    Can processes make relationships work? The Triple Helix between structure and action

    This contribution seeks to explore how complex adaptive theory can be applied at the conceptual level to unpack Triple Helix models. We use two cases to examine this issue – the Finnish Strategic Centres for Science, Technology & Innovation (SHOKs) and the Canadian Business-led Networks of Centres of Excellence (BL-NCE). Both types of centres are organisational structures that aspire to be business-led, with a considerable portion of their activities driven by (industrial) users’ interests and requirements. Reflecting on the centres’ activities along three dimensions – knowledge generation, consensus building and innovation – we contend that conceptualising the Triple Helix from a process perspective will improve the dialogue between stakeholders and shareholders

    Fredkin Gates for Finite-valued Reversible and Conservative Logics

    The basic principles and results of Conservative Logic introduced by Fredkin and Toffoli on the basis of a seminal paper of Landauer are extended to d-valued logics, with a special attention to three-valued logics. Different approaches to d-valued logics are examined in order to determine some possible universal sets of logic primitives. In particular, we consider the typical connectives of Lukasiewicz and Godel logics, as well as Chang's MV-algebras. As a result, some possible three-valued and d-valued universal gates are described which realize a functionally complete set of fundamental connectives.Comment: 57 pages, 10 figures, 16 tables, 2 diagram

    Computational and Biological Analogies for Understanding Fine-Tuned Parameters in Physics

    In this philosophical paper, we explore computational and biological analogies to address the fine-tuning problem in cosmology. We first clarify what it means for physical constants or initial conditions to be fine-tuned. We review important distinctions such as the dimensionless and dimensional physical constants, and the classification of constants proposed by Levy-Leblond. Then we explore how two great analogies, computational and biological, can give new insights into our problem. This paper includes a preliminary study to examine the two analogies. Importantly, analogies are both useful and fundamental cognitive tools, but can also be misused or misinterpreted. The idea that our universe might be modelled as a computational entity is analysed, and we discuss the distinction between physical laws and initial conditions using algorithmic information theory. Smolin introduced the theory of "Cosmological Natural Selection" with a biological analogy in mind. We examine an extension of this analogy involving intelligent life. We discuss if and how this extension could be legitimated.     On the Dialectics of Global Governance in the Twenty-first Century : A Polanyian Double Movement?

    Following decades of economic globalisation and market-oriented reforms across the world, Karl Polanyi’s double movement has been invoked not only to explain what is happening but also to give reasons for being hopeful about a different future. Some have suggested a pendulum model of history: a swing from markets to society leading, in the next phase, to a swing from society to markets, and so on. The double movement can also be understood dialectically as a description of an irreversible historical development following its own inner laws or schemes of development. Going beyond a thesis – antithesis – synthesis pattern, I maintain that conceptions and schemes drawn from dialectics, and especially dialectical critical realism, can provide better geo-historical hypotheses for explaining past changes and for building scenarios about possible future changes. I analyse political economy contradictions and tendencies, and focus on normative rationality, to assess substantial claims about rational tendential directionality of world history. I argue that democratic global Keynesianism would enable processes of decommodification and new syntheses concerning the market/social nexus. A learning process towards qualitatively higher levels of reflexivity can help develop global transformative agency. Existing contradictions can be resolved by means of rational collective actions and building more adequate common institutions. These collective actions are likely to involve new forms of political agency such as world political parties.Peer reviewe

    A simple view of linguistic complexity

    Although a growing number of second language acquisition (SLA) studies take linguistic complexity as a dependent variable, the term is still poorly defined and often used with different meanings, thus posing serious problems for research synthesis and knowledge accumulation. This article proposes a simple, coherent view of the construct, which is defined in a purely structural way, i.e. the complexity directly arising from the number of linguistic elements and their interrelationships. Issues of cognitive cost (difficulty) or developmental dynamics (acquisition) are explicitly excluded from this theoretical definition and its operationalization. The article discusses how the complexity of an interlanguage system can be assessed based on the limited samples SLA researchers usually work with. For the areas of morphology, syntax and the lexicon, some measures are proposed which are coherent with the purely structural view advocated, and issues related to their operationalization are critically scrutinized

