The President and Nuclear Weapons: Authorities, Limits, and Process
There is no more consequential decision for a president than ordering a nuclear strike. In the Cold War, the threat of sudden nuclear annihilation necessitated procedures emphasizing speed and efficiency and placing sole decision-making authority in the president’s hands. In today’s changed threat environment, the legal authorities and process a U.S. president would confront when making this grave decision merit reexamination. This paper serves as a resource in the national discussion about a president’s legal authority and the procedures for ordering a nuclear strike, and whether to update them
Detection of Radio Emission from the Hyperactive L Dwarf 2MASS J13153094-2649513AB
We report the detection of radio emission from the unusually active L5e + T7
binary 2MASS J13153094-2649513AB made with the Australian Telescope Compact
Array. Observations at 5.5 GHz reveal an unresolved source with a continuum
flux of 370+/-50 microJy, corresponding to a radio luminosity of L_rad = nuL_nu
= (9+/-3)x10^23 erg/s and log10(L_rad/L_bol) = -5.44+/-0.22. No detection is
made at 9.0 GHz to a 5 sigma limit of 290 microJy, consistent with a power law
spectrum S_nu ~ nu^-a with a > 0.5. The emission is quiescent, with no evidence
of variability or bursts over 3 hr of observation, and no measurable
polarization (V/I < 34%). 2MASS J1315-2649AB is one of the most radio-luminous
ultracool dwarfs detected in quiescent emission to date, comparable in strength
to other cool sources detected in outburst. Its detection indicates no decline
in radio flux through the mid-L dwarfs. It is unique among L dwarfs in having
strong and persistent Halpha and radio emission, indicating the coexistence of
a cool, neutral photosphere (low electron density) and a highly active
chromosphere (high electron density and active heating). These traits, coupled
with the system's mature age and substellar secondary, makes 2MASS J1315-2649AB
an important test for proposed radio emission mechanisms in ultracool dwarfs.Comment: 5 pages, 4 figures, accepted for publication in ApJ Letter

Frequent mild head injury promotes trigeminal sensitivity concomitant with microglial proliferation, astrocytosis, and increased neuropeptide levels in the trigeminal pain system.
BACKGROUND: Frequent mild head injuries or concussion along with the presence of headache may contribute to the persistence of concussion symptoms.
METHODS: In this study, the acute effects of recovery between mild head injuries and the frequency of injuries on a headache behavior, trigeminal allodynia, was assessed using von Frey testing up to one week after injury, while histopathological changes in the trigeminal pain pathway were evaluated using western blot, ELISA and immunohistochemistry. RESULTS: A decreased recovery time combined with an increased mild closed head injury (CHI) frequency results in reduced trigeminal allodynia thresholds compared to controls. The repetitive CHI group with the highest injury frequency showed the greatest reduction in trigeminal thresholds along with greatest increased levels of calcitonin gene-related peptide (CGRP) in the trigeminal nucleus caudalis. Repetitive CHI resulted in astrogliosis in the central trigeminal system, increased GFAP protein levels in the sensory barrel cortex, and an increased number of microglia cells in the trigeminal nucleus caudalis.
CONCLUSIONS: Headache behavior in rats is dependent on the injury frequency and recovery interval between mild head injuries. A worsening of headache behavior after repetitive mild head injuries was concomitant with increases in CGRP levels, the presence of astrocytosis, and microglia proliferation in the central trigeminal pathway. Signaling between neurons and proliferating microglia in the trigeminal pain system may contribute to the initiation of acute headache after concussion or other traumatic brain injuries

Evidence for bimodal orbital separations of white dwarf-red dwarf binary stars
We present the results of a radial velocity survey of 20 white dwarf plus M
dwarf binaries selected as a follow up to a \textit{Hubble Space Telescope}
study that aimed to spatially resolve suspected binaries. Our candidates are
taken from the list of targets that were spatially unresolved with
\textit{Hubble}. We have determined the orbital periods for 16 of these compact
binary candidates. The period distribution ranges from 0.14 to 9.16\,d and
peaks near 0.6\,d. The original sample therefore contains two sets of binaries,
wide orbits (\,au) and close orbits (\,au), with
no systems found in the \,au range. This observational evidence
confirms the bimodal distribution predicted by population models and is also
similar to results obtained in previous studies. We find no binary periods in
the months to years range, supporting the post common envelope evolution
scenario. One of our targets, WD\,1504+546, was discovered to be an eclipsing
binary with a period of 0.93\,d
A macroprolactinoma becoming resistant to cabergoline and developing atypical pathology
Pituitary adenomas are a common intracranial neoplasm, usually demonstrating a benign phenotype. They can be classified according to pathological, radiological or clinical behaviour as typical, atypical or carcinomas, invasive or noninvasive, and aggressive or nonaggressive. Prolactinomas account for 40-60% of all pituitary adenomas, with dopamine agonists representing the first-line treatment and surgery/radiotherapy reserved for drug intolerance/resistance or in neuro-ophthalmological emergencies. We present the case of a 62-year-old man with an apparently indolent prolactin-secreting macroadenoma managed with partial resection and initially showing a biochemical response to cabergoline. Five years later, the tumour became resistant to cabergoline, despite a substantial increase in dosage, showing rapid growth and causing worsening of vision. The patient then underwent two further transsphenoidal operations and continued on high-dose cabergoline; despite these interventions, the tumour continued enlarging and prolactin increased to 107 269 U/L. Histology of the third surgical specimen demonstrated features of aggressive behaviour (atypical adenoma with a high cell proliferation index) not present in the tumour removed at the first operation.
