The role of universities in regional development: conceptual models and policy institutions in the UK, Sweden and Austria

The literature on universities’ contributions to regional development is broad and diverse. A precise understanding of how regions may draw advantages from various university activities and the role of public policy institutions in promoting such activities is still missing. The aim of this paper is to provide a framework for analysing universities’ contributions to regional economic and societal development in differing national contexts and the policy institutions that underpin them. To do this, we review four conceptual models: the entrepreneurial university model, the regional innovation system (RIS) model, the mode 2 university model and the engaged university model. The paper demonstrates that these four models emphasize very different activities and outputs by which universities are seen to benefit regional economy and society. It is also shown that these models differ markedly with respect to the policy implications and practice. Analysing some of the public policy imperatives and incentives in the UK, Austria and Sweden, the paper highlights that in the UK, policies encourage all four university models. In contrast, in Sweden and Austria, policy institutions tend to privilege the RIS university model, whilst at the same time, there is some evidence for increasing support of the entrepreneurial university model

Fiskalische Kosten einer steuerlichen Förderung von Forschung und Entwicklung in Deutschland - Eine empirische Analyse verschiedener Gestaltungsoptionen

Der Beitrag berechnet die Aufkommensausfälle verschiedener Gestaltungsmodelle für eine steuerliche Forschungsförderung in Deutschland auf Basis eines Mikrosimulationsmodells. Die fiskalischen Kosten betragen zwischen 464 Mio. € und 5.701 Mio. €. Eine Erstattungsoption der Steuergutschrift über die Gewerbe- und Körperschaftsteuerschuld hinaus ist unerlässlich, da sonst etwa ein Drittel der Unternehmen nicht oder nur teilweise in den Genuss der Förderung kommen würde und sich dadurch starke Verzerrungen zwischen ertragsstarken und ertragsschwachen Unternehmen ergeben. Eine Differenzierung der Fördersätze für KMU und große Unternehmen kann die Aufkommensausfälle wirksam begrenzen. Eine Kappungsgrenze in Höhe eines absoluten Betrages ist wegen der Verzerrungen innerhalb der Gruppe großer Unternehmen ungünstig. Als besonders pragmatisch erscheint eine Verrechnung der Steuergutschrift mit der abzuführenden Lohnsteuer

Educators' working conditions in a day care centre on ownership of a non-profit organization

Background: Working conditions of nursery school teachers have not been scrutinized thoroughly in scientific research. Only a few studies have so far examined work-load and strain in this profession. Preferably, subjective perceptions should be corroborated by data that can be quantified more objectively and accurately. The aim of the present observational field study was to evaluate pedagogical staffs' workflow. Methods: In 2009 eleven educators in a day care centre were observed throughout three complete workdays. A total of 250 working hours were recorded. Results: An educators' workday lasted on average 07:46:59 h (SD = 01:01:10 h).Within this time span, an average of 02:20:46 h (30.14%, SD = 00:28:07 h) were spent on caring, 01:44:18 h on playing (22.33%, SD = 00:54:12 h), 00:49:37 h on educational work (10.62%, SD = 00:40:09), and only 00:05:38 h on individual child contact (1.21%, SD = 00:04:58 h). Conclusion: For the first time, educators' workflow in day care centres was studied in real time. Some of the educators' self-reported problems were corroborated. The results of this study form a basis upon which further investigations can be built and measures can be developed for an overall improvement of child care

India's nuclear doctrine Contexts and constraints

'Ever since India achieved independence in 1947, its response to global nuclear non-proliferation measures has been a dominant theme in the country's overall evolution of nuclear policy. However, India conducted a nuclear test in 1974, which it termed a 'peaceful nuclear explosion' and in 1998, India conducted a full-scale nuclear test and subsequently claimed to have attained nuclear capability. The purpose of this article is to critically evaluate key elements of India's draft nuclear doctrine. The draft was presented to the Prime Minister and the Cabinet in August 1999 and released later for public debate by the National Security Advisory Board.' (author's abstract)Seit Indiens Unabhaengigkeit im Jahr 1947 ist die Haltung des Landes zum Atomwaffensperrvertrag in der Nuklearpolitik des Landes eine dominierende Frage. Indien fuehrte 1974 einen Kernwaffentest durch, der als 'friedliche Nuklearexplosion' bezeichnet wurde. 1998 wurde ein umfassender Kernwaffentest durchgefuehrt, nach dem Indien behauptete, jetzt ueber die entsprechende Technologie zu verfuegen. Ziel des Beitrags ist es, Schluesselelemente der indischen Nukleardoktrin kritisch zu bewerten. Hierbei geht es um einen Entwurf, der im August 1999 dem Premierminister und dem Kabinett vorgelegt und spaeter vom National Security Advisory Board der oeffentlichen Diskussion zugaenglich gemacht wurde.
