Logarithmic forms and singular projective foliations

In this article we study polynomial logarithmic $q$-forms on a projective space and characterize those that define singular foliations of codimension $q$. Our main result is the algebraic proof of their infinitesimal stability when $q=2$ with some extra degree assumptions. We determine new irreducible components of the moduli space of codimension two singular projective foliations of any degree, and we show that they are generically reduced in their natural scheme structure. Our method is based on an explicit description of the Zariski tangent space of the corresponding moduli space at a given generic logarithmic form. Policy insights and modelling challenges: The case of passenger car powertrain technology transition in the European Union

Purpose: We are interested in what policy insights can be transferred from EU countries that have been most successful in introducing EVs to those that are debating policy options. As we use a model to explore this, we are also interested in the application of modelling, seeking to understand if real world policies and results can be replicated in a model and, more generally, the challenges to the use of modelling in policy appraisal. Methods: We use the EC-JRC Powertrain Technology Transition Market Agent Model (PTTMAM), a system dynamics model based around the interactions of conceptual market agent groups in the EU. We perform iterative scenario tests to replicate the policies carried out in the Netherlands and the UK in recent years in an attempt to achieve similar results in EV sales. We then transfer the policy scenarios to other EU member states and assess the transferability of the policies. Results: Reasonable approximations of the Netherlands and UK EV policies and sales were achieved and implemented in other EU member states. Conclusion: We find that the PTTMAM is fit-for-purpose and can replicate successful policies to a certain degree. Policy success is sensitive to country specific conditions, and a system dynamics model like the PTTMAM can help identify which conditions react to which policy stimulus. There are challenges to modelling in policy appraisal, such as the subjectivity of the modeller and flexibility to specific conditions, which must be kept transparent for the model to be a relevant tool for policy making

Rational pullbacks of toric foliations

This article is dedicated to the study of foliations on a simplicial complete toric variety $X$ and their pullbacks by dominant rational maps $\mathbb{P}^n \dashrightarrow X$. First, we construct moduli spaces for singular foliations on $X$ using the Cox coordinate ring. Then we show that the foliations induced by the fibers of such maps define closed subvarieties of some logarithmic irreducible components of the corresponding moduli space. In the case of foliations of codimension 1, we characterize the singular and Kupka scheme of foliations on a toric surface and their corresponding pullbacks. Cosmetic sequelae after oncoplastic breast surgery: long-term results of a prospective study

[Abstract] Background: To analyze risk factors for the cosmetic sequelae of patients treated with oncoplastic procedures and their impact on patient-reported satisfaction. Methods: Prospective nonrandomized study between 2003 and 2020. Complications and cosmetic sequelae were reported by the surgeon. We employed the Clough classification for oncoplastic procedures (Level 1 and Level 2) and to define the cosmetic sequelae (Type I, Type II and Type III). The assessment of satisfaction and quality of life was performed with the BreastQ™ questionnaire. Results: 429 level 1 and 326 level 2 oncoplastic operations were included. We recorded 89 cosmetic sequelae: 55 deformities (type II), 29 asymmetries (type I), and 5 type III defects. The incidence of cosmetic sequelae at 10 years for levels 1 and 2 oncoplastic procedures was 11.5% and 20.0%, respectively. The level 2 techniques and the postoperative complications increased the risk of cosmetic sequelae. Patients with cosmetic sequelae did not achieve significant improvements in breast satisfaction. Conclusions: Cosmetic sequelae affect up to 17% of oncoplastic procedures. Most of them appear during the first 5 years. Cosmetic sequelae and their predisposing factors should be part of the shared decision-making process with patients, as well as part of the training programs for breast surgeons

La Corte Suprema de los Estados Unidos. Funcionamiento y protagonismo en la conformación de políticas públicas. ¿Ficción o realidad?

La Corte Suprema de Justicia de los Estados Unidos encabeza uno de los poderes más importantes dentro del sistema norteamericano. Su protagonismo, no previsto por los padres fundadores, ha sido el resultado de años de evolución. El objetivo del presente trabajo es identificar los presupuestos que reflejan el papel de la Corte en la conformación de políticas públicas, lo cual obedece a la facultad de este órgano de declarar la nulidad de normas o actos del poder Ejecutivo si son considerados contrarios a la Constitución. Desde el funcionamiento de la Corte, su proceso de constitución, la selección de los casos, hasta los tipos de decisiones pueden advertirse los intereses políticos en juego, de manera que constituye una realidad en el contexto actual, el papel decisivo de la Corte en la conformación de políticas públicas.The Supreme Court of United States is one of the most important powers within the US system. Its prominent role, not anticipated by the founder fathers, was the result of years of evolution. The main object of this work is to identify the premises that express the role of the Court in the formation of public policies, which respond to the power to decide about laws and acts from the Executive Branch contrary to the Constitution. In relation to the ways to work, the constitution of the Court, the selecting of cases, the kind of decision by the judicial power it is possible to see political interests, in this way is a reality, in the current context, the special role of the Court in the formation of public policies

Los derechos de propiedad intelectual al servicio de las TIC: ¿harina de otro costal?

Intellectual property rights that constitute assets of great value for companies, hence the frequent interest in their adequate protection, especially in the context of ICT, where the impact is much greater. The objective of this work is to analyze the intellectual property rights that have the greatest incidence in the world of ICT, as well as their forms of commercialization; through documentary content analysis and the use of theoretical and analytical methods. As a conclusion, the criterion of proximity between the concepts of intellectual property rights and ICT is reinforced, as well as the elements that should not be ignored at the time of commercialization.Los derechos de propiedad intelectual constituyen activos de gran valor para las empresas, de ahí el frecuente interés en su adecuada protección, especialmente en el marco de las TIC, donde el impacto es mucho mayor.  La presente obra tiene por objetivo analizar los derechos de propiedad intelectual que mayor incidencia tienen en el mundo de las TIC, así como sus formas de comercialización; mediante el análisis documental de contenido y el empleo de los métodos teóricos y analíticos. A modo de conclusión se refuerza el criterio de proximidad entre los conceptos de derechos de propiedad intelectual y TIC, así como los elementos que no deben obviarse al momento de la comercialización.
