New result on the measurement of the direct photon emission in K+ --> pi^+ pi^0 gamma decay

We present a new result on the K^+ --> pi^+ pi^0 gamma decay measurement using stopped kaons. The best fit to the decay spectrum comprised of 10k events gives a branching ratio for the direct photon emission of [3.8+-0.8(stat)+-0.7(syst)] times 10^{-6} in the pi^+ kinetic energy region of 55 to 90 MeV. This result has been obtained with the assumption that there is no component due to interference with the inner bremsstrahlung.Comment: 14 pages, 7 figures, 3 tables (Fig.1 which had problems with uploading first time is replaced. Adaptive governance for fire management planning : a case study on Prince Albert National Park, Saskatchewan

Fire is a natural ecological process in the boreal forest, but also a threat to human lives, properties and other values at risk. The challenge is to find a way to manage fire where both the positive and negative aspects of fire are effectively balanced. This is especially important since more frequent and intense wildfires are predicted in the future due to climate change. There is also a need for increased cooperation across jurisdictions to improve the efficiency and effectiveness of Canadian fire management. To address the current and future challenges of fire management, this thesis argues that an effective and adaptive governance approach is needed. The purpose of the study was to develop principles, criteria and indicators of adaptive governance and to apply this framework to fire management planning in Prince Albert National Park (PANP), Saskatchewan. Because of the need to include other agencies with fire responsibilities, the study also focused on the interagency cooperation with Saskatchewan Environment (SE), the provincial ministry responsible for wildfires. Principles, criteria and indicators of adaptive governance were identified based on literature on good governance, adaptive management, adaptive governance, and wildfire specific literature. A qualitative research approach was then used to collect data mainly through semi-structured interviews with representatives from Parks Canada (both from PANP and at the national level) and SE, and document analysis of fire plans and strategies. This study shows that many aspects of adaptive governance have already been implemented in PANP, so that principles and criteria of inclusiveness, legitimacy, foresight, leadership, and many aspects of performance-oriented and adaptiveness have been at least partially met. Yet, there is a need to improve information-sharing and communication, especially across jurisdictions. In terms of the interagency cooperation between PANP and SE, having different mandates is the biggest challenge, but it does not prevent cooperation. Throughout the years both agencies have worked out ways to deal with differences in their mandate and fire management strategies. Having a dialogue to try to understand each other�s mandate and respect each other has been and continues to be a key factor in the cooperation. Finally, maintaining and retaining social capital may be crucial to future success in fire management planning, both from an intra- and from an interagency perspective

J. G. Fichte's Theory of Law and Moral ―Centering around the Middle Stage of his Thought (Ⅱ)―

This paper is the second half of a treatise on the relationship between law and moral based on Fichte's middle stage theory of state. In other words, a paper on the flux of his thoughts on law, state and moral since 1807. What were his thoughts on the state at this time? We have, first of all, to study Fichte's Machiavellism at the period of enlightenment and what function moral played in his theory of state. How were educational concepts based on Pestalozzi's theory introduced to moral education? Concerning the later period, Machiavellism can be defined as, first, the political art of professional political power, and, second, a political curse by political snobs, f.ex. moralists who were overwhelmod by the dynamism of political power. Fichte's theory on Machiavelli differed from this, but was based on his own thoughts and theory on the state. Moreover, this was one theory of state which had politically dynamic elements and was not what some theorists would call just current topics. After 1804 Fichte concentrated on the works of Pestalozzi. who achieved excellent results in modern national education, that is, child-education and moral education. Occurrence and Progression of White Matter Hyperintensities in Middle-aged Patients with Systemic Lupus Erythemato

To elucidate the clinical characteristics of white matter hyperintensities (WMH) deterioration in SLE, we here report the occurrence of WMH on brain magnetic resonance imaging (MRI) by age group and the WMH deterioration rate in patients with SLE. Age-adjusted ratios of periventricular hyperintensities (PVH) and deep white matter hyperintensities (DWMH) in the SLE group (n = 142) were higher than those in the control group (n = 216, p = 0.003 and p < 0.0001, respectively). The difference was remarkable in middle-aged patients (≥ 40 and < 60 years) (p < 0.0001 for PVH and DWMH). In middle-aged patients with SLE, WMH were associated with hypertension (OR, 4.0; 95 % CI, 1.1–15.8 for PVH and OR, 4.5; 95 % CI, 1.1–18.5 for DWMH) and dyslipidemia (OR, 22.2; 95 % CI, 1.6–300.5 for PVH). In Kaplan–Meier analysis, the overall rate of one grade WMH deterioration on the Fazekas scale was 8.2 % per year during a 15-year follow-up (< 60 years, n = 68). WMH in middle-aged patients deteriorated more rapidly than younger patients. Our study reveals that middle-aged patients with SLE pose a risk for developing WMH because of vascular risk factors including hypertension and dyslipidemia, and also can have progressively worsening WMH.departmental bulletin pape
