Taking Tasers Seriously: The Need for Better Regulation of Stun Guns in New York
This report analyzes 851 Taser incident reports from eight police departments across the state as well as 10 departments' policies and guidelines for using the weapons, which deliver up to 50,000 volts of electricity and have caused the deaths of more than a dozen New Yorkers in recent years. Benchmarking and comparison of software project human resource allocation optimization approaches
For the Staffing and Scheduling a Software Project (SSSP), one has to find an allocation of resources to tasks while considering parameters such skills and availability to identify the optimal delivery of the project. Many approaches have been proposed that solve SSSP tasks by representing them as optimization problems and applying optimization techniques and heuristics. However, these approaches tend to vary in the parameters they consider, such as skill and availability, as well as the optimization techniques, which means their accuracy, performance, and applicability can vastly differ, making it difficult to select the most suitable approach for the problem at hand. The fundamental reason for this lack of comparative material lies in the absence of a systematic evaluation method that uses a validation dataset to benchmark SSSP approaches. We introduce an evaluation process for SSSP approaches together with benchmark data to address this problem. In addition, we present the initial evaluation of five SSSP approaches. The results shows that SSSP approaches solving identical challenges can differ in their computational time, preciseness of results and that our approach is capable of quantifying these differences. In addition, the results highlight that focused approaches generally outperform more sophisticated approaches for identical SSSP problems
Stability Verification of Nearly Periodic Impulsive Linear Systems using Reachability Analysis
International audienceThe paper provides stability analysis to certain classes of hybrid systems, more precisely impulsive linear systems. This analysis is conducted using the notion of reachable set. The main contribution in this work is the derivation of theoretical necessary and sufficient conditions for impulsive linear systems with nearly periodic resets subject to timing contracts. This characterization serves as the basis of a computational method for the stability verification of the considered class of systems. In addition, we show how this work handles the problem of timing contract synthesis for the considered class and we generalize our approach to verify stability of impulsive linear systems with stochastic reset instants. Applications on sampled-data control systems and comparisons with existing results are then discussed, showing the effectiveness of our approach
A System Dynamics Model to Predict Municipal Waste Generation and Management Costs in Developing Areas
This paper utilized system dynamics modeling as a new analytical approach to predict both the municipal waste generated and the associated disposal costs in developing areas. This approach facilitates the decomposition of general waste into its main components to enable municipalities to manage recyclables and find out the feasibility of performing recycling better rather than disposal by performing comparative disposal cost analysis. This study is different from previous work as it only considers population as a factor to predict the total waste generated and recycled, together with the associated expenditure and disposal cost savings.
The approach is verified by applying it to a case study in Nablus and demonstrates the evaluation of the quantity and composition of generated waste by considering population as the main influencing factor. The quantity and composition of municipal solid waste was evaluated to identify opportunities for waste recycling in the Nablus municipality. Municipal solid waste was collected and classified into eight main physical categories. The system dynamics model enable the quantity of each generated component such as plastic and metals to be anticipated together with the cost of recycling or disposal
Serum vitamin D in patients with mild cognitive impairment and Alzheimer's disease
