    Leadership succession in schools – an approach to developing a leadership philosophy in teachers

Faculty of Arts and Social Sciences.Recent trends within the NSW state school context point to possible concerns for succession planning and leadership capacity building in the future. The trends indicate a potential reduction in the number of aspirants for school principals' positions. The study investigates how the inclusion of experienced teachers might expand the target group for leadership succession. The purpose of the study is to address an apparent knowledge gap in leadership learning and development for this group and a lack of preparation of teachers for effective and sustained succession into the principal's role, in often challenging and complex contexts. The study explores the research question: What are the ways in which an intervention can promote leadership learning, development and succession in schools? The study draws on three key learning theories: Argyris and Schön (1978), Isaacs (1993) and Kolb (1984). These theories underpin ways to achieve effective leadership development through the use of experiential and reflective learning strategies. The literature reviewed suggests that leadership strategies, focused on collaborative work-based practices such as "Facilitated Reciprocal Peer Coaching," leadership projects and informal conversation, together with iterative cycles of inquiry and reflection, promote the capacity building essential for quality leadership development. This study explores whether these leadership strategies motivate experienced teachers to engage in leadership development activities and build their leadership philosophy. This study is distinctive because it uses elements of Design Based Research (DBR) methodology to collect data on the participants' experiences of a Leadership Learning Intervention (LLI) and the researcher's observations of leadership development. Data were gathered from interviews, the LLI itself, participants' learning journals and the researcher's observations. The LLI focused on collegial groupings of participants working on a range of experiential and reflective learning activities. These collaborative learning processes broadened the participants' understanding of the nature of leadership, fostered their attitudes and beliefs about leadership and developed contextual expertise. As a result of the processes used in the LLI, the participants developed Design Principles for leadership learning and development. The findings, drawn from the Design Principles and the data sources, led to the identification of four major factors for enhancing leadership learning, development and succession with experienced teachers in NSW state schools. The research is significant because it addresses a gap in knowledge, regarding the impact of learning processes, on the engagement and motivation of experienced teachers in ongoing leadership development. Further, the study provides valuable insights for future leadership development programs that explore ways to support experienced teachers to achieve their goals and develop self-confidence in their abilities

    An analytic approximation to the Diffusion Coefficient for the periodic Lorentz Gas

    An approximate stochastic model for the topological dynamics of the periodic triangular Lorentz gas is constructed. The model, together with an extremum principle, is used to find a closed form approximation to the diffusion coefficient as a function of the lattice spacing. This approximation is superior to the popular Machta and Zwanzig result and agrees well with a range of numerical estimates.Comment: 13 pages, 4 figure

    Accuracy of Malaria Rapid Diagnostic Tests in Community Studies and their Impact on Treatment of Malaria in an Area with Declining Malaria Burden in North-Eastern Tanzania.

    Despite some problems related to accuracy and applicability of malaria rapid diagnostic tests (RDTs), they are currently the best option in areas with limited laboratory services for improving case management through parasitological diagnosis and reducing over-treatment. This study was conducted in areas with declining malaria burden to assess; 1) the accuracy of RDTs when used at different community settings, 2) the impact of using RDTs on anti-malarial dispensing by community-owned resource persons (CORPs) and 3) adherence of CORPs to treatment guidelines by providing treatment based on RDT results. Data were obtained from: 1) a longitudinal study of passive case detection of fevers using CORPs in six villages in Korogwe; and 2) cross-sectional surveys (CSS) in six villages of Korogwe and Muheza districts, north-eastern, Tanzania. Performance of RDTs was compared with microscopy as a gold standard, and factors affecting their accuracy were explored using a multivariate logistic regression model. Overall sensitivity and specificity of RDTs in the longitudinal study (of 23,793 febrile cases; 18,154 with microscopy and RDTs results) were 88.6% and 88.2%, respectively. In the CSS, the sensitivity was significantly lower (63.4%; χ2=367.7, p<0.001), while the specificity was significantly higher (94.3%; χ2=143.1, p<0.001) when compared to the longitudinal study. As determinants of sensitivity of RDTs in both studies, parasite density of<200 asexual parasites/μl was significantly associated with high risk of false negative RDTs (OR≥16.60, p<0.001), while the risk of false negative test was significantly lower among cases with fever (axillary temperature ≥37.5 °C) (OR≤0.63, p≤0.027). The risk of false positive RDT (as a determinant of specificity) was significantly higher in cases with fever compared to afebrile cases (OR≥2.40, p<0.001). Using RDTs reduced anti-malarials dispensing from 98.9% to 32.1% in cases aged ≥5 years. Although RDTs had low sensitivity and specificity, which varied widely depending on fever and parasite density, using RDTs reduced over-treatment with anti-malarials significantly. Thus, with declining malaria prevalence, RDTs will potentially identify majority of febrile cases with parasites and lead to improved management of malaria and non-malaria fevers

