではなく「夜が深いうちに」と解釈すべきことを明らかにした。しかしながら、「夜をこめて」という表現がどうして「夜が深いうちに」という意味することになるのか、という考察は不十分なままであった。そこで本稿では、「こむ」の語義をふまえて「夜をこめて」という表現について考察した。「こむ」には、「おもてに表さないように、深く納め入れる」という意味がある。平安期の「夜をこめて」という表現を改めて確認すると、夜の暗さによって視界がない状態を前提とした表現と解釈できることがわかった。これによって、「夜をこめて」が、「一晩中」すなわち「夜の間ずっと～する」という継続の意味にはなりえないことを改めて示したい。In the previous article, I examined the conversation between Sei-Shonagon and FUJIWARA Yukinari in the first half of the 130th paragraph of “the Pillow Book”.The expression in Sei-Shonagon's poem, ‘Yo-wo-kome-te,’ is based on the premise that Yukinari left Sei-Shonagon before 1 a.m., making it clear that it should be interpreted as "while the night is deep," not "all night long." However, linguistic consideration of how the expression ‘Yo-wo-kome-te’ could mean "while the night is deep" has remained insufficient. Therefore, this paper discusses the expression ‘Yowo-kome-te,’ in light of the meaning of the word ‘komu’ . ‘Komu’ means "to conceal." Confirming the Heian-period expression ‘Yo-wo-kome-te,’ we found that it can be interpreted as an expression that assumes a state of no vision due to the darkness of the night. Natural Compounds Preventing Neurodegenerative Diseases Through Autophagic Activation

Neurodegenerative diseases (NDDs) are a group of intractable diseases that significantly affect human health. To date, the pathogenesis of NDDs is still poorly understood and effective disease-modifying therapies for NDDs have not been established. NDDs share the common morphological characteristic of the deposition of abnormal proteins in the nervous system, including neurons. Autophagy is one of the major processes by which damaged organelles and abnormal proteins are removed from cells. Impairment of autophagy has been found to be involved in the pathogenesis of NDDs, and the regulation of autophagy may become a therapeutic strategy for NDDs. In recent years, some active compounds from plants have been found to regulate autophagy and exert neuroprotection against NDDs, including Alzheimer’s disease, Parkinson’s disease, Huntington’s disease, spinal and bulbar muscular atrophy, spinocerebellar ataxia 3, and amyotrophic lateral sclerosis, via activating autophagy. In this paper, we review recent advances in the use of active ingredients from plants for the regulation of autophagy and treatment of NDDs. 神経変性疾患はその発症メカニズムがいまだ明確にされていない難治性疾患の一群である．罹患率は高く根本的な病態抑止治療法が確立されていない．神経変性疾患における形態学的病変では，病因となる蛋白質が神経細胞内で異常な凝集体を形成して蓄積しており，それらが細胞毒性を発揮して神経細胞死に至ると考えられている．オートファジーは，細胞内でこれらの異常蛋白質を分解するシステムとして重要な役割を果たしており，神経変性疾患の発病に強く関わっていることが知られている．従って，オートファジーは神経変性疾患の新しい治療ターゲットになっており，植物由来の天然化合物によるオートファジー活性化機構およびその機序に基づいた神経変性疾患の治療法開発研究が盛んに行われている．本稿では，アルツハイマー病，パーキンソン病，ハンチントン病，球脊髄性筋萎縮症，脊髄小脳変性症3型，筋萎縮性側索硬化症などの神経変性疾患について，オートファジー経路を活性化する作用のある天然化合物を用いた治療法の開発に関して概説する．journal articl