Objectives: To determine the relevance of Mini-Mental State Examination (MMSE), serum 25-hydroxyvitamin D (25(OH)D3), and 1,25(OH)2D3 concentrations to mild cognitive impairment (MCI) and various stages of Alzheimer's disease (AD). Materials and Methods: The study included 230 participants (>74 years) allocated to three main groups: 1-healthy subjects (HS, n = 61), 2-patients with MCI (n = 61), and 3- patients with Alzheimer's disease (AD) subdivided into three stages: mild (n = 41), moderate (n = 35), and severe AD (n = 32). The cognitive status was evaluated using MMSE. Serum 25 (OH)D3 (ng/ml) and 1,25(OH)2D3 concentrations (pg/ml) were determined by competitive radioimmunoassay. Results: MMSE scores and 25(OH)D3 were decreased in MCI and all stages of the AD in both genders. MMSE variability was due to gender in HS (11%) and to 25(OH)D3 in MCI (15%) and AD (26%). ROC analysis revealed an outstanding property of MMSE in diagnosis of MCI (AUC, 0.906; CI 95%, 0.847–0.965; sensitivity 82%; specificity, 98%) and AD (AUC, 0.997; CI 95%, 0.992–1; sensitivity, 100%; specificity, 98%). 25(OH)D3 exhibited good property in MCI (AUC, 0.765; CI 95%, 0.681–0.849; sensitivity, 90%; specificity, 54%) and an excellent property in diagnosis of AD (AUC, 0.843; CI 95%, 0.782–0.904; sensitivity, 97%; specificity, 79%). Logistic analyses revealed that, in MCI, MMSE could predict (or classify correctly) with 97.6% accuracy (Wald, 15.22, β, −0.162; SE, 0.554; OR = 0.115:0.039–0.341; p =.0001), whereas 25(OH)D3 with 80% accuracy (Wald, 41,013; β, −0.213; SE, 0.033; OR = 0.808: 0.757–863; p =.0001). 25(OH)D3 was the only significant predictor for the severe AD and contributed to MMSE variability. Age and gender were significant predictors only in the moderate AD. In patients with MCI, 25(OH)D3 and 1,25(OH)2D3 were correlated men, but in case of the AD, they were correlated in women. Conclusions: MMSE and serum 25(OH)D3 concentrations could be useful biomarkers for prediction and diagnosis of MCI and various stages of the AD. The results support the utility of vitamin D supplementation in AD therapy regimen. © 2018 The Authors. Brain and Behavior published by Wiley Periodicals, Inc

Pour être efficaces, les méthodes de lutte biologique par conservation nécessitent toutefois
plusieurs pré-requis : (i) une bonne compréhension de la biodiversité associée aux
agrosystèmes, (ii) l’optimisation des échanges entre la culture et les autres composantes de
l’agrosystème, (iii) la prise en compte d’éventuels effets non-intentionnels associés aux
auxiliaires favorisés. Ces trois points sont discutés dans le cadre d’un programme en cours

Genetic variation and possible origins of weedy rice found in California.
Control of weeds in cultivated crops is a pivotal component in successful crop production allowing higher yield and higher quality. In rice-growing regions worldwide, weedy rice (Oryza sativa f. spontanea Rosh.) is a weed related to cultivated rice which infests rice fields. With populations across the globe evolving a suite of phenotypic traits characteristic of weeds and of cultivated rice, varying hypotheses exist on the origin of weedy rice. Here, we investigated the genetic diversity and possible origin of weedy rice in California using 98 simple sequence repeat (SSR) markers and an Rc gene-specific marker. By employing phylogenetic clustering analysis, we show that four to five genetically distinct biotypes of weedy rice exist in California. Analysis of population structure and genetic distance among individuals reveals diverse evolutionary origins of California weedy rice biotypes, with ancestry derived from indica, aus, and japonica cultivated rice as well as possible contributions from weedy rice from the southern United States and wild rice. Because this diverse parentage primarily consists of weedy, wild, and cultivated rice not found in California, most existing weedy rice biotypes likely originated outside California
The OpenPMU Platform for Open Source Phasor Measurements
OpenPMU is an open platform for the development of phasor measurement unit (PMU) technology. A need has been identified for an open-source alternative to commercial PMU devices tailored to the needs of the university researcher and for enabling the development of new synchrophasor instruments from this foundation. OpenPMU achieves this through open-source hardware design specifications and software source code, allowing duplicates of the OpenPMU to be fabricated under open-source licenses. This paper presents the OpenPMU device based on the Labview development environment. The device is performance tested according to the IEEE C37.118.1 standard. Compatibility with the IEEE C37.118.2 messaging format is achieved through middleware which is readily adaptable to other PMU projects or applications. Improvements have been made to the original design to increase its flexibility. A new modularized architecture for the OpenPMU is presented using an open messaging format which the authors propose is adopted as a platform for PMU research.</p
