Unemployment and wages in South Africa: A spatial approach
A large amount of recent evidence finds a negative relationship between local unemployment and wages in OECD countries, a relationship christened a ‘wage curve’. This contradicts the conventional model of the labour market in which high unemployment regions have higher wages to compensate for search and other costs. This paper discovers a wage curve in South Africa, a country with several times the typical unemployment rate of OECD countries. The wage curve elasticity in South Africa is similar to that in OECD countries (-0.1) but persists over a much larger range of unemployment rates, implying that unemployment can have a large impact on wages in South Africa. However, this wage flexibility does not extend to union wages which are well insulated from local unemployment conditions. The results here also shed light on the segmentation of the labour market based on labour immobility and on the debate about the appropriate definition of unemployment in South Africa.wages, unemployment, wage curve, South Africa
Are searching and non-searching unemployment distinct states when unemployment is high? The case of South Africa
Broadly and narrowly measured unemployment rates differ very markedly in certain countries, and the measure chosen to be the ‘official’ unemployment rate affects perceptions about the extent of the problem. The appropriate measure of the unemployment rate depends on whether jobless persons who say they want work but who are not actively searching should be regarded as part of the labour force. This paper examines whether the non-searching-unemployed state is distinct from the searching-unemployed state in a developing country - South Africa - where the broad unemployment rate and the gap between the broad and narrow rates are both very high. It asks whether lack of job-search among jobless persons claiming to want work is an outcome of tastes or of constraints. It finds evidence in support of adopting the broad definition.
Unemployment in South Africa: The nature of the beast
Unemployment in South Africa is so widespread that it demands an explanation. This paper examines two questions about South African unemployment. Firstly, why do the unemployed not enter the informal sector, as is common in other developing countries? Secondly, why do the unemployed not enter wage employment more readily? The findings provide little support for the idea that unemployed people choose to be unemployed: the unemployed are substantially worse off, and less satisfied with their quality of life, than they would be if informally employed. Various impediments to entry into the informal sector increase open unemployment. The test of the hypothesis that the unemployed have unrealistically high wage aspirations suggests that the commonly reported high reservation wages (relative to predicted wages) are not to be interpreted as reflecting unwillingness to work.
Parametrisation of the orographic enhancement of precipitation and deposition in a long-term, long-range transport model
International audienceOrographic enhancement of wet deposition arising from the 'seeder-feeder' effect is, by necessity, highly parametrised in long-range transport models of acid deposition that are long-term (i.e. annual average) and spatially resolved at tens of kilometres. Here, we describe a mechanistic approach to the incorporation of these mechanisms into such a model. The model formulation required the following: precipitation rate by direction and quantification of the fractions that are orographic and non-orographic; treatment of the fast oxidation of sulfur dioxide in clouds; the directionality of the seeder-feeder process; and a quantitative basis for increasing wet deposition factors to account for the seeder-feeder process. The directionality of non-orographic precipitation was determined from meteorological data at 47 sites across the UK. Orographic precipitation varies on a much finer scale than can be interpolated from measurements, and thus a modelling approach was adopted. The directionality of the seeder-feeder effect was taken from measurements. The enhancement factor of the orographic component of precipitation, assumed to represent feeder-rain, was determined from a review of measurements. Fast oxidation of sulfur dioxide is an observed phenomenon in cap-cloud, but limited in duration. An adjustment was made to the sulfur dioxide oxidation rate in the model in locations where cap-cloud was assumed to be present. The results from the model were compared with UK deposition budgets and enhanced wet deposition maps. The revised parametrisation underestimated the UK wet deposition budgets of oxidised N and S, but spatial patterns of deposition were improved for much of the UK. It was concluded that this was a satisfactory outcome given the constraints of the statistical approach of weighting of deposition at receptors utilising straight line trajectories. The sensitivity of the model to directional constraints of seeder-feeder enhancement was tested and it was concluded that a fairly narrow constraint resulted in similar estimations to a broader one, and the broader constraint was thus adopted as frontal conditions which result in the process arrive from a fairly broad band of directions. When enhancement was allowed to occur from all directions, UK wet deposition of oxidised N and S was increased by 10%. The sensitivity to the enhancement factor on wet deposition was tested and found to be relatively robust. An increase in the enhancement factor from 2 to 6 resulted in increases in UK wet deposition of oxidised N and S of 9 and 6%, respectively.Key words: Atmospheric composition and structure (pollution ? urban and regional) ? Emission-line Helium Abundances in Highly Obscured Nebulae
This paper outlines a way to determine the ICF using only infrared data. We
identify four line pairs, [NeIII] 36\micron/[NeII] 12.8\micron,
[NeIII]~15.6\micron /[NeII] 12.8\micron, [ArIII] 9\micron/[ArII]
6.9\micron, and [ArIII] 21\micron/[ArII] 6.9\micron, that are sensitive
to the He ICF. This happens because the ions cover a wide range of ionization,
the line pairs are not sensitive to electron temperature, they have similar
critical densities, and are formed within the He/H region of the
nebula. We compute a very wide range of photoionization models appropriate for
galactic HII regions. The models cover a wide range of densities, ionization
parameters, stellar temperatures, and use continua from four very different
stellar atmospheres.
