    The Impact of the Louisiana Scholarship Program on Racial Segregation in Louisiana Schools

    The question of how school choice programs affect the racial stratification of schools is highly salient in the field of education policy. We use a student-level panel data set to analyze the impacts of the Louisiana Scholarship Program (LSP) on racial segregation in public and private schools. This targeted school voucher program provides funding for low-income, mostly minority students in the lowest-graded public schools to enroll in participating private schools. Our analysis indicates that the vast majority (82%) of LSP transfers have reduced racial segregation in the voucher students’ former public schools. LSP transfers have marginally increased segregation in the participating private schools, however, where just 45% of transfers reduce racial segregation. In those school districts under federal desegregation orders, voucher transfers result in a large reduction in traditional public schools’ racial segregation levels and have no discernible impact on private schools. The results of this analysis provide reliable empirical evidence that parental choice actually has aided desegregation efforts in Louisiana

    Effective at the start of the 2010-11 school year, 2009 Wisconsin Act 28 requires private schools participating in the Milwaukee Parental Choice Program (MPCP) to administer the state test, the Wisconsin Knowledge and Concepts Examinations (WKCE) in reading, mathematics and science to all MPCP pupils in the same grades as public school students tested under Title 1 of the federal No Child Left Behind Act. Prior to the 2010-11 school year, 2005 Wisconsin Act 125 required private schools participating in the MPCP to administer a nationally normed standardized test of their choosing annually in reading, mathematics, and science to the MPCP students enrolled in the 4th, 8th, and 10th grades. Schools are currently given the option to continue to administer other nationally normed tests if they wish, in addition to the WKCE. The law further directs MPCP schools to submit copies of the test scores from all tests and examinations administered to their pupils in 2010-11 to the School Choice Demonstration Project (SCDP) for processing and reporting to the Legislative Audit Bureau. During the 2010-11 school year, all 102 MPCP schools that were required to administer tests did so and provided the results to the SCDP. Specifically, the SCDP received 10,657 WKCE test scores. Sixty-three schools submitted only the WKCE test scores and the remaining 39 schools submitted both nationally normed tests, such as the Iowa Test of Basic Skills and the WKCE. Five MPCP schools were not required to send in scores as they enrolled no MPCP students in mandatory testing grades

    Louisiana, a state whose educational performance has lagged behind national averages for decades, began its experiment with publicly financed scholarships for students to attend private schools in 2008. The pilot version of the Louisiana Scholarship Program (LSP) was expanded statewide with the passage of Act 2 of the 2012 Louisiana state legislative session. Nearly 10,000 students applied to the expanded program in 2012-13, with roughly 5,000 applicants receiving scholarships. The program has continued its rapid expansion every year since then, with nearly 7,500 scholarships awarded in the 2014-15 school year

    High-Pressure Evolution of the Specific Heat of a Strongly Underdoped Ba(Fe0.963Co0.037)As2 Iron-Based Superconductor

    We report specific-heat experiments under the influence of high pressure on a strongly underdoped Co-substituted BaFe2As2 single crystal. This allows us to study the phase diagram of this iron pnictide superconductor with a bulk thermodynamic method and pressure as a clean control parameter. The data show large specific-heat anomalies at the superconducting transition temperature, which proves the bulk nature of pressure-induced superconductivity. The transitions in the specific heat are sharper than in resistivity, which demonstrates the necessity of employing bulk thermodynamic methods to explore the exact phase diagram of pressure-induced Fe-based superconductors. The Tc at optimal pressure and the superconducting condensation energy are found to be larger than in optimally Co-doped samples at ambient pressure, which we attribute to a weak pair breaking effect of the Co ions.Comment: To appear in Physical Review

    Abnormal connectional fingerprint in schizophrenia: a novel network analysis of diffusion tensor imaging data

    The graph theoretical analysis of structural magnetic resonance imaging (MRI) data has received a great deal of interest in recent years to characterize the organizational principles of brain networks and their alterations in psychiatric disorders, such as schizophrenia. However, the characterization of networks in clinical populations can be challenging, since the comparison of connectivity between groups is influenced by several factors, such as the overall number of connections and the structural abnormalities of the seed regions. To overcome these limitations, the current study employed the whole-brain analysis of connectional fingerprints in diffusion tensor imaging data obtained at 3 T of chronic schizophrenia patients (n = 16) and healthy, age-matched control participants (n = 17). Probabilistic tractography was performed to quantify the connectivity of 110 brain areas. The connectional fingerprint of a brain area represents the set of relative connection probabilities to all its target areas and is, hence, less affected by overall white and gray matter changes than absolute connectivity measures. After detecting brain regions with abnormal connectional fingerprints through similarity measures, we tested each of its relative connection probability between groups. We found altered connectional fingerprints in schizophrenia patients consistent with a dysconnectivity syndrome. While the medial frontal gyrus showed only reduced connectivity, the connectional fingerprints of the inferior frontal gyrus and the putamen mainly contained relatively increased connection probabilities to areas in the frontal, limbic, and subcortical areas. These findings are in line with previous studies that reported abnormalities in striatal–frontal circuits in the pathophysiology of schizophrenia, highlighting the potential utility of connectional fingerprints for the analysis of anatomical networks in the disorder

    Establishment of pluripotent cell lines from vertebrate species - Present status and future prospects

    Pluripotent embryonic stem (ES) cells are undifferentiated cell lines derived from early embryos and are capable of unlimited undifferentiated proliferation in vitro. They retain the ability to differentiate into all cell types including germ cells in chimeric animals in vivo, and can be induced to form derivatives of all three germ layers in vitro. Mouse ES cells represent one of the most important tools in genetic research. Major applications include the targeted mutation of specific genes by homologous recombination and the discovery of new genes by gene trap strategies. These applications would be of high interest for other model organisms and also for livestock species, However, in spite of tremendous research activities, no proven ES cells colonizing the germ line have been established for vertebrate species other than mouse a nd chicken thus far. This review summarizes the current status of deriving pluripotent embryonic stem cell lines from vertebrates and recent developments in nuclear transfer technology, which may provide an alternative tool for genetic modification of livestock animals.
