    Lowering blood alcohol content levels to save lives, the european experience

    Road safety has become an increasing concern in developed countries due to the significant amount of mortal victims and the economic losses derived. Only in 2005 these losses rose to 200.000 million euros, a significant amount – approximately the 2% of its GDP- that easily justifies any public intervention. One tool used by governments to face this challenge is the enactment of stricter policies and regulations. Since drunk driving is one of the most important concerns of public authorities on this field, several European countries decided to lower their illegal Blood Alcohol Content levels to 0.5 mg/ml during the last decade. This study evaluates for the first time the effectiveness of this transition using European panel-based data (CARE) for the period 1991-2003 using the Differences-in-Differences method in a fixed effects estimation that allows for any pattern of correlation (Cluster-Robust). My results show the existence of positive impacts on certain groups of road users and for the whole population when the policy is accompanied by some enforcement interventions. Moreover, a time lag of more than two years is found in that effectiveness.     Social Preferences and Transport Policy:The case of US speed limits

    This article, in reviewing the long-running US debate on speed limits, illustrates how a different valuation of the trade-off between private mobility needs and safety concerns can shape transport policies. It is argued that the regulatory decentralization debate, together with the speed limit in force in each state, obey the social preferences and valuation given to this trade-off. Such a view is consistent with evidence that higher speed limits are to be found in states with greater private mobility needs, even though their fatality rates might be among the highest in the country. By contrast, lower speed limits and supporters of a low national speed limit are to be found in states that show a greater concern for safety outcomes and which are less dependent on private mobility. By reviewing these events and examining the role played by the main actors and analyzing their motivations, the article identifies important lessons for similar future discussions on transport policy.Speed Limits; Transport Policy; Social Preferences; Policy Analysis.

    Modeling and enhanced control of hybrid full bridge–half bridge MMCs for HVDC grid studies

    Modular multilevel converters (MMCs) are expected to play an important role in future high voltage direct current (HVDC) grids. Moreover, advanced MMC topologies may include various submodule (SM) types. In this sense, the modeling of MMCs is paramount for HVDC grid studies. Detailed models of MMCs are cumbersome for electromagnetic transient (EMT) programs due to the high number of components and large simulation times. For this reason, simplified models that reduce the computation times while reproducing the dynamics of the MMCs are needed. However, up to now, the models already developed do not consider hybrid MMCs, which consist of different types of SMs. In this paper, a procedure to simulate MMCs having different SM topologies is proposed. First, the structure of hybrid MMCs and the modeling method is presented. Next, an enhanced procedure to compute the number of SMs to be inserted that takes into account the different behavior of full-bridge SMs (FB-SMs) and half-bridge submodules (HB-SMs) is proposed in order to improve the steady-state and dynamic response of hybrid MMCs. Finally, the MMC model and its control are validated by means of detailed PSCAD simulations for both steady-state and transients conditions (AC and DC faults)

    Shaping urban traffic patterns through congestion charging: What factors drive success or failure?.

    Congestion costs are emerging as one of the most important challenges faced by metropolitan planners and transport authorities in first world economies. In US these costs were as high as 78 million dollars in 2005 and are growing due to fast increases in travel delays. In order to solve the current and severe levels of congestion the US department of transportation have recently started a program to initiate congestion pricing in five metropolitan areas. In this context it is important to determine those factors helping its implementation and success, but also the problems or difficulties associated with charging projects. In this article we analyze worldwide experiences with urban road charging in order to extract interesting and helpful lessons for policy makers engaged in congestion pricing projects and for those interested in the introduction of traffic management tools to regulate the entrance to big cities.Congestion, Road Pricing, Urban Transportation, Traffic Demand Management.

    The use of tolls is being widespread around the world. Its ability to fund infrastructure projects and to solve budget constraints have been the main rationale behind its renewed interest. However, less attention has been payed to the safety effects derived from this policy in a moment of increasing concern on road fatalities. Pricing best infrastructures shifts some drivers onto worse alternative roads usually not prepared to receive high traffic in comparable safety standards.     Factors explaining urban transport systems in large European cities: A cross-sectional approach

    The importance of effective and efficient mobility in large cities is becoming essential for planners and citizens due to its impact in terms of social, economic and geographic development. The aim of this research is to determine factors explaining urban transport systems by estimating aggregate supply and demand equations for 45 large European cities. Supply and Demand equations are separately and jointly determined using OLS and SUR estimation models. On one hand, our findings suggest the importance of economic variables on the supply of public transport. On the other, we highlight the role of those factors influencing the generalized cost of transport as main drivers of demand for public transit. Additionally, regional variables are introduced to capture institutional heterogeneity in this service, and we find that regional patterns are powerful explanatory determinants of urban transportation systems in Europe.Urban transportation, Local government policy, Mobility.

    Regulating Concessions of Toll Motorways, An Empirical Study on Fixed vs. Variable Term Contracts.

    Recent theoretical developments on concession contracts for long term infrastructure projects under uncertain demand show the benefits of allowing for flexible term contracts rather than fixing a rigid term. This study presents a simulation to compare both alternatives by using real data from the oldest Spanish toll motorway. For this purpose, we analyze how well the flexible term would have performed instead of the fixed length actually established. Our results show a huge reduction of the term of concession that would have dramatically decreased the firm’s benefits and the user’s overpayment due to the internalization of an unexpected traffic increase.Toll motorways, privatization, concessions, regulation.

    A renewed interest on the use of tolls for funding motorways and regulating their demands has been recovered in the last years. However, less attention has been put to the road safety effects derived from this policy. Although toll motorways show quality levels equal or above free motorways, charging users for the use of better infrastructure shifts some traffic to their low quality adjacent alternatives. In the present study we test whether charging for the use of the better road might negatively affect road safety in the worst adjacent road.     Stability of the skyrmion lattice near the critical temperature in cubic helimagnets

    The phase diagram of cubic helimagnets near the critical temperature is obtained from a Landau-Ginzburg model, including fluctuations to gaussian level. The free energy is evaluated via a saddle point expansion around the local minima of the Landau-Ginzburg functional. The local minima are computed by solving the Euler-Lagrange equations with appropriate boundary conditions, preserving manifestly the full nonlinearity that is characteristic of skyrmion states. It is shown that the fluctuations stabilize the skyrmion lattice in a region of the phase diagram close to the critical temperature, where it becomes the equilibrium state. A comparison of this approach with previous computations performed with a different approach (truncated Fourier expansion of magnetic states) is given.Comment: 6 pages, 6 color figure
