Russian populism as an obstacle to effective anti-covid politics
This article provides a brief overview of the prerequisites, causes and consequences of the use of populism in the politics of the Russian Federation, and also examines the situation in which it turned out to be ineffective and led to the differentiation of Russian society.Статья представляет собой краткий обзор предпосылок и причин применения популизма в политике Российской Федерации, а также рассматривает ситуацию, в которой он оказался неэффективным и привел к дифференциации российского общества
Policy Transformation Under the Influence of Digitalization Processes
Публикация посвящена изучению процессов трансформации политики под влиянием цифровизации. В ней поднимается вопрос о кризисе существующей системы общественного договора из‑за технологических и социальных изменений в обществе.The publication is devoted to the study of the processes of policy transformation under the influence of digitalization. It raises the question of the crisis of the existing social contract system due to technological and social changes in society
Peculiarities of fuel burning in dry and wet cement production kilns
Peculiarities of fuel burning in dry and wet cement production kilns / V. M. Konovalov [et al.] // IOP Conf. Series: Earth and Environmental Science. - 2018. - Vol. 194. - 052016.The paper presents the findings of fuel efficiency in cement rotary kilns. It demonstrates the relevance of the aggregate of factors which provide obtaining a sustainable hot flame during fuels burning. The paper analyses the impact of alternative fuel and heat recuperation when cooling a cement clinker on the flame exergy as well
Portfolio Analysis of Financial Market Risks by Random Set Tools
A new approach to portfolio analysis of financial market risks by random set tools is considered. Despite many attempts, the consistent and global modeling of financial markets remains an open problem. In particular it remains a challenge to find a simple and tractable economic and probabilistic approach to market modeling. This paper attempts to highlight fundamental properties that a market model should possess. The paper suggests a random set approach as a probabilistic base of this model. Using this approach it is possible to establish a corresponding interactive market dynamics that involves a minimal number of sets. These sets include the set of capital surpluses, the set of capital within assets and the set of capital deficits. Several interesting properties related to random volatility of assets quality, probabilities of quality categories and defaults and matrices of transition probabilities of switching among categories can be derived. In addition the random set approach allows to derive the so called transition set-matrices, random set invariants of capital redistribution processes. Empirical evidence will be given that confirm these random set findings. The approach is also illustrated by collapses in U.S. financial markets in 90's and can be used to explain Russian default'98

Study of morphological and biochemical blood composition in rats on the background of quercetin loading
The interaction of warm-blooded organisms with the environment is always reflected in the homeostatic equilibrium of metabolic processes. The dynamics of redox processes occurring in the body is primarily reflected in hematological indices. The aim of the investigation was to study reactive changes of morphological and biochemical blood composition in rats against the background of quercetin load. Objectives: to analyze the dynamics of morphological and biochemical composition of animal blood at the background of intragastric loading with quercetin in the form of oil solution during 30 days. The study was performed on 80 white mongrel male rats weighing 190-210 g, which were divided equally into control (intact) and experimental groups. The study of reactive changes in the morphological and biochemical composition of the blood of rats under the influence of quercetin was conducted in the dynamics before the experiment, as well as on 1, 3, 5, 7, 10, 15, 20, 25 and 30 days of experiment. It was found that against the background of additional loading with oil solution of quercetin in rats there were reactive changes in the morphological composition of the blood, which are reflected in the increased number of red blood cells, concentration of hemoglobin and leucocytes within the physiological norm, as well as changes in the biochemical composition of the blood, expressed in increased concentration of albumin and decreased concentration of albumin fractions in the rats of the experimental group compared with intact animals

New methods of investigation of the external base of skull at fatal injuries inpassenger compartment
Basal skull fractures are frequent and cause certain difficulties in detection of the mechanism of their formation. Common dissecting methods do not allow detailed study of the external base of skull and deform facial soft tissues. A new method is developed, which allows determining the mechanism of formation of constructional fractures of the basal skull and pterygoid processes at various injuries, in particular, inside a passenger compartment at headon collision of motor vehicles. The method is registered as an invention.</jats:p
Culture of Cancellation as a Tool of Political Pressure
The article is devoted to the phenomenon of the “culture of change” as an instrument of political pressure. It lists the main campaigns that have joined the political pressure on Russia. A parallel is drawn between the absurd actions of the state in the dystopian novel “1984” to rewrite history and the application of the “culture of cancellation” in relation to Russia.
