Strong structuration and carbon accounting: A position-practice perspective of policy development at the macro, industry and organizational levels
Purpose: The purpose of this paper is to utilize the three abstract-concrete levels of ontology of strong structuration theory (strong ST) to examine how, and to what extent, was the development of carbon accounting frameworks at the policy, industry, and organizational levels enabled by external structures as conditions of action, that is, what was the nature of active agency within a field of position-practice relations that led to the development of these frameworks. Design/methodology/approach: A case study was undertaken drawing upon interviews that were undertaken between 2008 and 2011 at the industry and organizational levels as well as documentary evidence relating to carbon accounting policy development at the macro, or policy level. Findings: The parliamentary committee hearings into the development of the carbon price legislation represented fields of position-practice relationships which highlighted the interplay of the internal structures, capabilities and the roles of both power and trust of the agent(s)-in-focus. A meso-level analysis of the Victorian water industry highlighted how it was able to mediate the exercise of power by the macro level through the early adoption of carbon accounting frameworks. At the ontic or micro level of the individual water business, the development of a greenhouse strategy was also the outcome of position-practice relationships which highlighted the interplay of the internal structures and dispositions of the agent(s)-in-focus. The position-practice relationships at both the industry and organizational level were characterized by both soft power and trust. Research limitations/implications: Future research could investigate how the withdrawal of the carbon pricing mechanism in Australia has affected the development of carbon accounting practices whilst overseas research could examine the extent to which carbon accounting frameworks were the outcome of position-practice relationships. Practical implications: Given the global significance of carbon accounting, this paper provides an overview as to how the early adoption of voluntary carbon accounting practices resulted in a reduction in carbon emissions within the water industry and therefore limited its liability for the carbon price. Originality/value: This paper illustrates how the strong ST ontological concept of position-practices can be utilized at the macro, meso, and ontic levels and how these relationships mediated the impact of the carbon price upon both the water industry and the individual water business.</p
Review of school vision screening guidelines
Abstract: Background: Vision screenings are important in identifying visual anomalies likely to disrupt the physical, intellectual, social and emotional development of children. School health services globally include vision screenings, complementing a variety of associated screening services. Aim: This review article provides evidence for content, provision and efficacy of the vision screening services for children of school-going age and reports on the current practice of children’s vision screenings worldwide including in South Africa. Methods: Studies were identified from PubMed, Ebscohost and Science Direct with the search terms utilised during the selection of electronic articles and journals for the review. The target population includes children of school-going age from 6 to 19 years without previously known conditions associated with visual anomalies and learning-related problems. The quality of vision screening programmes and policies for the school-going age children in different countries were evaluated using Wilson and Jungner criteria.1 Results: Vision screening programmes worldwide appear to support comprehensive vision screening methods among pre-schoolers (from birth to ≤ 6 years vs. children of school-going age). The development of vision screening procedures in some countries in the United States of America (USA) was found to be grounded on epidemiologic findings and principles. These may have contributed towards the formulation of national vision screening guidelines for preschoolers that supported the detection of amblyopia and its associated conditions such as strabismus, anisometropia and myopia. School-going children’s vision screenings are not supported worldwide as research has shown that there is lack of benefits for detecting other visual anomalies such as vergence and accommodative dysfunctions. This is despite evidence provided by the literature reviewed that an association exists between prevalent accommodation and vergence dysfunctions including poor ocular motilities and poor near-vision, among children of school-going age with poor academic performance. Conclusion: The guidelines worldwide support school vision screenings, especially for the pre-schoolers by the school health nurses, with other programs having considered the teachers, optometrists or orthoptists as the appropriate personnel to conduct the school vision screenings. There is still a need for the effectiveness of the school vision-screening programmes to be investigated related to the importance of detecting convergence and accommodative dysfunctions for the school going age children
Two-phase numerical study of the flow field formed in water pump sump: influence of air entrainment
In a pump sump it is imperative that the amount of non-homogenous flow and entrained air be kept to a minimum. Free air-core vortex occurring at a water-intake pipe is an important problem encountered in hydraulic engineering. These vortices reduce pump performances, may have large effects on the operating conditions and lead to increase plant operating costs.This work is an extended study starting from 2006 in LML and published by ISSA and al. in 2008, 2009 and 2010. Several cases of sump configuration have been numerically investigated using two specific commercial codes and based on the initial geometry proposed by Constantinescu and Patel. Fluent and Star CCM+ codes are used in the previous studies. The results, obtained with a structured mesh, were strongly dependant on main geometrical sump configuration such as the suction pipe position, the submergence of the suction pipe on one hand and the turbulence model on the other hand. Part of the results showed a good agreement with experimental investigations already published. Experiments, conducted in order to select best positions of the suction pipe of a water-intake sump, gave qualitative results concerning flow disturbances in the pump-intake related to sump geometries and position of the pump intake. The purpose of this paper is to reproduce the flow pattern of experiments and to confirm the geometrical parameter that influences the flow structure in such a pump. The numerical model solves the Reynolds averaged Navier-Stokes (RANS) equations and VOF multiphase model. STAR CCM+ with an adapted mesh configuration using hexahedral mesh with prism layer near walls was used. Attempts have been made to calculate two phase unsteady flow for stronger mass flow rates and stronger submergence with low water level in order to be able to capture air entrainment. The results allow the knowledge of some limits of numerical models, of mass flow rates and of submergences for air entrainment. In the validation of this numerical model, emphasis was placed on the prediction of the number, location, size and strength of the various types of vortices coming from the free surface. Contours of vorticity at free surface, air cores, isoline of pressure surface were particularly examined for some cases. Streamlines issued from the free surface and the volume of fraction of air allows visualizing the air entrainment
Adaptation pathways for conservation law and policy
Globally, biodiversity is under increasing pressure from human activities despite protective measures in conservation laws. Climate change will exacerbate those pressures and the effects of habitat loss and species decline. Current approaches to conservation law in most countries focus on establishing protected areas and limiting activities outside reserves that might affect priority species, habitats, and ecological communities. These measures have had mixed success depending on scale and implementation, but are likely to perform poorly under conditions of future change. To prepare for the future, we consider how conservation law and policy needs to anticipate and manage for future change; widen its scope beyond species and ecological communities that are currently threatened; and support adaptive management of priority areas and species. Using Australian conservation law as a case study, we outline three possible routes by which this shift could occur. The first involves enhancing the adaptiveness of conservation law, the second expands the focus of conservation law from protected areas and listed species to include ecosystems and ecosystem services, while the third attempts to do both simultaneously. We examine the legal mechanisms needed to implement each route, examples of their use in practice, and barriers that must be overcome for successful implementation.
