The Impact of Weight-Based Penalties on Drug Purity and Consumption: A Theoretical Analysis
This paper investigates the impact of an increase in law enforcement on the purity of illicit drugs and illicit drug consumption. The impact is explored under the assumption that dealer penalties increase in the weight of drugs sold (as stipulated by current U.S. drug sentencing guidelines) and under the assumption that penalties increase in the effective dose, equal to purity times weight, of drugs sold. The paper finds that an increase in either the certainty of dealer or user punishment, under the assumption of weight-based dealer penalties, may increase the purity and the quantity of drugs consumed. An increase in the certainty of either dealer or user punishment, under effective dose-based penalties, decreases drug purity and the quantity of drugs consumed.
Treatment of Abscessed Primary Molars Utilizing Lesion Sterilization and Tissue Repair: Literature Review and Report of Three Cases
Purpose: The purpose of this report was to review an emerging alternative treatment to pulpectomies and extractions for nonvital primary teeth called lesion sterilization and tissue repair (LSTR) and provide the results of three clinical case applications. LSTR is a noninstrumentation endodontic treatment that involves a triantibiotic mixture in a propylene glycol vehicle, which is used to disinfect root canal systems. This concept was developed by the cariology research unit of the School of Dentistry, Niigata University, Niigata, Niigata Prefecture, Japan. This article reviews the development of the technique, clinical procedures required for the technique, three clinical applications and radiographic documentation and follow-up, and a short literature review of the current evidence supporting its application in clinical practice
Energy efficient engine
The feasibility of meeting or closely approaching the emissions goals established for the Energy Efficient Engine (E3) Project with an advanced design, single annular combustor was determined. A total of nine sector combustor configurations and one full-annular-combustor configuration were evaluated. Acceptable levels of carbon monoxide and hydrocarbon emissions were obtained with several of the sector combustor configurations tested, and several of the configurations tested demonstrated reduced levels of nitrogen oxides compared to conventional, single annular designs. None of the configurations tested demonstrated nitrogen oxide emission levels that meet the goal of the E3 Project

Using texts, artifacts and images--from rabbinic commentaries to Roman catacombs--we will investigate cross-cultural dialogue and interaction with local, non-Jewish neighbors throughout the classical world

Numerical treatment of seismic accelerograms and of inelastic seismic structural responses using harmonic wavelets
The harmonic wavelet transform is employed to analyze various kinds of nonstationary signals common in aseismic design. The effectiveness of the harmonic wavelets for capturing the temporal evolution of the frequency content of strong ground motions is demonstrated. In this regard, a detailed study of important earthquake accelerograms is undertaken and smooth joint time-frequency spectra are provided for two near-field and two far-field records; inherent in this analysis is the concept of the mean instantaneous frequency. Furthermore, as a paradigm of usefulness for aseismic structural purposes, a similar analysis is conducted for the response of a 20-story steel frame benchmark building considering one of the four accelerograms scaled by appropriate factors as the excitation to simulate undamaged and severely damaged conditions for the structure. The resulting joint time-frequency representation of the response time histories captures the influence of nonlinearity on the variation of the effective natural frequencies of a structural system during the evolution of a seismic event. In this context, the potential of the harmonic wavelet transform as a detection tool for global structural damage is explored in conjunction with the concept of monitoring the mean instantaneous frequency of records of critical structural responses
Quiet Clean Short-haul Experimental Engine (QCSEE). Double-annular clean combustor technology development report
A sector combustor technology development program was conducted to define an advanced double annular dome combustor sized for use in the quiet clean short haul experimental engine (QCSEE). A design which meets the emission goals, and combustor performance goals of the QCSEE engine program was developed. Key design features were identified which resulted in substantial reduction in carbon monoxide and unburned hydrocarbon emission levels at ground idle operating conditions, in addition to very low nitric oxide emission levels at high power operating conditions.
