Predication and equation
English is one language where equative sentences and non-equative sentences have a similar surface syntax (but see Heggie 1988 and Moro 1997 for a discussion of more subtle differences). In this paper we address the fact that many other languages appear to use radically different morphological means which seem to map to intuitive differences in the type of predication expressed. We take one such language, Scottish Gaelic, and show that the real difference is not between equative and non-equative sentences, but is rather dependent on whether the predicational head in the structure proposed above is eventive or not.
We show that the aparently odd syntax of “equatives” in this language derives from the fact that they are constructed via a non-eventive Pred head. Since Pred heads cannot combine with non-predicative categories, such as saturated DPs, “equatives” are built up indirectly from a simple predicational structure with a semantically bleached predicate. This approach not only allows us to maintain a strict one-to-one syntax/semantics mapping for predicational syntax, but also for the syntax of DPs. The argument we develop here, then, suggests that the interface between the syntactic and semantic components is maximally economical— one could say perfect

New institutional economics and the environment: Conceptual foundations and policy implications
This paper reviews literature in and around new institutional economics to assess its contributions to, and limitations in, research on environmental decision-making and governance. The paper also proposes ways to increase the fruitfulness of new institutional approach for environmental research. The paper identifies the conceptualisation of environmental problems as instances of interdependence and the acknowledgement of positive transaction costs as the hallmarks of new institutional approach to the environment. The paper also discusses how the new institutional approach can be extended so as to acknowledge plural motivations and limited cognitive capacity. The paper investigates how evolutionary and collective action theories frame the choice and change of environmental governance institutions and discusses how the notion of social capital can enrich institutional analyses. The paper concludes that the new institutional approach to the environment is particularly attractive for under-standing institutional or policy design and policy implementation
Moral reasoning in adaptation to climate change

Available from the publisher via the DOI in this record.Moral foundations theory argues that moral reasoning is widely observed and fundamental to the legitimacy of relevant governance and policy interventions. A new analytical framework to examine and test how moral reasoning underpins and legitimizes governance and practice on adaptation to climate change risks is proposed. It develops a typology of eight categories of vulnerability-based and system-based moral reasoning that pertain to the dilemmas around adaptation and examines the prevalence of these moral categories in public discourse about specific adaptation issues. The framework is tested using data on climate change impact, adaptation, and societal responsibility, drawn from 14 focus groups comprising 148 participants across the UK. Participants consistently use moral reasoning to explain their views on climate adaptation; these include both vulnerability-based and system-based framings. Going beyond two degrees? The risks and opportunities of alternative options
Since the mid-1990s, the aim of keeping climate change within 2 °C has become firmly entrenched in policy discourses. In the past few years, the likelihood of achieving it has been increasingly called into question. The debate around what to do with a target that seems less and less achievable is, however, only just beginning. As the UN commences a two-year review of the 2 °C target, this article moves beyond the somewhat binary debates about whether or not it should or will be met, in order to analyse more fully some of the alternative options that have been identified but not fully explored in the existing literature. For the first time, uncertainties, risks, and opportunities associated with four such options are identified and synthesized from the literature. The analysis finds that the significant risks and uncertainties associated with some options may encourage decision makers to recommit to the 2 °C target as the least unattractive course of action
The specifier–head relationship: negation and French subject proforms
This article1 and the three others in this thematic collection are about heads and specifiers, the relationship between them, and how this relationship can change over time. A theme which emerges is the notion that the spec(ifier)–head relationship is cyclic, in other words, the synchronic relationship between the head and its specifier within a given phrase in a given language can be characterised as a location at a particular point on a cycle, while the diachronic development of the relationship can be seen as a directional stepwise shift around that cycle. The article is organised as follows. Section 2 introduces the theoretical framework. Section 3.1 sketches a well-known diachronic phenomenon – the history of sentential negation – which readily lends itself to an analysis in terms of a cyclic spec–head relationship, and shows how the stages in the cycle have been characterised theoretically. Section 3.2 considers another set of data − pre- and postverbal subject proforms in French − which is similarly suitable for such an approach. Section 4, finally, introduces the three other contributions to the collection
Evidence and future potential of mobile phone data for disease disaster management

