Housing Benefit reform and the private rented sector in the UK : on the deleterious effects of short-term, ideological "knowledge"
This paper draws on the figurational sociology of Norbert Elias in understanding the current housing crisis in the UK: one which emphasizes the social interdependencies between individuals and groups, and the power relations that characterise them, in explaining household behaviour. It is argued that such an approach can contribute to a better understanding of housing processes and their differentiated outcomes. At the same time, this analysis exposes the myriad negative consequences that emerge from short-term housing policies based on static, over-simplified assumptions and applied to an ever-increasingly complex housing figuration, which is constantly in flux. These arguments are made with reference to empirical evidence on the impact of changes to Housing Benefit in the private rented sector, which shows how neoliberal housing policy contributes to long-term detrimental effects on marginalised households and groups. Through this example, it is argued that the governmental presentation of welfare reforms differs markedly from the reality of consequences on the ground and corresponds to 'neoliberal state-crafting'. It is suggested that any approach to understanding the complexities of the housing system must retain a focus on historical change, precedents and fluctuations in power balances to avoid the pernicious "retreat into the present" characteristic of policy
New housing association development and its potential to reduce concentrations of deprivation: An English case study
Social housing across Western Europe has become significantly more residualised as
governments concentrate on helping vulnerable households. Many countries are trying to
reduce the concentrations of deprivation by building for a wider range of households and
tenures. In England this policy has two main strands: (i) including other tenures when
regenerating areas originally built as mono-tenure social housing estates and (ii) introducing
social rented and low cost homeownership into new private market developments through
planning obligations. By examining where new social housing and low cost home ownership
homes have been built and who moves into them, this paper examines whether these
policies achieve social mix and reduce spatial concentrations of deprivation. The evidence
suggests that new housing association development has enabled some vulnerable
households to live in areas which are not deprived, while some better off households have
moved into more deprived areas. But these trends have not been sufficient to stem
increases in deprivation in the most deprived areas
Interoperability optimisation for shared equity housing model development and FTB homeownership in the UK
Purpose – This paper assessed financial interoperability implications associated with First Time Buyers (FTB) in housing development and the role of the Community Land Trust Shared Equity Housing Model (CLT SEHM).
Design/Methodology/Approach – The Interoperability optimisation process adopted by this study involved triangulated findings from literature, semi-structured interviews and questionnaire surveys. The text analysis of interview responses was actualised with Nvivo 9.0. This process informed the validation of themes through a questionnaire survey (purposive sampling), of which findings were subsequently analysed with statistical methods including binary logistic regression to validate interoperability rational and implications.
Findings – The study identified positive financial interoperability outcomes for a successful synergy between the CLT SEHM and FTBs. From the analysis, there were sustainable results for average income multiple and property transfer/resale value for the CLT SEHM compared to conventional models. However, for the most at risk FTB groups, recommendations included increased concessions for CLT SEHM developments to incentivise bespoke rent purchase hybrid schemes.
Originality/value – This research provided a good starting point for achieving improved level of efficiency necessary for the introduction of emerging/renewed alternative housing models into mainstream operational capabilities in housing and local development policies.
