ODS – Incorporación en el Comité de Control Interno de la Administración Pública Nacional
En el presente trabajo, como documento a fin de obtener el Título de Especialista en Auditoría Gubernamental, fue considerado como objetivo general del mismo, analizar la relevancia de la inclusión y tratamiento de los Objetivos de Desarrollo Sostenible en el Comité de Control Interno en los entes obligados a constituirlo de la Administración Pública Nacional.
En ese sentido, con el objeto de lograr el objetivo propuesto y dar alcance a los mismos, se han planteado los siguientes objetivos específicos:
- Identificar y describir el marco normativo aplicable,
- Estudiar la posibilidad de implementación de los ODS como tema necesario a tratar en el Comité de Control Interno.
- Establecer una propuesta de mecanismos en el Comité de Control Interno para supervisar, dar seguimiento, evaluar e informar acerca del progreso en la implementación de la Agenda 2030 – ODS.
En cuanto al enfoque del proyecto la idea de trabajo es propiciar la incorporación de los Objetivos de Desarrollo Sostenible-Agenda 2030, como temática obligada para su tratamiento, supervisión y seguimiento en el ámbito del Comité de Control Interno, ya que dicha temática no se encuentra contemplada en los Comités.
Lo importante de este proyecto es permitir que el recurso de los ODS pueda ser incorporado a fin de promover y priorizar cambios favorables, como así también mejorar las cuestiones cada vez más complejas que requieren de una acción conjunta coordinada entre los organismos públicos y los órganos de control gubernamental, a fin de lograr los resultados buscados de los Objetivos de Desarrollo Sostenible.Facultad de Ciencias Económica
UNDERSTANDING THE RELATIONSHIP BETWEEN INTIMATE PARTNER VIOLENCE AND GOING AGAINST THE NORM IN LOW- AND MIDDLE-INCOME COUNTRIES: WHAT ARE THE IMPLICATIONS OF BEING ON THE VANGUARD OF WOMEN'S ECONOMIC PARTICIPATION?
Background: Women’s economic empowerment (WEE) is postulated to reduce intimate partner violence (IPV), yet the results are mixed across low- and middle- income countries (LMICs). Few studies have explored how broader layers of the social ecology inform WEE-IPV relationships at the individual-level. This dissertation 1) constructs an index capturing the extent to which a woman is going against the community norm on women's economic participation, the “vanguard WEE" index, 2) examines associations of the vanguard WEE index with IPV, and 3) tests moderation of the vanguard WEE and IPV relationship by the Women, Business and Law Index (WBL), a validated national-level index capturing WEE-promoting legislation.
Methods: Dissertation analyses were secondary analyses of cross-sectional data from the Demographic and Health Surveys (DHS). The analytic sample for constructing the vanguard WEE index was 440,836 women across 49 LMICs. The analytic sample for IPV analysis was a sub-sample of 189,414 partnered women across 44 LMICs. Multilevel mixed effects models with both random intercepts and random slopes were used to achieve study aims.
Results: The vanguard WEE index (mean: 1.1, SD: 1.2) was a count of women’s individual WEE items, while living in a community with item prevalence 35% and <=65% and in the bottom two-thirds of the community-level distribution within the region. The index was validated through association with increased gender financial discrimination (p<0.001). As compared to women with no vanguard WEE items, women with at least one vanguard WEE item had increased probability of past-year physical IPV (marginal effect 0.01; 95% CI: 0.01, 0.02), past-year sexual IPV (marginal effect 0.01; 95% CI: 0.01, 0.01), and current partner control (marginal effect 0.02; 95% CI: 0.01, 0.03). The WBL index interacted significantly with vanguard WEE on past-year physical IPV (B 0.05, 95% CI 0.02, 0.08), but not on past-year sexual IPV or current partner control.
