Industrial Policy in Guatemala: A Case of Policy Inertia under Changing Paradigms
This paper reviews productive development policies (PDPs) in Guatemala, focusing on the alleged justification of existing programs in terms of the market or government failures they are meant to address. An effort is made to identify how the different instruments complement or contradict each other and how these situations came to be. The main hypothesis throughout the paper is that there are non-trivial contradictions within the set of PDPs and its implementation framework that render policy instruments ineffective or inefficient, with evidence from several case studies. On this basis and in light of international practices, the study develops a broad set of recommendations for improving the design and implementation of Guatemala’s PDPs.Industrial Policy, Policymaking, Guatemala
Balance of Payments Constrained Growth Model: Evidence for Bolivia 1953-2002
Theoretical and empirical literature have focused on supply factors when studying economic growth determinants. The present work analyzes demand factors as determinants of the Bolivian economic growth between 1953-2002 using framework introduced by Thirlwall (1979). According to cointegration analysis exports were an important determinant in the Bolivian economic growth for the whole period. In addition, real exchange rate presents a negative relationship respect to the long run growth. Further results show that Bolivian imports are more elastics than exports respect to the GDP, determining a negative impact in trade balance. An hypothesis is that the implemented economic model after 1985 has increased the external constraint of the country causing a process of “deindustrialization”.Bolivia, Growth; Thirlwall’s Law; Cointegration
Manufacturing Of Robust Natural Fiber Preforms Utilizing Bacterial Cellulose as Binder
We present a novel method of manufacturing rigid and robust short natural fiber preforms using a papermaking process. Bacterial cellulose acts simultaneously as the binder for the loose fibers and provides rigidity to the fiber preforms. These preforms can be infused with a resin to produce truly green hierarchical composites
High surface area, emulsion-templated carbon foams by activation of polyHIPEs derived from Pickering emulsions.
Carbon foams displaying hierarchical porosity and excellent surface areas of >1400 m2/g can be produced by the activation of macroporous poly(divinylbenzene). Poly(divinylbenzene) was synthesized from the polymerization of the continuous, but minority, phase of a simple high internal phase Pickering emulsion. By the addition of KOH, chemical activation of the materials is induced during carbonization, producing Pickering-emulsion templated carbon foams, or carboHIPEs, with tailorable macropore diameters and surface areas almost triple that of those previously reported. The retention of the customizable, macroporous open-cell structure of the poly(divinylbenzene) precursor and the production of a large degree of microporosity during activation leads to tailorable carboHIPEs with excellent surface areas

The increasing value of ebony (Diospyros celebica Bakh.) recently, causes extensive exploration of the species, and as the consequency the natural population of this species become endangered.Conservation of ebony depends on the management of the Nature Conservation areas or the National Parks in Sulawesi.Conserving the gene pool and management of the surrounding area i.e.the buffer zone is important for the species diversity and the social economic aspect of the local community.The buffer zone has three different functions, as greenbelt zone, interaction zone and cultivation zone.These zones are managed in an integrated system where the progress of the region is responsible on the conservation and community development is implemented. The progress of the ebony forest plantation and agriculture zone of the buffer zone area develops into a mixed plantation forest of an agroforestry system in a community forest management
The RAP Net: A Geodetic Positioning Network for Andalusia (South Spain)
The Council of Public Works and Housing of the Government of Andalusia by means of the Andalusian Cartographic Institute has set a positioning geodetic network named Andalusian Positioning Network (RAP). The Laboratory of Astronomy, Geodesy and Cartography (LAGC) of the University of Cadiz is responsible for the design, development, quality checking, geodetic control and technical support of this network.
The RAP network main goal is providing GPS data in RINEX format for post-processing operations, and broadcasting differential corrections (RTK or DGPS) from the stations for real-time operations.
The RAP network is formed by 22 permanent stations distributed homogeneously as to solve the position problem along Andalusia, including the coast line. The network is referred to ETRF89 reference frame and it has become the geodetic reference frame to scientific and technologic applications, such as the geodynamic control of Andalusia; precise geoid determination; obtaining tropospheric and ionospheric models to regional climatological studies; setting photogrammetric points or marks for georeferencing of satellite images; establishing control points for reference networks in big civil works, for GIS applications, and for terrestrial, maritime and aerial navigation etc.
In this paper we present the proceedings to design and set up of the network, to the organization and quality checking of data and the stations. Finally we explain the methodology established to calculate and adjust the RAP network.IECA (instituto de Estadística y Cartografía de Andalucía)
