    Assessing the Economic Efficiency of Dairy Production Systems in Uasin Gishu County, Kenya

    The objective of this paper is to estimate economic efficiency in the dairy production sector in Uasin Gishu County of Kenya. Zero grazing, semi-zero grazing and open grazing production systems are analyzed separately using the Cobb-Douglas stochastic frontier cost function. In a second stage we examine the degree to which the calculated efficiency correlates with a set of explanatory variables using a censored regression model. The results indicate that each of the three milk production systems is relatively inefficient, with potential in all cases for reducing input costs or increasing output. Economic efficiency increased with the level of intensification of milk production, with open grazing, semi-zero grazing and zero grazing attaining 0.43, 0.51 and 0.69 respectively. The maximum likelihood estimates of milk production were an increasing function of cost of feeds and equipment in the three production systems with statistical significance of 5%. The estimated determinants of economic efficiency were positively related with education and social capital, and negatively related with gender, land size and market access.     Competitiveness of Smallholder Milk Production Systems in Uasin Gishu County of Kenya

    In Uasin Gishu County of Kenya the rapidly declining household land sizes are a pre-requisite to increased intensification in dairy production. Although various dairy production pathways are used by farmers in the County, it has not been established which one of them would be comparatively competitive to enhance commercialization process and lead to attractive returns to smallholders investing in milk production. The objective of this paper is to estimate competitiveness in the smallholder dairy production sector in Uasin Gishu County. Stratified sampling and proportional sampling followed by random sampling within the stratum were employed to select 246 smallholder dairy farmers. Zero grazing, semi-zero grazing and open grazing production systems are analyzed separately using the gross margin, net margin and return on investment. The results indicate that the gross margin and net margin in smallholder milk production (Kshs/liter) were significantly influenced by the intensification pathway adopted. The gross margin and profit per liter decreased with an increase in the level of intensification with free grazing system and zero grazing having mean profit of Kshs. 20.19 and Kshs. 8.25 respectively. The returns on investment for free grazing, semi–zero grazing and zero grazing milk production systems were 34.07%, 40.22%, 25.67% respectively. Intensive milk production is relatively more profitable, however profitability of milk production/liter however reduced with intensification due to the higher feed and labour costs in more intensive systems. In conclusion, smallholder dairy production was an economically viable enterprise in Uasin Gishu County. Milk producers need extension services and finance to improve on feed production and utilization technologies in order to increase their profitability. Suggested future works include determining the options of improving market access so that it’s positive contribution to dairy competitiveness is strengthened.     The Most Essential Leadership Responsibilities: Perceptions of Principals of Successful Middle Level Schools in Texas

    The purpose of this study was to determine what leadership responsibilities principals of successful middle level schools in Texas perceived as most essential to student achievement. The study was also intended to reveal how closely these principals? leadership responsibilities align with the literature. The Texas Academic Excellence Indicator System (AEIS) data were analyzed from 2005 to 2008. From this data, middle school campuses with 500 or more students, a free and reduced lunch rate greater than 50%, and AEIS ratings of ?exemplary? three of four years were identified. Thirty-nine campuses met the criteria and 15 of the principals agreed to serve as the expert panel. Using a modified Delphi technique, panelists completed a 26-item questionnaire and an open-ended comments section. This comprised Round One of the study. Data were analyzed for mean, median, standard deviation, and inter-quartile range (IQR). Unique questionnaires were developed based on panelist responses from Round One. Panelists were to review their responses to questions falling outside of the IQR and were able to change or maintain their responses after reviewing the data. Panelists repeated this procedure reviewing all questions with responses outside the IQR for Round Three. The major findings of this study revealed many of the critical leadership responsibilities are supervisory and not instructional. The five leadership responsibilities (ties are denoted) perceived by panelists as most critical to student achievement were: (1) ethical behavior, (t2) collaborative processes, (t2) visibility, (t3) collective vision, (t3) high expectations, (t3) instructional supervision, (4) professional development, and (5) intellectual stimulation. Through all three rounds, ethical behavior was identified as the most critical leadership responsibility. The findings of this study may potentially impact hiring practices of middle level campus leaders as well as their certification programs and professional learning opportunities. It is recommended principal preparation programs require an ethics course, and school districts provide annual ethics training for leadership teams. Additional professional learning should include team and collaboration building. Finally, based on the literature, it was recommended a principal certification specifically for middle level leaders be offered and/or middle level course work be included in the principal certification program

