‘AIRBNB’ in Western Australia: New Issues for Policy Makers Arising From a ‘Disruptive Innovatation\u27
The short terms rental market, colloquially referred to as ‘Airbnb’ accommodation, has proliferated the Australian (and international) accommodation market. The number of rooms being made available per nights in Australia via sort term rental websites runs into the hundreds of thousands. Policy makers have generally been slow to respond to this ‘disruptive innovation’. It is particularly in strata title schemes where the legality of short term rentals is being tested. In this article consideration is given to a recent judgement of the Supreme Court of Appeal in Western Australia to uphold a decision of the State Administrative Tribunal whereby a short term rental arrangement in a strata complex was held to be without approval and hence a breach of the by-laws of the strata scheme. The judgement raises far reaching questions for short term rentals in the strata schemes and highlights the importance for policy guidance and regulatory involvement by state and local authoritie

Quantum Process Tomography of an Optically-Controlled Kerr Non-linearity
Any optical quantum information processing machine would be comprised of
fully-characterized constituent devices for both single state manipulations and
tasks involving the interaction between multiple quantum optical states.
Ideally for the latter, would be an apparatus capable of deterministic optical
phase shifts that operate on input quantum states with the action mediated
solely by auxiliary signal fields. Here we present the complete experimental
characterization of a system designed for optically controlled phase shifts
acting on single-photon level probe coherent states. Our setup is based on a
warm vapor of rubidium atoms under the conditions of electromagnetically
induced transparency with its dispersion properties modified through the use of
an optically triggered N-type Kerr non-linearity. We fully characterize the
performance of our device by sending in a set of input probe states and
measuring the corresponding output via balanced homodyne tomography and
subsequently performing the technique of coherent state quantum process
tomography. This method provides us with the precise knowledge of how our
optical phase shift will modify any arbitrary input quantum state engineered in

Remarks by David F. Cavers to Duke Students Converning the Origin of and Vision for Law and Contemporary Problems
Objectives To present a method for generating reference maps of typical brain characteristics of groups of subjects using a novel combination of rapid quantitative Magnetic Resonance Imaging (qMRI) and brain normalization. The reference maps can be used to detect significant tissue differences in patients, both locally and globally. Materials and Methods A rapid qMRI method was used to obtain the longitudinal relaxation rate (R1), the transverse relaxation rate (R2) and the proton density (PD). These three tissue properties were measured in the brains of 32 healthy subjects and in one patient diagnosed with Multiple Sclerosis (MS). The maps were normalized to a standard brain template using a linear affine registration. The differences of the mean value ofR1, R2 and PD of 31 healthy subjects in comparison to the oldest healthy subject and in comparison to an MS patient were calculated. Larger anatomical structures were characterized using a standard atlas. The vector sum of the normalized differences was used to show significant tissue differences. Results The coefficient of variation of the reference maps was high at the edges of the brain and the ventricles, moderate in the cortical grey matter and low in white matter and the deep grey matter structures. The elderly subject mainly showed significantly lower R1 and R2 and higher PD values along all sulci. The MS patient showed significantly lower R1 and R2 and higher PD values at the edges of the ventricular system as well as throughout the periventricular white matter, at the internal and external capsules and at each of the MS lesions. Conclusion Brain normalization of rapid qMRI is a promising new method to generate reference maps of typical brain characteristics and to automatically detect deviating tissue properties in the brain

menggunakan metode perancangan yang menggambarkan sistem DFD, Use Case kamus data, diagram hubungan entitas (ERD) dan melakukan perancangan proses, masukan dan keluaran serta rencana implementasi dari sistem yang diusulkan.
Hasil analisa dan perancangan ini diharapkan dapat membantu dan memberikan kemudahan bagi pihak eksekutif untuk mengambil keputusan dalam menganalisis laporan-laporan yang disajikan secara grafis pada PT Lotus Pradipta Mulia
Palembang secara cepat, tepat dan akurat.

Ultra-low-noise room-temperature quantum memory for polarization qubits
Here we show an ultra-low noise regime of operation in a simple quantum
memory in warm Rb atomic vapor. By modelling the quantum dynamics of four-level
room temperature atoms, we achieve fidelities >90% for single-photon level
polarization qubits, clearly surpassing any classical strategy exploiting the
non-unitary memory efficiency. This is the first time such important threshold
has been crossed with a room temperature device. Additionally we also show
novel experimental techniques capable of producing fidelities close to unity.
Our results demonstrate the potential of simple, resource-moderate experimental