Conclusions: Dissertation results provide evidence of increased IPV among women going against the economic norm. Given the risk of potential backlash against economic gain, especially where WEE is not normative, WEE operations should incorporate rigorous and locally informed safeguarding systems to monitor and mitigate harmful spousal backlash
Inclusão digital na biblioteca universitária: desenvolvimento de competência informacional nos usuários cegos e com baixa visão do Espaço Acessibilidade da BICEN
This dissertation consists of a study developed within the Accessibility Space, a sector located in the central library of the Federal University of Sergipe, which involved blind users with low vision of the space problematizing their informational competence. These concepts were the basis of this research: digital inclusion, informational competence and information mediation. The objective was then to develop informational competence in blind and low vision users, emphasizing the mediating character of the professional librarian. The specific objectives were defined as follows: to identify existing digital inclusion and information competence development initiatives in the sector; verify the informational competence of blind and low vision users of the Accessibility Space; elaborate a printed manual in Braille to direct the use of the databases by blind and low vision users of the space. The data collection instruments used were open and semi-structured interviews. The analysis focused on the activities of digital inclusion and informational competence developed in the sector, as well as the level of informational competence of its users, under the parameters of: information needs, information sources, difficulties in access, obtaining information and use. of technology. The qualitative research method was considered the most appropriate for data analysis. It was found that the activities of digital inclusion and informational competence developed by the sector are at the initial level, access, it was observed that the need for information is linked to the courses taken by users and that knowledge of information sources is quite shallow on the part of these. . It is concluded that the Braille manual intended by this study was built which raises concerns about future research, thus proposing the investigation of how educational actions developed in the Accessibility Space can help the cognitive development of the visually impaired, as well as the development of information competence programs jointly by departmental teachers and the librarian.Esta dissertação consiste em um estudo desenvolvido dentro do Espaço Acessibilidade, setor localizado na biblioteca central da Universidade Federal de Sergipe, o qual envolveu os usuários cegos e com baixa visão do referido espaço problematizando em torno da sua competência informacional. Foram conceitos que fundamentaram esta pesquisa: inclusão digital, competência informacional e mediação da informação. Objetivou-se, então desenvolver a competência informacional nos usuários cegos e com baixa visão, ressaltando o caráter mediador do profissional bibliotecário. Os objetivos específicos foram definidos da seguinte forma: identificar iniciativas de inclusão digital e de desenvolvimento da competência informacional existentes no setor; verificar a competência informacional dos usuários cegos e com baixa visão do Espaço Acessibilidade; elaborar um manual impresso em Braille para direcionar o uso das bases de dados pelos usuários cegos e com baixa visão do referido espaço. Como instrumentos de coleta de dados foram utilizadas as entrevistas abertas e semiestruturadas. A análise concentrou-se nas atividades de inclusão digital e competência informacional desenvolvidas no setor, bem como o nível de competência informacional dos seus usuários, sob os parâmetros de: necessidades de informação, fontes de informação, dificuldades no acesso, obtenção da informação e uso da tecnologia. O método qualitativo de pesquisa foi considerado o mais adequado para a análise dos dados. Constatou-se que as atividades de inclusão digital e competência informacional desenvolvidas pelo setor estão em nível inicial, o acesso, se observou que a necessidade de informação está atrelada as disciplinas cursadas pelos usuários e que o conhecimento de fontes informacionais é bastante raso por parte destes. Conclui-se que o manual em Braille pretendido por esse estudo foi construído o que suscita inquietações em torno de futuras pesquisas propondo-se assim a investigação de como ações de cunho educativo desenvolvidas no Espaço Acessibilidade podem auxiliar o desenvolvimento cognitivo do deficiente visual, bem como o desenvolvimento de programas de competência informacional conjuntamente por professores dos departamentos e o profissional bibliotecário.São Cristóvão, S

Inclusão sociodigital e a biblioteca pública : novos paradigmas na chamada sociedade da informação
The growing development of new technologies is a factor that has determined
serious reflection about the role of the public library in the call the information society.
Public units are vehicles of information that reflect the inclusive issue are institutions
maintained by the company value the education and citizenship of any individual.
With the advent of technology, these institutions need to guarantee citizens the right
to access and skills development to ensure their effective participation in a highly
technological and competitive society. In this sense the questioning of this project
was based on the analysis of the situation of public libraries in Aracaju, capital of
Sergipe state, and the digital inclusion initiatives that are being developed to monitor
social changes promoted by the technological diffusion. The overall objective
revolved around the analysis of practices developed by public libraries in Aracaju
with respect to inclusive actions in digital environments. To reach the main objective
specific actions have been developed such as the completion of the mapping of
public libraries that hold digital inclusion actions; the identification of digital inclusion
skills and reporting of public libraries in Aracaju with the highest level of digital
inclusion second access models. Based on the objectives outlined above research
we have endeavored to make an investigation guided by the current literature in the
field, using it as the basis of data analysis and mapping of Aracaju libraries,
