    Local economic development: a case study of the Blue Crane Route Municipality, Eastern Cape, South Africa

    Local economic development (LED) in the countries of the North is a voluntary activity of local government, in South Africa it is a mandatory activity. The purpose of LED is to build the capacity of a local area to improve its economic future and the quality of life for all. While local governments in South Africa are currently engaged with the concept of LED which is seen as a tool through which to achieve sustainable development, it is now recognized that there exists economic, social and environmental interdependence between rural and urban areas and a need for a balanced and mutually supportive approach to development of the rural and urban areas. Adopting the Rural-Urban, Economic and Enterprise Development (RUEED) concept, this study highlights the challenges and development problems experienced by the deep rural and urban communities in the implementation of LED activities within the Blue Crane Route Municipality (BCRM) due to the lack of social, economic and environmental sustainability and rural-urban linkages. This study located in the Blue Crane Route Municipality in the Eastern Cape, seeks to investigate and recommend a map or strategies linking together the urban communities with the poorer neighbourhoods in LED activities. The intensive research design that incorporates the case study method was used to achieve the objectives of this study. The empirical findings of the research indicate that the concept of rural-urban linkages is not an adopted strategy in implementing development programmes resulting in deep rural communities being excluded in LED activities initiated within the Blue Crane Route Municipality. The findings also reveal that the creation of employment opportunities and improvement in the standard of living are important dimensions of LED and rural-urban linkages. This study therefore recommends the adoption of a new perspective referred to as the rural-urban linkages for LED and the consideration of economic, social and environmental complementaries that exist between rural and urban areas in the Blue Crane Route Municipality. The study further indicates that it is critical that the LED policy and interventions reflect the existing patterns of interactions between the rural and urban areas of the Municipality

    Laser-induced prenucleation of alumina for electroless plating

    This paper deals with the deposition of palladium from decomposition of a thin palladium acetate layer on rough and porous alumina ceramic surfaces by irradiating it with a UV excimer laser. The palladium acetate layer was formed from a combination of propyl glycol methyl ether acetate solvent and photoresist, and the undecomposed material was removed with the photoresist remover. The discontinuous palladium cluster film formed by the technique was used as seed for electroless coatings. Different patterns were obtained using point focus as well as projection pattering method and subsequently plated with adhesive layers of electroless Ni-B coating

    We investigate the thermodynamical content of a cellular model which describes nuclear fragmentation as a process taking place in an excited disordered system.     Selective metallization of alumina by laser

    Nickel has been selectively deposited on an alumina substrate without any pretreatment from a flow of a nickel acetate solution using the focused beam of an excimer laser. Nickel spots as well as nickel lines were drawn and subsequently plated with an electroless Ni-B coating. Excellent adhesion of the metallized layers was achieved, since with laser irradiation, both etching and deposition took place simultaneously

    Design knowledge capture for a corporate memory facility

    Currently, much of the information regarding decision alternatives and trade-offs made in the course of a major program development effort is not represented or retained in a way that permits computer-based reasoning over the life cycle of the program. The loss of this information results in problems in tracing design alternatives to requirements, in assessing the impact of change in requirements, and in configuration management. To address these problems, the problem was studied of building an intelligent, active corporate memory facility which would provide for the capture of the requirements and standards of a program, analyze the design alternatives and trade-offs made over the program's lifetime, and examine relationships between requirements and design trade-offs. Early phases of the work have concentrated on design knowledge capture for the Space Station Freedom. Tools are demonstrated and extended which helps automate and document engineering trade studies, and another tool is being developed to help designers interactively explore design alternatives and constraints

    Limits of Time-Reversal Violating Interaction from Compound Nuclear Experiments

    Mean square matrix elements of the time reversal invariance violating (TRIV) interaction between the compound nuclear states are calculated within the statistical model, using the explicit form of the TRIV interaction via the ρ\rho-meson exchange. From the comparison of the calculated values with the data known for p+27Al24Mg+αp+ ^{27}Al \Leftrightarrow ^{24}Mg + \alpha reaction, and for γ\gamma-correlation measurements in 113Cd(n,γ)114Cd^{113}Cd(n,\gamma)^{114}Cd process, the bounds on the TRIV constant are obtained {\bar g}_{\rho} \alt 1.8 \times 10^{-2} and {\bar g}_{\rho} \alt 1.1 \times 10^{-2}. The sensitivity of the recently proposed detailed balance test experiments on isolated resonances in 32S^{32}S to the value of gˉρ{\bar g}_{\rho} is shown to be as high as to reach values gˉρ104{\bar g}_{\rho} \sim 10^{-4}.Comment: Phys.
