Direct Proof of Termination of the Kohn Algorithm in the Real-Analytic Case
In 1979 J.J. Kohn gave an indirect argument via the Diederich-Forn\ae ss
Theorem showing that finite D'Angelo type implies termination of the Kohn
algorithm for a pseudoconvex domain with real-analytic boundary. We give here a
direct argument for this same implication using the stratification coming from
Catlin's notion of a boundary system as well as algebraic geometry on the ring
of real-analytic functions. We also indicate how this argument could be used in
order to compute an effective lower bound for the subelliptic gain in the
-Neumann problem in terms of the D'Angelo type, the dimension of
the space, and the level of forms provided that an effective \L ojasiewicz
inequality can be proven in the real-analytic case and slightly more
information obtained about the behavior of the sheaves of multipliers in the

From Moral Responsibility to Legal Responsibility in the Conduct of War
Different societies came to consider certain behaviors as morally wrong, and, in time, due to a more or less general practice, those behaviors have also become legally prohibited. While, nowadays, the existence of legal responsibility of states and individuals for certain reprehensible acts committed during an armed conflict, international or non-international, is hard to be disputed, an inquiry into the manner in which the behavior of the belligerents has come to be considered reveals long discussions in the field of morals and theory of morality, and, especially, regarding the different manner of establishing the elements to whom obedience is rather owed (the divinity, the sovereign, the law) and the relations between these. Hence, the present paper aims at analyzing the connections between moral responsibility and legal responsibility for wrongful behaviur during war in a diachronic approach, along with the major shifts in paradigm (codification and individual liability). Understanding morality as practice, convention, custom, we are arguing that the nowadays requirement of liability for war crimes appeared due to an assumed intention and practice of the decision-making entities (the sovereign, the state) and, ultimately, to a decision-making process of the most influential states

The scope of this article is to discuss the implications of the Single Euro Payments Area from the perspective of the European SMEs. The current unpredictable and very challenging market situation has not fundamentally changed the fact that payment services need to continue modernization in order to become more flexible, agile and adapt in order to comply with its important purpose in society.SEPA is needed to ensure the new modern payment platform that can enable Europe to move beyond basic services, increase payments efficiency, embrace innovation and integrate further services in the trade process. REFORMING THE PUBLIC ADMINISTRATION THROUGH E-GOVERNMENT GENERALIZATION
The paper outlines the role of e-government as the main action in order to reform Romanian public services. E-government is a critical constituent of the new information and knowledge-based society and in the last few years had an exponential evolution at the European Unions’ level. The findings of this study disclose that e-government is the main action to reform public services. Moreover, an advanced level of e-government services development is needed in order to transform the interactions between public administration and citizens or businesses. The study was conducted by combining a wide variety of sources, such as reports, regulations, and the national experience in developing e-government services. The promotion of renewable energy sources: European experiences and steps forward
This study investigates the instruments used by governments in order to support renewable energy sources in the European Union. The findings of this study reveal that policy goals could be achieved by using a large variety of instruments and renewable energies could be better promoted if policy instruments are harmonized. The study was carried out by combining a wide variety of sources, such as strategies, reports, regulations, and European experiences in promoting renewable energy sources.