    An analysis of potential barriers and enablers to regulating the television marketing of unhealthy foods to children at the state government level in Australia

    Background In Australia there have been many calls for government action to halt the effects of unhealthy food marketing on children\u27s health, yet implementation has not occurred. The attitudes of those involved in the policy-making process towards regulatory intervention governing unhealthy food marketing are not well understood. The objective of this research was to understand the perceptions of senior representatives from Australian state and territory governments, statutory authorities and non-government organisations regarding the feasibility of state-level government regulation of television marketing of unhealthy food to children in Australia.Method Data from in-depth semi-structured interviews with senior representatives from state and territory government departments, statutory authorities and non-government organisations (n=22) were analysed to determine participants\u27 views about regulation of television marketing of unhealthy food to children at the state government level. Data were analysed using content and thematic analyses.Results Regulation of television marketing of unhealthy food to children was supported as a strategy for obesity prevention. Barriers to implementing regulation at the state level were: the perception that regulation of television advertising is a Commonwealth, not state/territory, responsibility; the power of the food industry and; the need for clear evidence that demonstrates the effectiveness of regulation. Evidence of community support for regulation was also cited as an important factor in determining feasibility.Conclusions The regulation of unhealthy food marketing to children is perceived to be a feasible strategy for obesity prevention however barriers to implementation at the state level exist. Those involved in state-level policy making generally indicated a preference for Commonwealth-led regulation. This research suggests that implementation of regulation of the television marketing of unhealthy food to children should ideally occur under the direction of the Commonwealth government. However, given that regulation is technically feasible at the state level, in the absence of Commonwealth action, states/territories could act independently. The relevance of our findings is likely to extend beyond Australia as unhealthy food marketing to children is a global issue.<br /

    Farmer-preferred traits in smallholder dairy farming systems in Tanzania

    Decisions of breeding schemes in many countries in sub-Saharan Africa tend to be either government or project driven, with a focus on upgrading local breeds. However, there is scant information on the individual animal traits that smallholder farmers prefer. The aim of this study was to examine farmers’ preferences of dairy cattle traits using a discrete choice experiment methodology. The study was conducted through visits to 555 randomly selected dairy farms in the sub-humid Eastern coast and temperate Southern highlands of Tanzania. Choices of animal traits were presented to farmers who were asked to evaluate choice alternatives based on attribute levels and finally select the alternative with the highest utility. The choice experiment data were analysed using a conditional logit model. Coefficients for milk yield, fertility, feed requirement, temperament and diseases resistance were overall statistically significant (p &lt; 0.05). In order of perceived importance, farmers were willing to keep a cow with high milk yield (coefficient = 1.43 ± 0.059), good fertility (0.85 ± 0.050), easy temperament (0.76 ± 0.066), low feed requirement (− 0.56 ± 0.092) and enhanced tropical disease resistance (0.48 ± 0.048). The purchase price coefficient was negative (− 0.001 ± 0.0003), indicating that farmers would prefer improved dairy cattle at affordable prices. Farmers’ preferred traits were influenced by agro-ecological zone and type of production system (extensive vs intensive). The study provides an opportunity for breeding programme designers to take farmers’ preferred dairy traits into serious consideration

    Dairy intensification in developing countries:effects of market quality on farm-level feeding and breeding practices

    Smallholder dairy production represents a promising income generating activity for poor farmers in the developing world. Because of the perishable nature of milk, marketing arrangements for collection, distribution and sale are important for enhanced livelihoods in the smallholder dairy sector. In this study we examined the relationship between market quality and basic feeding and breeding practices at farm level. We define market quality as the attractiveness and reliability of procurement channels and associated input supply arrangements. We took as our study countries, India with its well-developed smallholder dairy sector, and Ethiopia where the smallholder dairy industry has remained relatively undeveloped despite decades of development effort. We conducted village surveys among producer groups in 90 villages across three States in India and two Regions in Ethiopia. Producer groups were stratified according to three levels of market quality – high, medium and low. Data showed that diet composition was relatively similar in India and Ethiopia with crop residues forming the major share of the diet. Concentrate feeding tended to be more prominent in high market quality sites. Herd composition changed with market quality with more dairy (exotic) cross-bred animals in high market quality sites in both India and Ethiopia. Cross-bred animals were generally more prominent in India than Ethiopia. Herd performance within breed did not change a great deal along the market quality gradient. Parameters such as calving interval and milk yield were relatively insensitive to market quality.