    The topic of sex offender rehabilitation frequently evokes fierce reactions, ranging from strident demands for harsher sentences contrasted with calls for more imaginative and compassionate sentencing options. There seems to be a polarization of positions centred on the question of offenders\u27 moral standing: are they moral strangers or fellow travellers? This fundamental disagreement about offenders\u27 moral status is at the core of a number of independent, although related current practice and research issues confronting the field, namely: (1) risk management versus strength-based treatment approaches; (2) the utility of utilizing individually tailored versus manual-based programmes for offenders; (3) focusing on the technical aspects or therapy as opposed to relationship and therapist factors (what has been called process issues); and (4) the conflict between protecting the community versus promoting the interests of offenders. In this paper I suggest that an approach to sex offender treatment based on a combination of human rights theory (an ethical resource) and strengths-based approaches can help us navigate our way through the above dilemmas in a way that addressees both the needs of offenders and those of the community

    Quantum Computer with Mixed States and Four-Valued Logic

    In this paper we discuss a model of quantum computer in which a state is an operator of density matrix and gates are general quantum operations, not necessarily unitary. A mixed state (operator of density matrix) of n two-level quantum systems is considered as an element of 4^n-dimensional operator Hilbert space (Liouville space). It allows to use a quantum computer model with four-valued logic. The gates of this model are general superoperators which act on n-ququat state. Ququat is a quantum state in a four-dimensional (operator) Hilbert space. Unitary two-valued logic gates and quantum operations for an n-qubit open system are considered as four-valued logic gates acting on n-ququat. We discuss properties of quantum four-valued logic gates. In the paper we study universality for quantum four-valued logic gates.Comment: 17 page

    The logic of the future in quantum theory

    According to quantum mechanics, statements about the future made by sentient beings like us are, in general, neither true nor false; they must satisfy a many-valued logic. I propose that the truth value of such a statement should be identified with the probability that the event it describes will occur. After reviewing the history of related ideas in logic, I argue that it gives an understanding of probability which is particularly satisfactory for use in quantum mechanics. I construct a lattice of future-tense propositions, with truth values in the interval [0,1][0,1], and derive logical properties of these truth values given by the usual quantum-mechanical formula for the probability of a history

It is argued an evolutionary theory of entrepreneurship must give as much concern to the foundations of evolutionary thought as it does the nature entrepreneurship. The central point being that we must move beyond a debate or preference of the natural selection and adaptationist viewpoints.     Assessing the value of seasonal climate forecasts for decision‐making

    Seasonal climate forecasts (SCF) can support decision‐making and thus help society cope with and prepare for climate variability and change. The demand for understanding the value and benefits of using SCF in decision‐making processes can be associated with different logics. Two of these would be the need to justify public and private investment in the provision of SCF and demonstrating the gains and benefits of using SCF in specific decision‐making contexts. This paper reviews the main factors influencing how SCF is (or can be) valued in supporting decision‐making and the main methods and metrics currently used to perform such valuations. Our review results in four key findings: (a) there is a current emphasis on economic ex ante studies and the quantification of SCF value; (b) there are fundamental differences in how the value of SCF is defined and estimated across methods and approaches; (c) most valuation methods are unable to capture the differential benefits and risks of using SCF across spatiotemporal scales and groups; and (d) there is limited involvement of the decision‐makers in the valuation process. The paper concludes by providing some guiding principles towards more effective valuations of SCF, notably the need for a wider diversity and integration of methodological approaches. These should particularly embrace ex‐post, qualitative, and participatory approaches which allow co‐evaluation with decision‐makers so that more comprehensive and equitable SCF valuations can be developed in future
