Regulating supreme court recusals
This article presents a critical analysis of the approach of the U.S. Supreme Court to recusal motions
aimed at one of the Justices of the Court. The catalyst was the controversy arising from the weekend
duck-hunting trip of U.S.Vice-President Richard Cheney and Supreme Court Justice Antonin Scalia,
after which Justice Scalia denied a motion to recuse himself from a pending case in which his hunting
partner, Mr Cheney, was a party. This startling decision is final and conclusive since the Supreme
Court refuses to intervene in such decisions. Such an approach by the Court is untenable and contrasts
starkly with that of the House of Lords, which did not shrink from disqualifying Lord Hoffmann on
grounds of bias in the Pinochet case. A comparative study of comparable common law jurisdictions
exposes the U.S. Supreme Court as an island of isolation over this issue. It also provides accessible
solutions that are disarming in their simplicity. The particular responses that are commended in this
article are formalized self-regulation and substitution

In this paper conditions for13; Quasi-steady equilibrium are motivated for aircraft13; dynamics in the ground roll phase. Algorithms for13; implementation of these conditions are also described.13; By use of these algorithms, the locus of trim points is13; obtained for a comprehensive take-off maneuvers of a13; delta wing aircraft beginning with ground roll,13; followed by rotation and ending in lift-off. This result13; is compared with approximate calculations wherein the13; landing gear states are ignored and linear13; aerodynamics is assumed. The exact result is also13; compared with the simulation of the take-off13; maneuvers in a pilot in the loop simulator.13

Modification of Newton's law of gravity at very large distances
We discuss a Modified Field Theory (MOFT) in which the number of fields can vary. It is shown that when the number of fields is conserved MOFT reduces to the standard field theory but interaction constants undergo an additional renormalization and acquire a dependence on spatial scales. In particular, the renormalization of the gravitational constant leads to the deviation of the law of gravity from the Newtons law in some range of scales acquires a new constant value . From the dynamical standpoint this looks as if every point source is surrounded with a halo of dark matter. It is also shown that if the maximal scale is absent, the homogeneity of the dark matter in the Universe is consistent with a fractal distribution of baryons in space, in which the luminous matter is located on thin two-dimensional surfaces separated by empty regions of ever growing size
B mu G@Sbase - a microarray database and analysis tool
The manufacture and use of a whole-genome microarray is a complex process and it is essential that all data surrounding the process is stored, is accessible and can be easily associated with the data generated following hybridization and scanning. As part of
a program funded by the Wellcome Trust, the Bacterial Microarray Group at St.
George's Hospital Medical School (BμG@S) will generate whole-genome microarrays
for 12 bacterial pathogens for use in collaboration with specialist research groups.
BμG@S will collaborate with these groups at all levels, including the experimental
design, methodology and analysis. In addition, we will provide informatic support
in the form of a database system (BμG@Sbase). BμG@Sbase will provide access
through a web interface to the microarray design data and will allow individual
users to store their data in a searchable, secure manner. Tools developed by BμG@S
in collaboration with specific research groups investigating analysis methodology will
also be made available to those groups using the arrays and submitting data to
BμG@Sbase
Convergence to equilibrium for many particle systems
The goal of this paper is to give a short review of recent results of the
authors concerning classical Hamiltonian many particle systems. We hope that
these results support the new possible formulation of Boltzmann's ergodicity
hypothesis which sounds as follows. For almost all potentials, the minimal
contact with external world, through only one particle of , is sufficient
for ergodicity. But only if this contact has no memory. Also new results for
quantum case are presented
