    Seniority and Job Stability: A Quantile Regression Approach Using Matched Employer-Employee Data

    Job mobility and employment durations can be explained by different theoretical approaches, such as job matching or human capital theory or dual labor market approaches. These models may, however, apply to different degrees at different durations in the employment spell. Standard empirical techniques, such as hazard rate analysis, cannot deal with this problem. In this paper, we apply censored quantile regression techniques to estimate employment durations of male workers in Germany. Our results give some support to the job matching model: individuals with a high risk of being bad matches exhibit higher exit rates initially, but the effect fades out over time. By contrast, the influence of human capital variables such as education and further training decreases with employment duration, which is inconsistent with the notion of increasing match-specific rents due to human capital accumulation. The results also suggest that the effects of certain labor market institutions, such as works councils, differ markedly between short-term and long-term employment, supporting the view that institutions give rise to dual labor markets

    The benefit sanction: a correctional device or a weapon of disgust?

    The benefit sanction is a dominant activation policy in Britain’s ‘welfare-to-work’ regime. While policymakers believe in their necessity to correct behaviour, research shows benefit sanctions cause additional harm to Britain’s marginalised groups. Drawing upon a small-scale qualitative study, this article first navigates new territory, mapping the ways stigma emerges from the state – channelled through the benefit sanction – and manifests in the lives of sanctioned claimants. Acknowledging wider evidence, the sanction is then argued to have failed as a correctional device. Rather, taking into account Britain’s current politico-economic climate, the sanction appears as a weapon used to incite negative emotion in an attempt to police the boundaries of the labour market, while frequently abandoning some of the UK’s most vulnerable citizens

    Globalization, Economic Freedom and Human Rights

    Using the KOF Index of Globalization and two indices of economic freedom, we empirically analyze whether globalization and economic liberalization affect governments' respect for human rights using a panel of 106 countries over the 1981-2004 period. According to our results, physical integrity rights significantly and robustly increase with globalization and economic freedom, while empowerment rights are not robustly affected. Due to the lack of consensus about the appropriate level of empowerment rights as compared to the outright rejection of any violation of physical integrity rights, the global community is presumably less effective in promoting empowerment rights

    Active labor market programs - employment gain or fiscal drain?

    This paper provides a new perspective by classifying active labor market programs (ALMPs) depending on their objectives, relevance and cost-effectiveness during normal times, a crisis and recovery. We distinguish ALMPs providing incentives for retaining employment, incentives for creating employment, incentives for seeking and keeping a job, incentives for human capital enhancement and improved labor market matching. Reviewing evidence from the literature, we discuss especially indirect effects of various interventions and their cost-effectiveness. The paper concludes by providing a systematic overview of how, why, when and to what extent specific ALMPs are effective

    Development Aid and International Politics: Does Membership on the UN Security Council Influence World Bank Decisions?

    We investigate whether temporary members of the UN Security Council receive favorable treatment from the World Bank, using panel data for 157 countries over the period 1970-2004. Our results indicate a robust positive relationship between temporary UN Security Council membership and the number of World Bank projects a country receives, even after accounting for economic and political factors, as well as regional and country effects. The size of World Bank loans, however, is not affected by UN Security Council membership

    Laboratory experiments in innovation research: a methodological overview and a review of the current literature

    Innovation research has developed a broad set of methodological approaches in recent decades. In this paper, we propose laboratory experiments as a fruitful methodological addition to the existing methods in innovation research. Therefore, we provide an overview of the existing methods, discuss the advantages and limitations of laboratory experiments, and review experimental studies dealing with different fields of innovation policy, namely intellectual property rights, financial instruments, payment schemes, and R&D competition. These studies show that laboratory experiments can fruitfully complement the established methods in innovation research and provide novel empirical evidence by creating and analyzing counterfactual situations
