    This essay is about the North American Free Trade Agreement (“NAFTA”), the General Agreement on Tariffs and Trade (“GATT”), and the World Trade Organization (“WTO”). The United States has chosen to participate in NAFTA, GATT, and WTO by the President\u27s signing international agreements. These agreements, however, have not been presented to the Senate for ratification as treaties, although, as some commentators have noted, they bear the characteristics of treaties. Rather, they are implemented by Congress enacting domestic implementing legislation as statutory law

    Gamma-Ray Burst Dust Echoes Revisited: Expectations at Early Times

    Gamma-ray burst (GRB) dust echoes were first proposed as an alternative explanation for the supernova-like (SN-like) components to the afterglows of GRB 980326 and GRB 970228. However, the spectroscopic identification of Type Ic SN 2003dh associated with GRB 030329, as well as the identification of SN-like components to the afterglows of other GRBs, appears to have confirmed the GRB/SN paradigm. However, the likely progenitors of Type Ic SNe are Wolf-Rayet WC stars, and late-type WC stars have been observed to be surrounded by dust, at a distance of 10^14 -- 10^15 cm from the star. Consequently, we revisit the possibility of GRB dust echoes, not on a timescale of weeks after the burst but on a timescale of minutes to hours. We find that if the optical flash is sufficiently bright and the jet sufficiently wide, GRB afterglows may be accompanied by chromatic variations on this timescale. From these signatures, such model parameters as the inner radius of the dust distribution, the initial opening angle of the jet, etc., may be deduced. With rapid and regular localizations of GRBs by HETE-2, Integral, and now Swift, and new and improved robotic telescope systems, these early-time GRB dust echoes may soon be detected.     Time-Varying Estimation of Crop Insurance Program in Altering North Dakota Farm Economic Structure

    This study examines how federal farm policies, specifically crop insurance, have affected the farm economic structure of North Dakota’s agriculture sector. The system of derived input demand equations is estimated to quantify the changes in North Dakota farmers’ input use when they purchase crop insurance. Further, the cumulative rolling regression technique is applied to capture the varying effects of the farm policies over time. Empirical results from the system of input demand functions indicate that there is no moral hazard since North Dakota farmers will increase fertilizer and pesticide use in the presence of crop insurance.     Kerambitan’s elementary school houses approximately 100 students. These students, from first to sixth grade, attend class six days a week from 8 AM until noon (the afternoon heat is too strong). Like in many American elementary schools, the teachers on this level teach all core subjects; in Indonesia these subjects are math, reading, culture, and social studies. Subjects are highly standardized on a national level; students in Bali are learning the same things as students in Java or any of the other islands. The exception to this rule is the culture class; here students learn about Balinese culture, arts, and traditions.     The Absorbers Toward CSO 118: Superclustering at {z~3}, or an Intrinsic Absorption Complex?

    We present two low resolution (R~1300) high signal-to-noise spectra (Wr,lim~50mA) of the quasar CSO 118 (zem=2.97) taken with the Hobby-Eberly Telescope Marcario Low Resolution Spectrograph. We detect eight absorbers selected by the CIV 1548,1550 absorption doublet in the redshift range {2.23 < zabs 2.68. In the redshift range covered by the seven zabs > 2.68 systems, one expects to find two absorbers. We discuss possible explanations for such an excess of absorbers in a small velocity range.     Exploring the feasibility of international collaboration and relationship building through a virtual partnership scheme

    International collaboration is an under-studied component of the Scholarship of Teaching and Learning (SoTL). This study sheds light on the process of international collaboration by illustrating an exploratory approach to the process of forming and maintaining collaborative partnerships. Participants in this study were put into pairs (each one comprised of one individual from the University of Glasgow and another from the University of Wisconsin System) and asked to participate in email correspondence over the course of one year. The text of participants’ emails was pooled and analyzed through a general inductive approach using NVivo software. The study, though small in nature, helps to illustrate and further understand international collaborative relationships. We offer suggestions for future international collaborations and discuss the implications of emphasizing such partnerships within SoTL

    Summary of 1987 and 1988 manatee aerial surveys at Kennedy Space Center

    Aerial surveys of manatees conducted since 1977 at Kennedy Space Center (KSC) have provided a very useful and cost effective monitoring tool in the assessment of abundance and distribution of manatees in the northern Banana River. Data collected in the mid 1980's as part of the KSC Environmental Monitoring Program indicated that the numbers of manatees utilizing the northern Banana River had increased dramatically from earlier years and that the animals appeared to have changed their distribution patterns within the area as well (Provancha and Provancha 1988). United States Fish and Wildlife Service (USFWS) and Florida Department of Natural Resources (FLDNR) conducted bimonthly aerial surveys in 1986 for the entire Florida east coast. Their data clearly show that the Banana River has the highest concentration of manatees during the non-winter months when compared to all other segments of the east coast surveys (B. Wiegle/FLDNR, unpublished data). They further show that, in spring, an average of 71 percent of the manatees in Brevard county were located in the Banana River. During that period 85 percent of the animals were north of the NASA Causeway (State Road (SR) 402) in the KSC security zone. These data indicate the importance of the KSC waters to the Florida east coast manatee population. We reinitiated KSC surveys in 1987 to document distributions and numbers of manatees during the spring influx. Aerial censuses were continued throughout the year in 1988 and this report provides a summary of our findings for the two years

    ‘Hearts and minds’: association, causation and implication of cognitive impairment in heart failure

    The clinical syndrome of heart failure is one of the leading causes of hospitalisation and mortality in older adults. An association between cognitive impairment and heart failure is well described but our understanding of the relationship between the two conditions remains limited. In this review we provide a synthesis of available evidence, focussing on epidemiology, the potential pathogenesis, and treatment implications of cognitive decline in heart failure. Most evidence available relates to heart failure with reduced ejection fraction and the syndromes of chronic cognitive decline or dementia. These conditions are only part of a complex heart failure-cognition paradigm. Associations between cognition and heart failure with preserved ejection fraction and between acute delirium and heart failure also seem evident and where data are available we will discuss these syndromes. Many questions remain unanswered regarding heart failure and cognition. Much of the observational evidence on the association is confounded by study design, comorbidity and insensitive cognitive assessment tools. If a causal link exists, there are several potential pathophysiological explanations. Plausible underlying mechanisms relating to cerebral hypoperfusion or occult cerebrovascular disease have been described and it seems likely that these may coexist and exert synergistic effects. Despite the prevalence of the two conditions, when cognitive impairment coexists with heart failure there is no specific guidance on treatment. Institution of evidence-based heart failure therapies that reduce mortality and hospitalisations seems intuitive and there is no signal that these interventions have an adverse effect on cognition. However, cognitive impairment will present a further barrier to the often complex medication self-management that is required in contemporary heart failure treatment