analyzing their skills and inclusive potential also according to the literature, making
use of equipment and resources that facilitate and amparem the development of this
research.O desenvolvimento crescente de novas tecnologias é um fator que vem determinando sérias reflexões acerca do papel da biblioteca pública na chamada sociedade da informação. As unidades públicas, são veículos de informação que refletem a questão inclusiva, são instituições mantidas pela sociedade que prezam pela educação e cidadania de todo e qualquer indivíduo. Com o advento das tecnologias, essas instituições precisam garantir aos cidadãos o direito de acesso e desenvolvimento de competências que assegurem sua participação efetiva em uma sociedade altamente tecnológica e competitiva. Neste sentido a problematização desse projeto se pautou na análise da situação das Bibliotecas Públicas em Aracaju, capital do estado de Sergipe, e nas ações de inclusão digital que estão sendo desenvolvidas para acompanhar transformações sociais fomentadas pela difusão tecnológica. O objetivo geral se deu em torno da análise das práticas desenvolvidas pelas bibliotecas públicas de Aracaju no que concerne às ações inclusivas em ambientes digitais. Para o alcance do principal objetivo foram desenvolvidas ações específicas tais como a realização do mapeamento das bibliotecas públicas que possuem ações de inclusão digital; a identificação das habilidades de inclusão digital e o relato das bibliotecas públicas de Aracaju com maior grau de inclusão digital segundo os modelos de acesso. Partindo dos objetivos anteriormente expostos a pesquisa se empenhou em fazer uma investigação pautada na literatura vigente da área, utilizando-a como base na análise dos dados coletados e no mapeamento das bibliotecas de Aracaju, analisando suas habilidades e potencialidades inclusivas também segundo a literatura, fazendo uso de equipamentos e recursos, que facilitem e amparem o desenvolvimento dessa pesquisa.São Cristóvão, S
Nos deixem viver: uma análise sobre a violência doméstica, a partir de dados notificados entre os anos de 2016 a Julho de 2019, no Município de Cruz das Almas-Ba
The objective of this study is to analyze the notification records made between 2016 and June 2019 in the city of Cruz das Almas-BA. For this we search through bibliographical references, about the forms of oppression experienced by women since the slave period, in order to make considerations about how this gender violence is perpetual. The research question in this paper asks about: Understanding how the municipality deals with domestic violence rates and what are the prevention and coping ways for this problem? To answer this question, we conducted a quanti-quali survey, used for datar collection a semi-structured survey, with professionals from DEPOL Cruz das Almas and CRAM team. For the treatment of the data raised by the research, we used the analysis of notifications, seeking through an intersectional look, how the forms of violence manifest in the bodies of women, relating their race, social class. However, the data collected in the research allowed us to understand, how is the
growing number of notifications of domestic violence, highlighting the insufficiency of
policies that contribute to the breaking and emancipation of victims with this cycle of violence. It is necessary new possibilities, strategies and articulations for the prevention and confrontation of violence against women.O objetivo do estudo em tela é analisar os registros de notificações realizados entre os anos de 2016 a junho de 2019 no município de Cruz das Almas-BA. Para isso buscamos através de referências bibliográficas, as diversas formas de opressões vivenciadas por mulheres desde o período escravocrata, a fim de tecermos considerações acerca de como a violência de gênero se perpetua. A questão de investigação neste trabalho indaga sobre: como o município lida com os índices de violência doméstica; e quais as formas de prevenção e enfrentamento para esta problemática? Para respostas desta indagação, realizamos uma pesquisa quanti-quali; e utilizamos para coleta de dados a entrevista semi-estruturada, com profissionais da DEPOL de Cruz das Almas e equipe do CRAM. Para o Tratamento dos dados levantados pela pesquisa, utilizamos a análise das notificações, a partir da perspectiva interseccional; como as formas de violência se manifestam nos corpos de mulheres, relacionando a sua raça e classe social. Os dados levantados na pesquisa permitiram compreender como é crescente as notificações da violência doméstica, destacando a insuficiência de políticas que contribuam à emancipação das vítimas do ciclo de violência
Siting Emergency Homeless Shelters: Community Opposition and Support
In 2020, approximately 4,035 people experienced homelessness in Ada County. This accounts for 44% of all people experiencing homelessness in the state of Idaho. Not all individuals who experience homelessness need shelter services; however, the need for services is only increasing as COVID-19 related housing protections and resources for populations experiencing homelessness disappear. Four emergency homeless shelters currently serve specific populations in the City of Boise. Idaho Youth Ranch’s Hays House serves youth, Boise Rescue Mission’s River of Life serves men while the same organization’s City Light serves women and children, and Interfaith Sanctuary serves men, women, and families with children.
Interfaith Sanctuary is seeking to improve their service approach by developing a new emergency shelter facility. Their most recent proposal plans to offer 200 beds as well as on-site supportive services. These services include but are not limited to transportation, medical care, case management, food services, and educational programs. This approach is common among successful shelter systems.
While planning the new shelter, community members expressed concern and opposition to the project. This report attempts to address this concern and opposition by answering the following research questions: How have other communities successfully moved through the siting of emergency shelters effectively and collaboratively? How can the siting of a shelter in a community meet the needs of both the community and homelessness response services?
The report includes strategies for identifying shelter sites, community engagement ideas, and examples of shelter programs experiencing similar challenges in nearby and peer communities
