    Migrant Labour in the Russian Economy: a Burden or a Blessing?

    The article discusses the potential threats and benefits of external labour migration for the Russian economy through establishing cause-effect relations between the migration processes and the current economic situation. The analysis of statistical data on the development of Russian regions and on the demographic, migration, and financial trends in the country allows us to assess the potential risks of using the labour of external migrants. External migration may damage the Russian economy: it may result in depreciation of the Russian rouble; a growing de cit in the balance of payments; and in an increasing loads on the country’s pension system. We should not forget, however, that external migration can also bring a number of benefits: it can rejuvenate the population and supply human resources to those Russian regions which experience the shortages of the workforce for blue-collar jobs. Moreover, migrants make contributions to the federal budget by paying fees for work patents. The state government may use the results of this research to improve its migration and labour policy and to develop a state program to stimulate external and internal migrants to find employment in workforce shortage areas. This research shows the connection between labour migration and economic activity of local population; reveals the factors of external labour migration; and analyzes the effect migration has on the host country

    Charmless B decays into three charged track final states

    Using a data sample of 10.5 1/fb collected by the Belle detector, three-body charmless decays B+ --> K+h+h- have been studied. The following branching fractions have been obtained: Br(B+ --> K+pi-pi+) = (64.8+-10.0+-7.0) x 10**-6 and Br(B+ --> K+K-K+) = (36.5+-6.1+-5.5) x 10**-6. The upper limits for other combinations of charged kaons and pions have been placed.     Measurement of phi_3 with Dalitz Plot Analysis of B+=>D(*)K(*)+ Decay

    Results from the Belle and BaBar experiments on measurement of the weak angle phi_3 using a Dalitz plot analysis of the KSpi+pi- decay of the neutral D meson from the B+=>D(*)K(*)+ process are presented. The method employs the interference between D0 and D0bar to extract the angle phi_3, strong phase delta and the ratio r of suppressed and allowed amplitudes.Comment: 4 pages, 3 figures.     The rare decay bssdˉb\to ss\bar{d} is studied in a vector quark model by adding the contributions from exotic vector-like quarks. We find that the contribution from box diagrams amounts to 10910^{-9} in the branching ratio, while the ZZ-mediated tree level contribution is negligible.Comment: LaTeX, 9 pages with 1 figur

    Evidence for two-quark content of f0(980)f_{0}(980) in exclusive bcb\to c decays

    Inspired by a large decay branching ratio (BR) of B+f0(980)K+B^{+}\to f_{0}(980)K^{+} measured by Belle recently, we propose that a significant evidence of the component of nnˉ=(uuˉ+ddˉ)/2n\bar{n}=(u\bar{u}+d\bar{d})/\sqrt{2} in f0(980)f_{0}(980) could be demonstrated in exclusive bcb\to c decays by the observation of f0(980)f_{0}(980) in the final states BˉD0()π+π(KK)\bar{B}\to D^{0(*)} \pi^{+} \pi^{-}(KK) and BˉJ/Ψπ+π(KK)\bar{B}\to J/\Psi \pi^{+} \pi^{-}(KK). We predict the BRs of BˉD0()(J/Ψ)f0(980)\bar{B}\to D^{0(*)} (J/\Psi) f_{0}(980) to be O(104){\cal {O}}(10^{-4}) (O(105){\cal {O}}(10^{-5})) while the unknown wave functions of D()0D^{(*)0} (J/ΨJ/\Psi) are chosen to fit the observed decays of BˉD()0π0(J/ΨK0())\bar{B}\to D^{(*)0} \pi^{0} (J/\Psi K^{0(*)}).Comment: 4 pages, 2 figures, Revtex4, version to appear in PR

    Стаття присвячена обґрунтуванню необхідності широкого впровадження системи незалежної суспільно-професійної акредитації в інноваційній інженерній освіті. Проаналізовано системи акредитації, їхні характерні критерії, що впливають на якість вищої освіти; конкретизовано компоненти, дидактичні умови їх впровадження. Уточняються поняття інституційної та програмної акредитації, розглядаються критерії еталонної освітньої програми. Метою аудиту інженерних освітніх програм має бути приведення практики навчання відповідно до потреб ринку, підвищення якості освіти, забезпечення прозорості процесів і результатів освітньої діяльності для всіх зацікавлених сторін: роботодавців, студентів, освітнього співтовариства і держави. Обґрунтовано необхідність визнання професійної акредитації як процесу, спрямованого на підвищення якості вітчизняної інженерної освіти. У той же час державна акредитація має функціонувати для забезпечення відповідності якості та рівня навчання державним вимогам. У висновках автори запрошують до обговорення теми професійної (програмної) акредитації та до інших, споріднених тем.The article is devoted to substantiation need for a broad introduction of independent social and professional accreditation for innovative engineering education. Accreditation system, their specific criteria that affect the quality of higher education; analyzed. Components and didactic conditions of their implementation are fleshed. The concept of institutional and program accreditation is specified, criteria of educational program are considered. The purpose of the audit of engineering education programs should be bringing the practice of training according to market needs, improving the quality of education, transparency of processes and outcomes of educational activities for all stakeholders: employers, students, the educational community and the state. The need for the recognition of professional accreditation as a process designed to improve the quality of national engineering education grounded. At the same time state accreditation must work to ensure that the quality of education and state requirements. In conclusion, the authors are invited to discuss the topic of professional (program) accreditation to other related topics

    Nonresonant Three-body Decays of D and B Mesons

    Nonresonant three-body decays of D and B mesons are studied. It is pointed out that if heavy meson chiral perturbation theory (HMChPT) is applied to the heavy-light strong and weak vertices and assumed to be valid over the whole kinematic region, then the predicted decay rates for nonresonant charmless 3-body B decays will be too large and especially B^- --> pi^- K^+ K^- greatly exceeds the current experimental limit. This can be understood as chiral symmetry has been applied there twice beyond its region of validity. If HMChPT is applied only to the strong vertex and the weak transition is accounted for by the form factors, the dominant B^* pole contribution to the tree-dominated direct three-body B decays will become small and the branching ratio will be of order 10^{-6}. The decay modes B^- --> (K^- h^+ h^-)_{NR} and bar{B}^0 --> (bar{K}^0 h^+h^-)_{NR} for h = pi, K are penguin dominated. We apply HMChPT in two different cases to study the direct 3-body D decays and compare the results with experiment. Theoretical uncertainties are discussed.Comment: 24 pages, 2 figures.
