Sovereign Wealth Funds: Form and Function in the 21st Century
As representatives of nation-states in global financial markets, sovereign wealth funds (SWFs) share a common form and many functions. Arguably their form and functions owe as much to a shared (global) moment of institutional formation as they owe their form and functions to the hegemony of Anglo-American finance over the late 20th and early 21st centuries. We distinguish between the immediate future for SWFs in the aftermath of the global financial crisis, and two possible long-term scenarios; one of which sees SWFs becoming financial goliaths dominating global markets, while the other sees SWFs morphing into nation-state development institutions that intermediate between financial markets and the long-term commitments of the nation-state sponsors. If the former scenario dominates, global financial integration will accelerate with attendant costs and benefits. If the latter scenario dominates, SWFs are likely to differentiate and evolve, returning, perhaps, to their national traditions and their respective places in a world of contested power and influence. Synthetic LISA: Simulating Time Delay Interferometry in a Model LISA
We report on three numerical experiments on the implementation of Time-Delay
Interferometry (TDI) for LISA, performed with Synthetic LISA, a C++/Python
package that we developed to simulate the LISA science process at the level of
scientific and technical requirements. Specifically, we study the laser-noise
residuals left by first-generation TDI when the LISA armlengths have a
realistic time dependence; we characterize the armlength-measurements
accuracies that are needed to have effective laser-noise cancellation in both
first- and second-generation TDI; and we estimate the quantization and
telemetry bitdepth needed for the phase measurements. Synthetic LISA generates
synthetic time series of the LISA fundamental noises, as filtered through all
the TDI observables; it also provides a streamlined module to compute the TDI
responses to gravitational waves according to a full model of TDI, including
the motion of the LISA array and the temporal and directional dependence of the
armlengths. We discuss the theoretical model that underlies the simulation, its
implementation, and its use in future investigations on system characterization

REDUCING TRANSPORTATION DAMAGE TO GRAPES AND STRAWBERRIES
In-transit vibration damage to grapes and strawberries results in reduced quality for the consumer and reduced profits for the produce industry. To solve this problem, the first step is to determine which vibrational frequencies are causing the damage. In various tests, grapes and strawberries were subjected to different frequencies at constant force levels. The effects of the vibration treatments were evaluated on the basis of grading, color analysis, firmness, respiration rate and ethylene production rate. The critical frequency was found to lie between 7.5 and 10 Hertz for both commodities. Color change and respiration rate were shown to be good indicators of damage in grapes. Strawberries did not show a significant effect due to color. Firmness was not affected by vibration in either commodity.Agribusiness,
The Paraldor Project
Paraldor is an experiment in bringing the power of categorical languages to
lattice QCD computations. Our target language is Aldor, which allows the
capture of the mathematical structure of physics directly in the structure of
the code using the concepts of categories, domains and their
inter-relationships in a way which is not otherwise possible with current
popular languages such as Fortran, C, C++ or Java. By writing high level
physics code portably in Aldor, and implementing switchable machine dependent
high performance back-ends in C or assembler, we gain all the power of
categorical languages such as modularity, portability, readability and

The Diverse Infrared Properties of a Complete Sample of Star-Forming Dwarf Galaxies
We present mid-infrared Spitzer Space Telescope observations of a complete
sample of star-forming dwarf galaxies selected from the KPNO International
Spectroscopic Survey. The galaxies span a wide range in mid-infrared
properties. Contrary to expectations, some of the galaxies emit strongly at 8
micron indicating the presence of hot dust and/or PAHs. The ratio of this
mid-infrared dust emission to the stellar emission is compared with the
galaxies' luminosity, star-formation rate, metallicity, and optical reddening.
We find that the strength of the 8.0 micron dust emission to the stellar
emission ratio is more strongly correlated with the star-formation rate than it
is with the metallicity or the optical reddening in these systems. Nonetheless,
there is a correlation between the 8.0 micron luminosity and metallicity. The
slope of this luminosity-metallicity correlation is shallower than
corresponding ones in the B-band and 3.6 micron. The precise nature of the 8.0
micron emission seen in these galaxies (i.e., PAH versus hot dust or some
combination of the two) will require future study, including deep mid-IR

Testing the Flyby Anomaly with the GNSS Constellation
We propose the concept of a space mission to probe the so called flyby
anomaly, an unexpected velocity change experienced by some deep-space probes
using earth gravity assists. The key feature of this proposal is the use of
GNSS systems to obtain an increased accuracy in the tracking of the approaching
spacecraft, mainly near the perigee. Two low-cost options are also discussed to
further test this anomaly: an add-on to an existing spacecraft and a dedicated

On the Gravitomagnetic Time Delay
We study the gravitational time delay in ray propagation due to rotating
masses in the linear approximation of general relativity. Simple expressions
are given for the gravitomagnetic time delay that occurs when rays of radiation
cross a slowly rotating shell and propagate in the field of a distant rotating
source. Moreover, we calculate the local gravitational time delay in the Goedel
universe. The observational consequences of these results in the case of weak
