Recent U.S. Trade Policy and its Global Implications
The purpose of this paper is to describe United States trade policy since World War II, and to assess the possibility for ongoing U.S.trade-policy leadership. U.S. trade policy has shown remarkable consistency since World War II. It has never been as purely free-trade-focussed as some commentators suggest, but it has not recently shifted toward isolationism as dramatically as alarmists fear. It has almost always been best described as "open, but fair," with injury to import competitors being the measure of "fairness." The general consistency of U.S. trade policy over time is quite remarkable given the frequent change of political party in power, especially in the executive branch, but also in the Congress. U.S. trade-policy leadership seems still potentially strong despite a decline in U.S. hegemony. It is clearly strong in a protectionist direction.Any shift toward aggressive insularity justifies parallel trade-policy aggression in the eyes of trading partners. It is arguably strong ina liberalizing direction as well. The U.S. seems ideally poised for aggressive trade-policy peacemaking; perhaps multilaterally, but perhaps also bilaterally; perhaps with its traditional industrial trading partners, but perhaps also with Japan and newly industrializing Asian countries that play so importanta role in U.S. trade, and that, on many matters,may be closer in spirit to U.S. economic philosophy than Europe, Canada, or Latin America.
Economic and demographic issues related to deployment of the Satellite Power System (SPS)
Growth in energy consumption stimulated interest in exploitation of renewable sources of electric energy. One technology that was proposed is the Satellite Power System (SPS). Before committing the U.S. to such a large program, the Department of Energy and the National Aeronautics and Space Administration are jointly participating in an SPS Concept Development and Evaluation Program. This white paper on industrial and population relocation is part of the FY 78 preliminary evaluation of related socio-economic issues. Results of four preliminary assessment activities are documented
Spectrophotometry of 2 complete samples of flat radio spectrum quasars
Spectrophotometry of two complete samples of flat-spectrum radio quasars show that for these objects there is a strong correlation between the equivalent width of the CIV wavelength 1550 emission line and the luminosity of the underlying continuum. Assuming Friedmann cosmologies, the scatter in this correlation is a minimum for q (sub o) is approximately 1. Alternatively, luminosity evolution can be invoked to give compact distributions for q (sub o) is approximately 0 models. A sample of Seyfert galaxies observed with IUE shows that despite some dispersion the average equivalent width of CIV wavelength 1550 in Seyfert galaxies is independent of the underlying continuum luminosity. New redshifts for 4 quasars are given
Diffraction-limited CCD imaging with faint reference stars
By selecting short exposure images taken using a CCD with negligible readout
noise we obtained essentially diffraction-limited 810 nm images of faint
objects using nearby reference stars brighter than I=16 at a 2.56 m telescope.
The FWHM of the isoplanatic patch for the technique is found to be 50
arcseconds, providing ~20% sky coverage around suitable reference stars.Comment: 4 page letter accepted for publication in Astronomy and Astrophysic
The Most Severe Test for Hydrophobicity Scales: Two Proteins with 88% Sequence Identity but Different Structure and Function
Protein-protein interactions (protein functionalities) are mediated by water,
which compacts individual proteins and promotes close and temporarily stable
large-area protein-protein interfaces. In their classic paper Kyte and
Doolittle (KD) concluded that the "simplicity and graphic nature of
hydrophobicity scales make them very useful tools for the evaluation of protein
structures". In practice, however, attempts to develop hydrophobicity scales
(for example, compatible with classical force fields (CFF) in calculating the
energetics of protein folding) have encountered many difficulties. Here we
suggest an entirely different approach, based on the idea that proteins are
self-organized networks, subject to finite-scale criticality (like some network
glasses). We test this proposal against two small proteins that are delicately
balanced between alpha and alpha/beta structures, with different functions
encoded with only 12% of their amino acids. This example explains why protein
structure prediction is so challenging, and it provides a severe test for the
accuracy and content of hydrophobicity scales. The new method confirms KD's
evaluation, and at the same time suggests that protein structure, dynamics and
function can be best discussed without using CFF
Measurements of some parameters of thermal sparks with respect to their ability to ignite aviation fuel/air mixtures
A method used to generate thermal sparks for experimental purposes and methods by which parameters of the sparks, such as speed, size, and temperature, were measured are described. Values are given of the range of such parameters within these spark showers. Titanium sparks were used almost exclusively, since it is particles of this metal which are found to be ejected during simulation tests to carbon fiber composite (CFC) joints. Tests were then carried out in which titanium sparks and spark showers were injected into JP4/(AVTAG F40) mixtures with air. Single large sparks and dense showers of small sparks were found to be capable of causing ignition. Tests were then repeated using ethylene/air mixtures, which were found to be more easily ignited by thermal sparks than the JP4/ air mixtures
Forming norms: informing diagnosis and management in sports medicine
Clinicians aim to identify abnormalities, and distinguish harmful from harmless abnormalities. In sports medicine, measures of physical function such as strength, balance and joint flexibility are used as diagnostic tools to identify causes of pain and disability and monitor progression in response to an intervention. Comparing results from clinical measures against ‘normal’ values guides decision-making regarding health outcomes. Understanding ‘normal’ is therefore central to appropriate management of disease and disability. However, ‘normal’ is difficult to clarify and definitions are dependent on context. ‘Normal’ in the clinical setting is best understood as an appropriate state of physical function. Particularly as disease, pain and sickness are expected occurrences of being human, understanding ‘normal’ at each stage of the lifespan is essential to avoid the medicalisation of usual life processes. Clinicians use physical measures to assess physical function and identify disability. Accurate diagnosis hinges on access to ‘normal’ reference values for such measures. However our knowledge of ‘normal’ for many clinical measures in sports medicine is limited. Improved knowledge of normal physical function across the lifespan will assist greatly in the diagnosis and management of pain, disease and disability
Self-Consistent Response of a Galactic Disk to an Elliptical Perturbation Halo Potential
We calculate the self-consistent response of an axisymmetric galactic disk
perturbed by an elliptical halo potential of harmonic number m = 2, and obtain
the net disk ellipticity. Such a potential is commonly expected to arise due to
a galactic tidal encounter and also during the galaxy formation process. The
self-gravitational potential corresponding to the self-consistent,
non-axisymmetric density response of the disk is obtained by inversion of
Poisson equation for a thin disk. This response potential is shown to oppose
the perturbation potential, because physically the disk self-gravity resists
the imposed potential. This results in a reduction in the net ellipticity of
the perturbation halo potential in the disk plane. The reduction factor
denoting this decrease is independent of the strength of the perturbation
potential, and has a typical minimum value of 0.75 - 0.9 for a wide range of
galaxy parameters. The reduction is negligible at all radii for higher