    Impact of the PROFHER trial findings on surgeons' clinical practice : An online questionnaire survey

    OBJECTIVES: To explore whether orthopaedic surgeons have adopted the Proximal Fracture of the Humerus: Evaluation by Randomisation (PROFHER) trial results routinely into clinical practice. METHODS: A questionnaire was piloted with six orthopaedic surgeons using a 'think aloud' process. The final questionnaire contained 29 items and was distributed online to surgeon members of the British Orthopaedic Association and British Elbow and Shoulder Society. Descriptive statistics summarised the sample characteristics and fracture treatment of respondents overall, and grouped them by whether they changed practice based on PROFHER trial findings. Free-text responses were analysed qualitatively for emerging themes using Framework Analysis principles. RESULTS: There were complete responses from 265 orthopaedic and trauma surgeons who treat patients with proximal humeral fractures. Around half (137) had changed practice to various extents because of PROFHER, by operating on fewer PROFHER-eligible fractures. A third (43) of the 128 respondents who had not changed practice were already managing patients non-operatively. Those who changed practice were more likely to be younger, work in a trauma unit rather than a major trauma centre, be specialist shoulder surgeons and treat fewer PROFHER-eligible fractures surgically. This group gave higher scores when assessing validity and applicability of PROFHER. In contrast, a quarter of the non-changers were critical, sometimes emphatically, of PROFHER. The strongest theme that emerged overall was the endorsement of evidence-based practice. CONCLUSION: PROFHER has had an impact on surgeons' clinical practice, both through changing it, and through underpinning existing non-operative practice. Although some respondents expressed reservations about the trial, evidence from such trials was found to be the most important influence on surgeons' decisions to change practice.Cite this article: L.     The role of legislatures in scrutinising executive patronage has received scant attention in the context of parliamentary democracy. This article addresses this lacuna by focusing on the parliamentary scrutiny of public appointments in the UK. Presenting the results of an extensive programme of research, it reveals how select committees have accrued increasing powers to challenge ministerial appointments, and how this has resulted in a series of unintended consequences that raise critical concerns regarding the overall added-value of pre-appointment scrutiny. The article is therefore of comparative significance for theories of legislative scrutiny in particular and executive–legislature dynamics more broadly

    Allocating the Burdens of Climate Action: Consumption-Based Carbon Accounting and the Polluter-Pays Principle

    Action must be taken to combat climate change. Yet, how the costs of climate action should be allocated among states remains a question. One popular answer—the polluter-pays principle (PPP)—stipulates that those responsible for causing the problem should pay to address it. While intuitively plausible, the PPP has been subjected to withering criticism in recent years. It is timely, following the Paris Agreement, to develop a new version: one that does not focus on historical production-based emissions but rather allocates climate burdens in proportion to each state’s annual consumption-based emissions. This change in carbon accounting results in a fairer and more environmentally effective principle for distributing climate duties

    Measurement of the hadronic photon structure function F_{2}^{γ} at LEP2

    The hadronic structure function of the photon F_{2}^{γ} (x, Q²) is measured as a function of Bjorken x and of the photon virtuality Q² using deep-inelastic scattering data taken by the OPAL detector at LEP at e⁺e⁻ centre-of-mass energies from 183 to 209 GeV. Previous OPAL measurements of the x dependence of F_{2}^{γ} are extended to an average Q² of 〈Q²〉=780 GeV² using data in the kinematic range 0.15<x<0.98. The Q² evolution of F_{2}^{γ} is studied for 12.1<〈Q²〉<780 GeV² using three ranges of x. As predicted by QCD, the data show positive scaling violations in F_{2}^{γ} with F_{2}^{γ} (Q²)/α = (0.08±0.02⁺⁰·⁰⁵_₀.₀₃) + (0.13±0.01⁺⁰·⁰¹_₀.₀₁) lnQ², where Q² is in GeV², for the central x region 0.10–0.60. Several parameterisations of F_{2}^{γ} are in qualitative agreement with the measurements whereas the quark-parton model prediction fails to describe the data