The final version is available from Elsevier via the DOI in this record.Global health threats such as the recent Ebola and Zika virus outbreaks require rapid and robust responses to prevent, reduce and recover from disease dispersion. As part of broader big data and digital humanitarianism discourses, there is an emerging interest in data produced through mobile phone communications for enhancing the data environment in such circumstances. This paper assembles user perspectives and critically examines existing evidence and future potential of mobile phone data derived from call detail records (CDRs) and two-way short message service (SMS) platforms, for managing and responding to humanitarian disasters caused by communicable disease outbreaks. We undertake a scoping review of relevant literature and in-depth interviews with key informants to ascertain the: (i) information that can be gathered from CDRs or SMS data; (ii) phase(s) in the disease disaster management cycle when mobile data may be useful; (iii) value added over conventional approaches to data collection and transfer; (iv) barriers and enablers to use of mobile data in disaster contexts; and (v) the social and ethical challenges. Based on this evidence we develop a typology of mobile phone data sources, types, and end-uses, and a decision-tree for mobile data use, designed to enable effective use of mobile data for disease disaster management. We show that mobile data holds great potential for improving the quality, quantity and timing of selected information required for disaster management, but that testing and evaluation of the benefits, constraints and limitations of mobile data use in a wider range of mobile-user and disaster contexts is needed to fully understand its utility, validity, and limitations.A portion of this research was funded as part of the Science for Humanitarian Emergencies and Resilience (SHEAR) programme, by the UK Department for International Development (DFID), the Natural Environment Research Council (NERC) and the Economic and Social Research Council (ESRC)
Database support for adaptation to climate change: An assessment of web-based portals across scales
The widely recognized increase in greenhouse gas emissions is necessitating adaptation to a changing climate, and policies are being developed and implemented worldwide, across sectors, and between government scales globally. The aim of this article is to reflect on one of the major challenges: facilitating and sharing information on the next adaptation practices. Web portals (i.e., web sites) for disseminating information are important tools in meeting this challenge, and therefore, we assessed the characteristics of select major portals across multiple scales. We found that there is a rather limited number of case studies available in the portals—between 900 and 1000 in total—with 95 that include cost information and 195 that include the participation of stakeholders globally. Portals are rarely cited by researchers, suggesting a suboptimal connection between the practical, policy-related, and scientific development of adaptation. The government portals often lack links on search results between US and European Union (EU) web sites, for example. With significant investments and policy development emerging in both the United States and the European Union, there is great potential to share information via portals. Moreover, there is the possibility of better connecting the practical adaptation experience from bottom-up projects to the science of adaptation
Transmission of climate risks across sectors and borders
Systemic climate risks, which result from the potential for cascading impacts through inter-related systems, pose particular challenges to risk assessment, especially when risks are transmitted across sectors and international boundaries. Most impacts of climate variability and change affect regions and jurisdictions in complex ways, and techniques for assessing this transmission of risk are still somewhat limited. Here, we begin to define new approaches to risk assessment that can account for transboundary and trans-sector risk transmission, by presenting: (i) a typology of risk transmission that distinguishes clearly the role of climate versus the role of the social and economic systems that distribute resources; (ii) a review of existing modelling, qualitative and systems-based methods of assessing risk and risk transmission; and (iii) case studies that examine risk transmission in human displacement, food, water and energy security. The case studies show that policies and institutions can attenuate risks significantly through cooperation that can be mutually beneficial to all parties. We conclude with some suggestions for assessment of complex risk transmission mechanisms: use of expert judgement; interactive scenario building; global systems science and big data; innovative use of climate and integrated assessment models; and methods to understand societal responses to climate risk. These approaches aim to inform both research and national-level risk assessment
