Assessing verticalization effects on urban safety perception
We describe an experiment with the modeling of urban verticalization effects
on perceived safety scores as obtained with computer vision on Google
Streetview data for New York City. Preliminary results suggests that for
smaller buildings (between one and seven floors), perceived safety increases
with building height, but that for high-rise buildings, perceived safety
decreases with increased height. We also determined that while height
contributing for this relation, other zonal aspects also influences the
perceived safety scores, suggesting spatial structuring also influences such

Systemic intervention for computer-supported collaborative learning
This paper presents a systemic intervention approach as a means to overcome the methodological challenges involved in research into computer-supported collaborative learning applied to the promotion of mathematical problem-solving (CSCL-MPS) skills in schools. These challenges include how to develop an integrated analysis of several aspects of the learning process; and how to reflect on learning purposes, the context of application and participants' identities. The focus of systemic intervention is on processes for thinking through whose views and what issues and values should be considered pertinent in an analysis. Systemic intervention also advocates mixing methods from different traditions to address the purposes of multiple stakeholders. Consequently, a design for CSCL-MPS research is presented that includes several methods. This methodological design is used to analyse and reflect upon both a CSCL-MPS project with Colombian schools, and the identities of the participants in that project
Labor market regulations and the demand for labor in Brazil
The main objective of this study is to evaluate the impact of the 1988 changes in labor market regulations prescribed by the new Constitution on the level of employment and on the speed of employment adjustment in Brazil. From the many aspects of labor market regulations, this study concentrates on those that directly influence variable labor and dismissal costs. Evaluating the impact of changes in these costs on the level of employment and speed of adjustment is based on estimates of structural dynamic models for labor demand at different points in time before and after the 1988 constitutional change. The empirical strategy is to estimate such models from micro-longitudinal monthly data for a sample of 5,000 manufacturing establishments, which cover the period from January 1985 to December 1997. To try to isolate the effect of the constitutional change on the parameters of the labor demand function from the effects of the trade liberalization process and from the several stabilization plans that also occurred by the end of the 1980s, we regress our monthly estimates of these parameters on a temporal indicator of the 1988 constitutional change, controlling for a variety of other macroeconomic indicators.
Economies of scale and scope in the provision of diagnostic techniques and therapeutic services in Portuguese hospitals
This paper analyses the provision of auxiliary clinical services that are typically carried out within the hospital. We estimate a flexible cost function for the three most important (cost- wise) diagnostic techniques and therapeutic services in Portuguese hospitals: Clinical Pathology, Medical Imaging and Physical Medicine and Rehabilitation. Our objective in carrying out this estimation is the evaluation of economies of scale and scope in the provision of these services. For all services, we find evidence of ray economies of scale and some evidence of economies of scope. Persistence in Airline Accidents
This paper analyses airline accident data from 1927-2006, through fractional integration. It is shown that airline accidents are persistent and (fractionally) cointegrated with airline traffic. There exists a negative relation between air accidents and airline traffic, with the effect of the shocks to that relationship disappearing in the long run. Jurisdição e precedente eleitoral: discurso e discricionariedade
A função exercida pela jurisdição na consumação dos projetos políticos do Estado de Direito tem passado por grandes transformações ao longo de sua história, e os precedentes eleitorais ocupam lugar de destaque nesse processo. Compreendida enquanto expressão cultural e evolutiva da experiência jurídica e política, a jurisdição, por meio da sua interação com elementos exteriores, tais como o Estado de Direito, o constitucionalismo, a Democracia e a Justiça, liberou-se de dogmas e certezas jurídicas do passado, redimensionando não apenas instituições de direito, como também sua própria finalidade. É nesse ambiente que, por suas vicissitudes e idiossincrasias, o precedente e o discurso judicial no direito eleitoral brasileiro, se mostram propícios a um estudo de caso.The role of jurisdiction in the actual execution of Rule of Law political projects has gone through great transformations along the recent historical process, and electoral precedents occupy a specially significant place in this process. When conceived as the cultural and evolutionary juridical and political actual experience through its necessary interactions with external factors such as the Rule of Law, the constitutionalism, justice and democratic institutions, the functions of jurisdiction was freed from its restricting ties to some of the certainties and dogmas of the past. It is in this intellectual environment with its own peculiarities that the precedent as well as the judicial discourse may reveal their usefulness in Brazilian electoral law. This is the main descriptive purpose of this work, as a case study
