    Secure direct communication using Einstein-Podolsky-Rosen pairs and teleportation

    A novel scheme for secure direct communication between Alice and Bob is proposed, where there is no need for establishing a shared secret key. The communication is based on Einstein-Podolsky-Rosen pairs and teleportation between Alice and Bob. After insuring the security of the quantum channel (EPR pairs), Bob encodes the secret message directly on a sequence of particle states and transmits them to Alice by teleportation. In this scheme teleportation transmits Bob's message without revealing any information to a potential eavesdropper. Alice can read out the encoded messages directly by the measurement on her qubits. Because there is not a transmission of the qubit which carry the secret message between Alice and Bob, it is completely secure for direct secret communication if perfect quantum channel is used

    Modeling Public Management: What we know and what we need to know

    The field of public management has accumulated a great deal of knowledge, but current studies have investigated public management only partially and have failed to incorporate all aspects of public management. To correct any possible biases and encompass all of the aspects of public management, O'Toole and Meier (1999) proposed a contingent model of public management, which predicts organizational performance as a function of previous performance, organizational environments, organizational stability, internal management, and external management. Since their proposal, the model has been tested and mentioned 256 times as of this writing, and 30 peer-reviewed articles have actually adopted the model for their analysis. This study aims at investigating the validity and reliability of the model by reviewing the 30 journal articles that adopted the O'Toole-Meier model.     Networking Partner Selection and Its Impact on the Perceived Success of Collaboration

    Scholars have emphasized networks as a new agenda or a necessary tool for solving public problems and research on networks have been actively conducted. However, little attention has been given to how collaboration partners are selected and activated. This question is critical when a networking partner is voluntarily chosen. To fill this gap in knowledge, this study proposes four possible scenarios for the selection of networking partners based on the intention to collaborate with a certain partner and the activation of collaboration with that partner. Results show that the scenario of not-intended-but-nonetheless-activated collaboration brings the highest increase in perceived success while the scenario of intended-and-activated collaboration results in the second highest among the four scenarios. However, it was also found that the scenario of not-intended-but-nonetheless-activated collaboration is less likely in the real world where public managers are asked to strategically find beneficial partner candidates and to achieve the activation of collaboration with those candidates.     Back to Normal: Collaborative Emergency Management and Organizational Recovery

    Current emergency management has emphasized management through collaboration. Unlike the normative and theoretical emphasis on collaborative emergency management, empirical evidence to support its impacts on organizational recovery is lacking. To fill this gap, this study conducts a natural experiment. Using Texas school districts and Hurricane Rita cases, this study examines how collaborative emergency management at the preparedness stage influences organizational recovery after an emergency. Findings show that after controlling for the severity of Hurricane Rita measured by the size of hurricane wind forces and districts’ distance from the coast, school districts reopened their closed schools due to Hurricane Rita faster when superintendents had actively prepared for emergencies through collaboration with external emergency-relevant organizations.     applicationThe formation of amphiphilic complexes of poly(allylammonium) chloride carrying pendant maltose residue (PAAHCl-Mal) with sodium alkylsulfonates (sodium octanesulfonate(NaOcS), sodium dodecanesulfonate(NaDoS), sodium hexadecanesulfonate(NaHeDeS)) in aqueous solution was studied by means of turbidimetry, fluorescence spectroscopy using pyrene, ^1H NMR and viscometry. In contrast to the complex of PAAHC1 homopolymer with NaDoS, which precipitated at the ratio of the concentration of DoS to the concentration of ammonium group in the polymer, [DoS]/[NH_3^+]=0.01, the complexes of PAAHC1-Mal(14) containing 14 mol % maltose residue with NaDoS are water-soluble over the whole range of compositions of the mixture, including the electroneutralized condition, [DoS]/[NH_3^+]=1. In the mixture of PAAHC1-Mal(14) and NaDoS at [DoS]/[NH_3^+]=1, the I_3/I_1 ratio of the intensities of third and first vibrational bands for pyrene was 0.83, indicating that the complexation of PAAHC1-Mal(14) with NaDoS gives rise to a hydrophobic domain. In addition to these results, from ^1H NMR and viscosity measurements of the PAAHCl-Mal(14) and NaDoS system, it seems that these species form a micelle like aggregate with a hydrophobic core from the surfactants bound to the polymer and a hydrophilic outer shell from the maltose residues. Moreover, the effects of content of maltose residue in the polymer and alkyl chain length of surfactant on the complexation of PAAHCl-Mal with alkylsulfonates are discussed.departmental bulletin pape

    GENDER, MIDDLE MANAGER MANAGEMENT, AND PERFORMANCE: EVIDENCE FROM INDONESIAN PUBLIC SCHOOLS

    By applying Moore (1995) concept of distinctive managerial functions - managing upward, downward, and outward -, this study attempts to understand the impacts of middle-level management functions on organizational performance; and tries to investigate gender impacts on the middle-level management and performance linkages. This study employs Indonesian Family Life Survey 4 (IFLS4) crosssectional data and applies Weighted Least Squares (WLS) method to analyze some hypotheses constructed. The results indicate the significant impacts of managing downward negatively and managing outward positively on organization performance. Meanwhile, managing upward does not give the significant impact on organization performance. On the other hand, gendered managing outward effects on organization performance are strongly positive significant for female managers and strongly negative significant for males. For both male and female managers, managing downward gives significant positive impacts on organization performance, but males’effect is much greater than females. Lastly, the gendered managing upward effect is not significant related with organization performance. Therefore, it can be concluded that public managers need to give more efforts on managing outward by creating more networking to increase the organization performance. In contrast, the principals may need to modify their strategy to manage their subordinates because current managing downward strategy gives negative impacts on the organization performance.departmental bulletin pape
