    The requirements and challenges in preventing of road traffic injury in Iran. A qualitative study

    <p>Abstract</p> <p>Background</p> <p>Road traffic injuries (RTIs) are a major public health problem, especially in low- and middle-income countries. Among middle-income countries, Iran has one of the highest mortality rates from RTIs. Action is critical to combat this major public health problem. Stakeholders involved in RTI control are of key importance and their perceptions of barriers and facilitators are a vital source of knowledge. The aim of this study was to explore barriers to the prevention of RTIs and provide appropriate suggestions for prevention, based on the perceptions of stakeholders, victims and road-users as regards RTIs.</p> <p>Methods</p> <p>Thirty-eight semi-structured interviews were conducted with informants in the field of RTI prevention including: police officers; public health professionals; experts from the road administrators; representatives from the General Governor, the car industry, firefighters; experts from Emergency Medical Service and the Red Crescent; and some motorcyclists and car drivers as well as victims of RTIs. A qualitative approach using grounded theory method was employed to analyze the material gathered.</p> <p>Results</p> <p>The core variable was identified as "The lack of a system approach to road-user safety". The following barriers in relation to RTI prevention were identified as: human factors; transportation system; and organizational coordination. Suggestions for improvement included education (for the general public and targeted group training), more effective legislation, more rigorous law enforcement, improved engineering in road infrastructure, and an integrated organization to supervise and coordinate preventive activities.</p> <p>Conclusion</p> <p>The major barriers identified in this study were human factors and efforts to change human behaviour were suggested by means of public education campaigns and stricter law enforcement. However, the lack of a system approach to RTI prevention was also an important concern. There is an urgent need for both an integrated system to coordinate RTI activities and prevention and a major change in stakeholders' attitudes towards RTI prevention. The focus of all activities should take place on road users' safety.</p

    Propuesta de alternativa para la pacificación del tránsito frente a la sede 13 (calle 47 entre las carreras 13 y 14) de la Universidad Católica de Colombia

    Trabajo de investigaciónEste proyecto busca generar espacios seguros para los peatones, con el fin de reducir los accidentes de tránsito, que al año 2018 según datos del IDECA, en la intersección de la carrera 13 con calle 47 se establecieron en 13. Gracias a las diferentes alternativas de pacificación del tránsito que se encuentran disponibles en la actualidad, se ha logrado disminuir los accidentes de tránsito, es por esto, que en esta investigación se propone diseñar un paso a nivel sobre la calle 47 entre Carreras 13 y 14, con el fin de ampliar las vías peatonales basándose en la cartilla de andenes para Bogotá de la Secretaria Distrital De Planeación y el Decreto 327 del 2004. De igual manera se verifico el nivel de servicio actual del andén del costado norte y el nivel de servicio que se prestará con las alternativas propuestas, finalmente se llevó a cabo una simulación de la condición actual de movilidad del corredor con el fin de determinar cómo se comportara el corredor con la alternativa planteada en la investigación. Todas las conclusiones de la investigación se basan en mejorar las condiciones de movilidad peatonal con el fin de conseguir una movilidad más segura y que no represente conflicto entre los diferentes actores viales del corredor.INTRODUCCIÓN 1.     The industry role in policymaking [Elektronisk resurs] : Policy learning in climate politics

    Climatic change has sparked a broad range of responses on all societal levels. New initiatives and negotiations, scientific findings, and technological developments, have established a novel framework for policymaking and industrial abatement investments. Lessons on the evolving framework should be analysed and utilised to handle the dynamic reality of climate policymaking processes. Governments in the majority of economies only have an indirect and long-term influence on reducing industrial emissions, as they do not own the emitting operations. As representing one-third of the global carbon dioxide emissions, industry is therefore a key stakeholder group in whether or not the political agenda will be fulfilled. How industry perceives that obstacles and opportunities affect investment calculi are thus important. Hence, policymakers should facilitate policy learning (PL) to aid the creation of effective and efficient political agendas. This is important to acknowledge the policy and investment experiences of industrial actors and to deal with a number of plausible investment obstacles identified under the novel framework. Taking stock of PL and other policy theories, this thesis is aimed to develop recommendations for facilitating PL and thus contributing to more effective and efficient climate policy frameworks. The results highlight the role of industry in abatement and political strategies where policymakers need to gain knowledge on how industries perceive abatement investment obstacles and how these may be bridged. The intrinsic learning values of government-industry negotiated agreements (NAs) are emphasised and a framework for operationalising PL through NA designs is developed. PL is furthermore identified as important, and NAs are recommended as a policy instrument, to fill knowledge gaps identified in two case-studies of promoting complex and novel industrial operations. This thesis also recommends a participatory policy evaluation tool that is sensitive to industrial competitiveness and establishes a forum for discussions on perceived investment obstacles and opportunities under different conditions. The results are not aimed to provide a blueprint for a comprehensive climate policy framework but as a contribution to literature and the incremental learning that this thesis strongly promotes.</p
