Gas Dynamics in the Barred Seyfert Galaxy NGC4151 - II. High Resolution HI Study
We present sensitive, high angular resolution (6" x 5") 21-cm observations of
the neutral hydrogen in the nearby barred Seyfert galaxy, NGC4151. These HI
observations, obtained using the VLA in B-configuration, are the highest
resolution to date of this galaxy, and reveal hitherto unprecedented detail in
the distribution and kinematics of the HI on sub-kiloparsec scales. A complete
analysis and discussion of the HI data are presented and the global properties
of the galaxy are related to the bar dynamics presented in Paper I.Comment: 13 pages including 9 figures and 3 tables; accepted for publication

Starburst and AGN activity in ultraluminous infrared galaxies
(Abridged) We examine the power source of 41 local Ultraluminous Infrared
Galaxies using archival infrared and optical photometry. We fit the observed
Spectral Energy Distributions (SEDs) with starburst and AGN components; each
component being drawn from a family of templates. We find all of the sample
require a starburst, whereas only half require an AGN. In 90% of the sample the
starburst provides over half the IR emission, with a mean fractional luminosity
of 82%. When combined with other galaxy samples we find that starburst and AGN
luminosities correlate over 6 decades in IR luminosity suggesting that a common
factor governs both luminosities, plausibly the gas masses in the nuclear
regions. We find that the mid-IR 7.7 micron line-continuum ratio is no
indication of the starburst luminosity, or the fractional AGN luminosity, and
therefore that this ratio is not a reliable diagnostic of the power source in
ULIRGs. We propose that the scatter in the radio-IR correlation in ULIRGs is
due to a skewed starburst IMF and/or relic relativistic electrons from a
previous starburst, rather than contamination from an obscured AGN. We show
that most ULIRGs undergo multiple starbursts during their lifetime, and by
inference that mergers between more than two galaxies may be common amongst
ULIRGs. Our results support the evolutionary model for ULIRGs proposed by
Farrah et al 2001, where they can follow many different evolutionary paths of
starburst and AGN activity in transforming merging spiral galaxies into
elliptical galaxies, but that most do not go through an optical QSO phase. The
lower level of AGN activity in our local sample than in z~1 HLIRGs implies that
the two samples are distinct populations. We postulate that different galaxy

Decay of fidelity in terms of correlation functions
We consider, within the algebraic formalism, the time dependence of fidelity
for qubits encoded into an open physical system. We relate the decay of
fidelity to the evolution of correlation functions and, in the particular case
of a Markovian dynamics, to the spectral gap of the generator of the semigroup.

CIVIC COMMUNITY APPROACHES TO RURAL DEVELOPMENT IN THE SOUTH: ECONOMIC GROWTH WITH PROSPERITY
The free market-based policies of the corporate community model have skewed economic development across the South. For many small, rural communities, the consequences of global capitalism have resulted in declining real wages, high underemployment, and increasing rates of income inequality. Backed by recent scholarship and grassroots movements that suggest both civic engagement and the presence of smaller-scale, locally controlled enerprises can help determine whether communities prosper or decline, this paper explores the links between social structure and rural development in the South. The goal is to expand our understanding of civic community theory as an alternative to the neoclassical economic model of development. Using a local problem-solving framework, we suggest that a departure from the traditional, neoclassical path of development is in order. Polynomial Cointegration among Stationary Processes with Long Memory

Effects of ionizing radiation on CCD's
The effects of 1.2 MeV gamma radiation and 20 MeV electrons on the operational characteristics of CCDs are studied. The effects of ionizing radiation on the charge transfer efficiency, dark current, and input/output circuitry are described. The improved radiation hardness of buried channel CCDs is compared to surface channel results. Both ion implanted and epitaxial layer buried channel device results are included. The advantages of using a single thickness SiO2 gate dielectric are described. The threshold voltage shifts and surface state density changes of dry, steam, and HCl doped oxides are discussed. Recent results on the recovery times and total dose effects of high dose rate pulses of 20 MeV electrons are reported
The re-emission spectrum of digital hardware subjected to EMI
The emission spectrum of digital hardware under the influence of external electromagnetic interference is shown to contain information about the interaction of the incident energy with the digital circuits in the system. The generation mechanism of the re-emission spectrum is reviewed, describing how nonlinear effects may be a precursor to the failure of the equipment under test. Measurements on a simple circuit are used to demonstrate how the characteristics of the re-emission spectrum may be correlated with changes to the digital waveform within the circuit. The technique is also applied to a piece of complex digital hardware where Similar, though more subtle, effects can be measured. It is shown that the re-emission spectrum can be used to detect the interaction of the interference with the digital devices at a level well below that which is able to cause static failures in the circuits. The utility of the technique as a diagnostic tool for immunity testing of digital hardware, by identifying which subsystems are being affected by external interference, is also demonstrated

An Evaluation of a Battery of Functional and Structural Tests as Predictors of Likely Risk of Progression of Age-Related Macular Degeneration.
Purpose: To evaluate the ability of visual function and structural tests to identify the likely risk of progression from early/intermediate to advanced AMD, using the Age-Related Eye Disease Study (AREDS) simplified scale as a surrogate for risk of progression. The secondary aim was to determine the relationship between disease severity grade and the observed functional and structural deficits. Methods: A total of 100 participants whose AMD status varied from early to advanced were recruited. Visual function was assessed using cone dark adaptation, 14 Hz flicker and chromatic threshold tests and retinal structure was assessed by measuring drusen volume and macular thickness. The predictive value of the tests was estimated using ordinal regression analysis. Group comparisons were assessed using analysis of covariance. Results: Change in cone dark adaptation (cone τ) and yellow-blue (YB) chromatic sensitivity were independent predictors for AMD progression risk (cone τ, pseudo R2 = 0.35, P < 0.001; YB chromatic threshold, pseudo R2 = 0.16, P < 0.001). The only structural predictor was foveal thickness (R2 = 0.05, P = 0.047). Chromatic sensitivity and cone dark adaptation were also the best functional tests at distinguishing between severity groups. Drusen characteristics clearly differentiated between participants with early and advanced disease, but were not able to differentiate between those with early AMD and controls. Mean differences in retinal thickness existed between severity groups at the foveal (P = 0.040) and inner (P = 0.001) subfields. Conclusions: This study indicates that cone τ, YB chromatic threshold and foveal thickness are independent predictors of likely risk of AMD progression
A theory of viscoplasticity accounting for internal damage
A constitutive theory for use in structural and durability analyses of high temperature isotropic alloys is presented. Constitutive equations based upon a potential function are determined from conditions of stability and physical considerations. The theory is self-consistent; terms are not added in an ad hoc manner. It extends a proven viscoplastic model by introducing the Kachanov-Rabotnov concept of net stress. Material degradation and inelastic deformation are unified; they evolve simultaneously and interactively. Both isotropic hardening and material degradation evolve with dissipated work which is the sum of inelastic work and internal work. Internal work is a continuum measure of the stored free energy resulting from inelastic deformation
