Bernhard Gahlen und das Wirtschaftswissenschaftliche Seminar Ottobeuren

Prof. Dr. Bernhard Gahlen ist am 17. Juli 1998 kurz vor Vollendung seines 60. Lebensjahres unerwartet verstorben. Band 27 des Wirtschaftswissenschaftlichen Seminars Ottobeuren war mit einem Geburtstagsglückwunsch bereits druckfertig. Daraus wurde leider ein „In memoriam Bernhard Gahlen“. Wer zu diesem Band greift, findet noch ein schönes Foto. Am ersten Todestag, Samstag, den 17. Juli 1999, fand an der Universität Augsburg eine Akademische Gedenkfeier statt, bei der der Rektor der Universität, Prof. Dr. Reinhard Blum und Prof. Dr. Fritz Rahmeyer sprachen, letzterer über „Leben und Werk von Bernhard Gahlen“. Die Feier war mit einem von Prof. Dr. Dr. h.c. Helmut Hesse geleiteten Symposium verbunden, gedacht als einen Überblick über Forschungsgebiete, für die auch Bernhard Gahlen sich engagierte. Es referierten Prof. Dr. Manfred Stadler (Tübingen), Prof. Dr. Karl Heinrich Oppenländer (München), Prof. Dr. Manfred Neumann (Nürnberg), Prof. Dr. Wolfgang Franz (ZEW Mannheim), Prof. Dr. Klaus Jaeger (FU Berlin) und Prof. Dr. Hans Jürgen Ramser (Konstanz). Eine integrale Publikation erwies sich als unmöglich. Als letzter Überlebender des alten Dreier- Leitungsteams, das immerhin 17 Bände auf die Beine gestellt hat, habe ich sehr gern die Aufgabe übernommen, im Rahmen der Gedenkfeier über das Lieblingskind von Bernhard Gahlen zu sprechen, und dies war ganz ohne Zweifel das Wirtschaftswissenschaftliche Seminar Ottobeuren. Der vorliegende Text wurde aus Zeitgründen etwas verkürzt vorgetragen

Electrostrictive laser-induced gratings for time-resolved observation of translational-rotational energy transfer in H2

Electrostrictive laser-induced gratings (LIG) have been formed in H2 of various pressures (0.5 5 bar) and with frequencies of the Brillouin modes (sound waves) of about 14 MHz. Under these conditions, the rotational degrees of freedom can only partially follow the temperature variation from the acoustic oscillation. A model is given, which completes the linearized fluid dynamical equations with equations for the rotational state relaxation, separately for the average relaxation of the states for Ortho-H2 and Para-H2. Using such a model, the dispersion of sound frequency is reproduced with an accuracy of a few percent. Acknowledging the complexity of processes leading to foster care breakdown

Family-based solutions for children in care are the preferred option in European countries on the grounds of both cost and quality. Yet, too often, foster care placements intended to be long term are terminated unexpectedly early. Few studies have identified factors leading to unexpected breakdown and fewer still have translated such findings into practical guidance for professionals. This article outlines: (a) the ambiguity and contradictions in the use of terminology (e.g., instability, breakdown, disruption) in several international studies; (b) the adoption of a one-sided, file-based, systemic perspective in recent studies of foster care instability, breakdown, and disruption; and (c) empirical data collected from interviews with foster children. Foster care breakdown is shown to be a process that takes place on several levels. In addition to the actual breakdown event, the situation of the child before the placement, the situation during the placement, the emergence and development of the crisis and the consequences of the breakdown for all those involved are all part of the process. It is only in retrospect that the ending of a foster care process is perceived as a breakdown. Assessments of whether it was planned or unplanned, expected or unexpected, and desirable or undesirable are meaningful only from an individual perspective. Such a perspective must be clearly identified: different people experience and remember the same breakdown in different ways, and its significance for their personal biographies may vary.</jats:p
