    The European Crime Prevention Network (EUCPN) was set up by Council Decision 2009/902/JHA on 30 November 2009 repealing the establishing Council Decision 2001/427/JHA. The Network consists of a Board and a permanent Secretariat as well as contact points which are designated by each Member State. The European Crime Prevention Network contributes to developing the various aspects of crime prevention at the Union level, taking account of the European Union crime preventive strategy, and supports crime prevention activities and good practices at the national and local level. In line with the Council Decision a Multiannual Strategy sets out long-term orientations for the European Crime Prevention Network

    Student-to-Student Diplomacy:Chinese International Students as a Soft Power Tool

    Chinese international students have become an increasingly visible presence around the globe, and interest in these students has consequently increased among universities, researchers, and policy-makers, who often see international students as a source of increased soft power. This article questions the idea of Chinese international students as a soft-power tool. This is done through a critical discussion of the concept of soft power and the rather limited research on educational diplomacy, demonstrating that the analytical vagueness of the concept of soft power leads to an oversimplified understanding of the linkage between international students and soft power. In order to provide a more nuanced understanding of this linkage, the article examines the actual overseas experience of Chinese international students and argues that the linkage between international students and soft power is highly complicated and that these students do not necessarily constitute soft-power resources

    Governance Reforms and Social Progress

    Social science has a major task in today’s world: there is a long list of major gains in the situation of human beings on a global scale, as measured against the Millennium Goals; but the UN (2019) does, however, also list serious problems that lie ahead. Challenges to the Environment, and to the systems of international transactions, especially, demand action on a global scale, as does the increasing social and economic inequality. New forms of governance are clearly required to meet these challenges, but the UN does not attempt to identify which organizational measures are necessary and possible in this respect. A major effort of social science is required to start the process of that identification. Such an effort has been initiated by the International Panel of Social Progress. In its 2018 Report, the IPSP analyzes in depth the concept and situation of social progress – a broad term covering much of the agenda also for the global challenges – and then proceeds to outline in depth the possible ways ahead for progressing, the organizational forms and global/societal governance measures. A Manifesto on Social Progress, published subsequently by five leading IPSP researchers, presents the overall picture in a readable, compressed manner, and discusses organizational forms for reaching social progress. This paper departs from the analyses in the Manifesto, and then tries to go further, attempting to identify the forces that work against social progress, against the governance and regulation formats that must be developed to enable social progress? Those forces - active and powerful regressive forces – can be identified by comparing some of the major developments in contemporary governance. Using examples from countries around the globe, the paper shows how serious these regressive forces are, illustrates how they work, and points to mechanisms that make them emerge and grow. Moreover, the paper suggests a particular role for the social sciences in this context. A true social science cannot be nihilistic or passively compliant. It can and must point to myriads of organizational forms that have been employed to advance the situation of people in all sorts of societies. Social science has to be practical and normative – if not pointing the way, at least mapping the course

    Non-skeletal health effects of vitamin D supplementation: a systematic review on findings from meta-analyses summarizing trial data

    Background A large number of observational studies have reported harmful effects of low 25-hydroxyvitamin D (25OHD) levels on non-skeletal outcomes. We performed a systematic quantitative review on characteristics of randomized clinical trials (RCTs) included in meta-analyses (MAs) on non-skeletal effects of vitamin D supplementation. Methods and findings We identified systematic reviews (SR) reporting summary data in terms of MAs of RCTs on selected non-skeletal outcomes. For each outcome, we summarized the results from available SRs and scrutinized included RCTs for a number of predefined characteristics. We identified 54 SRs including data from 210 RCTs. Most MAs as well as the individual RCTs reported null-findings on risk of cardiovascular diseases, type 2 diabetes, weight-loss, and malignant diseases. Beneficial effects of vitamin D supplementation was reported in 1 of 4 MAs on depression, 2 of 9 MAs on blood pressure, 3 of 7 MAs on respiratory tract infections, and 8 of 12 MAs on mortality. Most RCTs have primarily been performed to determine skeletal outcomes, whereas non-skeletal effects have been assessed as secondary outcomes. Only one-third of the RCTs had low level of 25OHD as a criterion for inclusion and a mean baseline 25OHD level below 50 nmol/L was only present in less than half of the analyses. Conclusions Published RCTs have mostly been performed in populations without low 25OHD levels. The fact that most MAs on results from RCTs did not show a beneficial effect does not disprove the hypothesis suggested by observational findings on adverse health outcomes of low 25OHD levels
