TO WHAT EXTENT IS THE LOCAL TAX INCREASE APPROPRIATE?
Fiscality represents a major decision factor for investment as it represents an important cost of every business transaction regardless of its type, size or geographical location. In this respect, we find that a legislative initiative could be a solution worthy of being taken into consideration, an initiative that would allow each locality - regardless of its rank - to provide its citizens with standards in accordance with their efforts. Tax federalization may allow higher efficiency in spending public resources that are never abundant enough, and also greater political accountability. Moreover, tax federalization could also be beneficial for increasing Romania’s degree of democracy, as the decisions directly concerning the citizen are brought much closer to him/her so that he/she can control them more easily, by vote or by a proper spending of taxes he/she pays. The paper analyses the usual arguments discussed about fiscal federalization through normative and positive (public choice) approaches.fiscality; local tax; tax increase; tax federalization; public choice

EVOLUTIONS IN THE WORLD COMPETITIVENESS CLASSIFICATION –THE CASE OF ROMANIA*
This article approaches the problem of competitiveness and aims to outline the place of our country from the point of view of competitiveness as opposed to other countries; this analysis is carried out at a global level. One can notice that our country has a pretty low position in the world competitiveness classification, this position being influenced by a series of factors, as for example: underground economy and corruption, taxes, inefficient agriculture and high interests. In spite of these, there are still some factors which can improve this position, for which Romania has registered some significant progresses in the last years.competitiveness, World Competitiveness Yearbook, IMD
A STOCHASTIC MODELING FOR THE UNSTABLE FINANCIAL MARKETS
Considering the present economic context, the measurement of performances has become a permanent preoccupation for organizations, since the whole process is based on it, offering the necessary feedback to identify both the positive actions which have led to favorable results for the organization, and the negative ones, in order to correct them in the future. To do this, we have to measure what is most importantly to measure. Starting from these considerations, the present paper approaches from a theoretical and practical point of view the economic rate of return as the indicator which synthesizes best an organization’s financial-economic performance. We have calculated and analyzed the economic rate of return for a group of Ten Romanian Firms in the food industry, through different calculation relations, pointing out the advantages/disadvantages of each calculation method.belated integral, forward-backward stochastic equations, pathwise uniqueness, financial modeling.
A TEORETICAL APPROACH ON ERM II
This article presents an overview of the European Exchange Rate Mechanism and of the effects of this mechanism on the new Member States from the point of view of the stability of the exchange rate, of the convergence with the macroeconomic policy and of the inflation stabilization. There will be outlined the contradictions which may appear between the preparation of the EU accession conditions and those regarding the accession to EMU, with the intermediate stage ERM II, including the effect Balassa-Samuelson. Another important element is to set the central exchange rate for ERM II because this central exchange rate will be similar or almost similar with the future exchange rate as opposed to Euro.ERM II, exchange rate, exchange rate stability system reform, demographic evolution
