少年司法における思春期医療－東京少年鑑別所医務課診療所受診例の検討

【目的】少年司法（矯正医療）の領域において小児科医の役割を明らかにすることを目的とした。 【対象および方法】平成23年１月～平成24年12月の２年間に東京少年鑑別所に入所し，医務課診療所を受診した少年を対象とした。診療録を用いて診断分類・治療内容等について検討した。 【結果】この期間に医務課診療所を受診した少年はのべ1651人（男子1240人，女子411人，平均年齢17.8歳）であった。疾病内訳は，内科系疾患36％，精神科疾患20％，ついで皮膚科疾患が18％を占めた。内科系疾患では呼吸器系疾患が多くついで消化器系疾患であった。精神疾患では睡眠障害が36％，注意欠如多動性障害が18％，広汎性発達障害が14％であった。皮膚科疾患はアトピー性皮膚炎が大半をしめたが，ケジラミ感染や疥癬など，専門的な知識と対応を求められることがあった。また，婦人科疾患は全体の４％であったが，性行為感染症35％，月経困難20％，妊娠17％であり，外部の医療機関との連携が必要であった。 【結論】少年司法における小児科医の役割は，思春期総合医療を提供することである。departmental bulletin pape

Dualisme Hukum Penyelesaian Tindak Pidana Pencabulan (Studi kasus di Kampung Perdamaian Kecamatan Pintu Rime Gayo Kabupaten Bener Meriah).

Pencabulan merupakan salah satu perbuatan yang mungkar, yang mana pada dasarnya perbuatan ini sangat dilarang baik oleh agama, hukum positif yang tertulis maupun hukum adat istiadat yang tidak tertulis yang masih berlaku di perkampungan dan daerah tertentu, Karena perbuatan tersebut bisa merugikan kehidupan orang lain. Adapun tujuan dari penulisan dan penelitian ini adalah untuk mencari jawaban dari persoalan utama yaitu apa faktor penyebab terjadinya dualism hukum di kampung Perdamaian sehingga pelaku dikenakan dua sanksi sekaligus, dan bagaimanakah system penyelesaian kasus pencabulan menurut hukum adat dikampung Perdamaian. Untuk menjawab pertanyaan tersebut, maka penulis menggunakan metode penelitian kepustakaan (library research) dan metode penelitian lapangan (field research) melalui teknik observasi dan wawancara. Adapun yang menjadi sampel penelitian penulis adalah kampung Perdamaian kecamatan Pintu Rime Gayo. Hasil penelitian menunjukkan bahwa dalam menyelesaikan kasus pencabulan yang terjadi menggunakan dua sistem hukum yaitu hukum adat kampung itu sendiri dan sistem hukum positif. Pada awalnya memang menggunakan sistem hukum adat dan pelaku serta keluarganya diberikan sanksi adat berupa uang sebesar Rp 3.000.000 dan seekor kambing, bentuk hukuman yang ada di kampung Perdamaian yaitu pencabutan gelar adat, denda, dan Parak (dikucilkan oleh masyarakat atau pengusiran dari kampung). Namun karena wali korban kurang puas dengan sanksi yang diberikan sehingga melaporkan kepihak kepolisian agar diproses sesuai hukum yang berlaku dan pelaku dikenakan hukuman penjara empat tahun penjaradan denda sebesar Rp 60.000.000. Maka dapat disimpulkan bahwa faktor utama penyebab terjadinya dualisme hukum penyelesaian tindak pidana pencabulan adalah karena kurang puasnya orang tua wali korban terhadap putusan sanksi adat yang diberikan peradilan adat kepada pelaku

Chronological Analysis of Errors in Municipal Population Projections with Relation of Population Size Using IPSS Population ProjectionResults for 3 Time Points in 15 years

都市・地域計画にあたって，将来人口推計は重要である。なぜなら，施設や道路の計画では需要・利用者数を考える必要があり，その基礎となるのは推計結果だからである。 国立社会保障・人口問題研究所による推計人口は大勢として高い信頼性を持つ推計と位置づけられ，日本の将来人口推計の基本値として一般に使われている。ただし，それには推計誤差が発生するので，趨勢と考えるのが妥当である。 本研究では社人研によって2008年に発表された市区町村別の3時点2010年，2015年，2020年の推計人口を取り上げ，その推計誤差について，その分布状況を整理する。また，時系列的に誤差がどのように伝播していくかを分析する。さらに人口規模との関係や首都圏など地理的な位置による相違を分析する。 その結果，人口が多いほど推計誤差率（ALPE)が小さいことや，特に20歳代での大都市圏で過小推計が多い，すなわち趨勢ほど人口減少しない傾向にあることが明らかとなった。Future population projections are important in urban and regional planning. This is because in case of planning facilities or roads, it is necessary to consider demand which is the number of potential users, and the basis for this is the projection results. The population projections made by the National Institute of Population and Social Security Research(IPSS) are considered to be highly reliable projections, and are generally used as the basis for Japan’s future population projections. It is reasonable to think of this as a population projection as a trend population, because the projection results contain errors. Therefore, in this study, we will take up the population projections for 2010, 2015, and 2020 for municipalities presented in 2008 by IPSS and analyze the distribution of projection errors. We also analyze how the error propagates over time. Furthermore, we will analyze the relationship with population size and errors and effects of geographical location such as the metropolitan area. The results revealed that the larger the population, the smaller the estimation error rate (ALPE), and that underestimations were particularly common among people in their 20s in metropolitan areas, meaning that the population tends not to decline as much as the trend.departmental bulletin pape