The results show that each line pair has a critical intensity ratio above
which the He ICF is always small. Below these values the ICF depends very
strongly on details of the models for three of the ratios, and so other
information would be needed to determine the helium abundance. The [Ar III]
9\micron/[ArII] 6.9\micron ratio can indicate the ICF directly due to the
near exact match in the critical densities of the two lines. Finally, continua
predicted by the latest generation of stellar atmospheres are sufficiently hard

A comparative framework: how broadly applicable is a 'rigorous' critical junctures framework?
The paper tests Hogan and Doyle's (2007, 2008) framework for examining critical junctures. This framework sought to incorporate the concept of ideational change in understanding critical junctures. Until its development, frameworks utilized in identifying critical junctures were subjective, seeking only to identify crisis, and subsequent policy changes, arguing that one invariably led to the other, as both occurred around the same time. Hogan and Doyle (2007, 2008) hypothesized ideational change as an intermediating variable in their framework, determining if, and when, a crisis leads to radical policy change. Here we test this framework on cases similar to, but different from, those employed in developing the exemplar. This will enable us determine whether the framework's relegation of ideational change to a condition of crisis holds, or, if ideational change has more importance than is ascribed to it by this framework. This will also enable us determined if the framework itself is robust, and fit for the purposes it was designed to perform — identifying the nature of policy change

Recycling bins, garbage cans or think tanks? Three myths regarding policy analysis institutes
The phrase 'think tank' has become ubiquitous – overworked and underspecified – in the political lexicon. It is entrenched in scholarly discussions of public policy as well as in the 'policy wonk' of journalists, lobbyists and spin-doctors. This does not mean that there is an agreed definition of think tank or consensual understanding of their roles and functions. Nevertheless, the majority of organizations with this label undertake policy research of some kind. The idea of think tanks as a research communication 'bridge' presupposes that there are discernible boundaries between (social) science and policy. This paper will investigate some of these boundaries. The frontiers are not only organizational and legal; they also exist in how the 'public interest' is conceived by these bodies and their financiers. Moreover, the social interactions and exchanges involved in 'bridging', themselves muddy the conception of 'boundary', allowing for analysis to go beyond the dualism imposed in seeing science on one side of the bridge, and the state on the other, to address the complex relations between experts and public policy
Exploring the role of materials in policy change: innovation in low energy housing in the UK
There remains uncertainty in models of the policy process about how and when radical change takes place. Most policy authors focus on explaining incremental change, and yet in practice a pattern of change described as punctuated equilibrium has been observed, with periods of stability interspersed with periods of rapid, abrupt change. It is argued here that the influence of materials and technologies—the substance of policy—must be incorporated into models of the policy process in order to help further our understanding of radical change. Concepts from science and technology studies concerning the inseparability of social and technical spheres are used to explore how people and materials interact to create opportunities for radical change. These ideas are particularly relevant to policy sectors comprising durable, capital-intensive infrastructure, such as housing. Drawing on examples from the UK housing sector, ideas about policy networks and large technical systems are synthesised to develop a more holistic, interdisciplinary account of policy change
