    Effect of Light Irradiation on CarrierMobility of n- and p-Type Si Substrates for Solar Cell Application

    We carried out the Hall measurements of p- and n-Si wafers to investigate the dominant scattering mechanism under the concentrating sunlight irradiations. Four samples with different carrier concentration were prepared. In this study, the sample temperature was kept constant during the Hall measurements to avoid the effect of temperature-rising. Obtained Hall mobility decreased linearly with increasing the sunlight concentration up to 4.0 times for all samples. Since the ionization ratios of donor and acceptor levels did not change even at 4.0 times sunlight concentration, carriers were not subjected directly to an ionized impurity scattering. To discuss the reason of mobility decrease by the sunlight irradiation, we considered that the photo-generated electrons (Δn) and holes (Δp) affected the net carrier concentrations of n- and p-Si samples. Estimated Δn and Δp increased with increasing the sunlight concentration and Δp was found to be twice as large as Δn. We concluded that decreases of mobility by the sunlight irradiation were due to not the phonon scattering with increasing sample temperature and ionized impurity scattering by light irradiation, but the increase of both electron and hole concentration.     Solar neutrino measurements in Super-Kamiokande-II

    The results of the second phase of the Super-Kamiokande solar neutrino measurement are presented and compared to the first phase. The solar neutrino flux spectrum and time variation as well as oscillation results are statistically consistent with the first phase and do not show spectral distortion. The timedependent flux measurement of the combined first and second phases coincides with the full period of solar cycle 23 and shows no correlation with solar activity. The measured 8B total flux is (2:38± 0.05(stat.)/begin+0.16 // -0.15/end (sys.)) × 10^6 cm^{-2} s^{-1} and the day-night difference is found to be (-6.3 ±4.2(stat.)±3.7(sys.))%.There is no evidence of systematic tendencies between the first and second phases.journal articl

    本稿は「東アジア共同体憲章案」に寄せられた論評に応答する. 憲章案の意義は, 東アジア諸国の多様性を尊重しつつ実効ある共同行動を確保する法制度を, ASEANの柔軟な法制度の手法とEUの実効的な法制度に学びながら構築した点である. とくに柔軟ながら法を通した諸国・諸国民の連帯を強化する制度設計上の法的・政治的論点を初めて体系的に整理して示した点で重要であり, さらに東アジア地域主義を法制度化する思想的意義と正統性を, 普遍的に共有可能な実体的価値を反映した原則と手続準則の蓄積を通した法の秩序構築的な役割に求めた点に特徴がある.This paper, written by one of the four drafters of the proposed Charter of an East Asian Community, makes a defence against critical comments on the Charter made by three reviewers in this issue. The most important message inherent in the Charter, which the critics fail to appreciate, is that it is possible and crucial to institutionalise in a legal from a flexible but principled Community among the countries of ASEAN, Japan, China and Korea, even though they have huge diversity in many respects. With a view to establishing a tailor-made Community to respond to globalisation and regionalisation in economy and socio-political issues, the drafters distilled and applied major political practices and legal techniques developed by ASEAN as well as those developed by the EU. The paper also explains how the drafters developed the idea of having a Community of thirteen countries, comprised of the ten ASEAN countries and Japan, China and Korea, in order to be more effective in forming macro-regional cooperation in East Asia.departmental bulletin pape

He lived in the time when Japan established the power of the state through the Japanese-Chinese War and the Japanese-Russo War, adopting expansionism to invade neighboring countries. How did he grasp Japan and what kind of thinking did he have concerning China, Korea and Russia in this time? Unfortunately he died at the age of twenty-seven. However the 31-syllable Japanese poems which he wrote are still popular among lots of Japanese people. Most of them feel sympathy with his poems.
