International Trade Between Consumer and Conservationist Countries
We consider trade between a consumer' country with an open access renewable resource and a conservationist' country that regulates resource harvesting to maximize domestic steady-state utility. In what we call the mild overuse' case, the consumer country exports the resource good and suffers steady-state losses from trade, as suggested by the conventional wisdom' that weak resource management standards confer a competitive advantage on domestic firms in the resource sector but cause welfare losses. Strikingly, however, when the resource stock is most in jeopardy, the conservationist country exports the resource good in steady state and both countries experience gains from trade.
International Trade and Open Access Renewable Resources: The Small Open Economy Case
This paper develops a two-sector general equilibrium model of an economy with an open access renewable resource. We characterize the autarkic steady state, showing that autarky prices (and 'comparative advantage') are determined by the ratio of intrinsic resource growth to labor. Under free trade, steady state trade and production patterns for a small open economy are determined by whether the resource good's world price exceeds its autarky price. Strikingly, if the small country exports the resource good while remaining diversified, then steady-state utility is lower than in autarky, and increases in the world price of exports are welfare-reducing.
Generalized DPW method and an application to isometric immersions of space forms
Let be a complex Lie group and denote the group of maps from
the unit circle into , of a suitable class. A differentiable
map from a manifold into , is said to be of \emph{connection
order } if the Fourier expansion in the loop parameter of the
-family of Maurer-Cartan forms for , namely F_\lambda^{-1}
\dd F_\lambda, is of the form . Most
integrable systems in geometry are associated to such a map. Roughly speaking,
the DPW method used a Birkhoff type splitting to reduce a harmonic map into a
symmetric space, which can be represented by a certain order map,
into a pair of simpler maps of order and respectively.
Conversely, one could construct such a harmonic map from any pair of
and maps. This allowed a Weierstrass type description
of harmonic maps into symmetric spaces. We extend this method to show that, for
a large class of loop groups, a connection order map, for ,
splits uniquely into a pair of and maps. As an
application, we show that constant non-zero curvature submanifolds with flat
normal bundle of a sphere or hyperbolic space split into pairs of flat
submanifolds, reducing the problem (at least locally) to the flat case. To
extend the DPW method sufficiently to handle this problem requires a more
general Iwasawa type splitting of the loop group, which we prove always holds

The environmental benefits of investment in agricultural science and technology: an application of global spatial benefit transfer
Food security is a major current and future policy concern. The world population is projected to reach 9 billion by 2050 and continuing growth in economic output and incomes is expected to result in changing food consumption patterns. In particular the wider adoption of ‘Western’ diets will result in both higher calorie intake and greater meat consumption. Continuing climate change is expected to add further pressures to agricultural production. This paper presents the results of a global analysis funded by the TEEB study on the environmental benefits of investment in agricultural knowledge, science and technology, specifically in terms of closing the gaps between developing and developed country agricultural productivity. The results show that by easing pressures on land use change on terrestrial biomes (forests and grasslands), and the ecosystem services they provide, investment in agricultural science and technology provides environmental benefits of US2,964bn in addition to US5,68bnResearch and Development/Tech Change/Emerging Technologies,
Bailouts in a common market: a strategic approach
Governments in the EU grant Rescue and Restructure Subsidies to bail out ailing firms. In an international asymmetric Cournot duopoly we study effects of such subsidies on market structure and welfare. We adopt a common market setting, where consumers from the two countries form one market. We show that the subsidy is positive also when it fails to prevent the exit. The reason is a strategic effect, which forces the more efficient firm to make additional cost-reducing effort. When the exit is prevented, allocative and productive efficiencies are lower and the only gaining player is the rescued firm
Mathematical Model of Easter Island Society Collapse
In this paper we consider a mathematical model for the evolution and collapse
of the Easter Island society, starting from the fifth century until the last
period of the society collapse (fifteen century). Based on historical reports,
the available primary sources consisted almost exclusively on the trees. We
describe the inhabitants and the resources as an isolated system and both
considered as dynamic variables. A mathematical analysis about why the
structure of the Easter Island community collapse is performed. In particular,
we analyze the critical values of the fundamental parameters driving the
interaction humans-environment and consequently leading to the collapse. The
technological parameter, quantifying the exploitation of the resources, is
calculated and applied to the case of other extinguished civilization (Cop\'an
Maya) confirming, with a sufficiently precise estimation, the consistency of

Selection, transmission, and reversion of an antigen-processing cytotoxic T-lymphocyte escape mutation in Human Immunodeficiency Virus Type 1 infection
Numerous studies now support that human immunodeficiency virus type 1 (HIV-1) evolution is influenced by immune selection pressure, with population studies showing an association between specific HLA alleles and mutations within defined cytotoxic T-lymphocyte epitopes. Here we combine sequence data and functional studies of CD8 T-cell responses to demonstrate that allele-specific immune pressures also select for mutations flanking CD8 epitopes that impair antigen processing. In persons expressing HLA-A3, we demonstrate consistent selection for a mutation in a C-terminal flanking residue of the normally immunodominant Gag KK9 epitope that prevents its processing and presentation, resulting in a rapid decline in the CD8 T-cell response. This single amino acid substitution also lies within a second HLA-A3-restricted epitope, with the mutation directly impairing recognition by CD8 T cells. Transmission of the mutation to subjects expressing HLA-A3 was shown to prevent the induction of normally immunodominant acute-phase responses to both epitopes. However, subsequent in vivo reversion of the mutation was coincident with delayed induction of new CD8 T-cell responses to both epitopes. These data demonstrate that mutations within the flanking region of an HIV-1 epitope can impair recognition by an established CD8 T-cell response and that transmission of these mutations alters the acute-phase CD8+ T-cell response. Moreover, reversion of these mutations in the absence of the original immune pressure reveals the potential plasticity of immunologically selected evolutionary changes
Constructing solutions to the Bj\"orling problem for isothermic surfaces by structure preserving discretization
In this article, we study an analog of the Bj\"orling problem for isothermic
surfaces (that are more general than minimal surfaces): given a real analytic
curve in , and two analytic non-vanishing orthogonal
vector fields and along , find an isothermic surface that is
tangent to and that has and as principal directions of
curvature. We prove that solutions to that problem can be obtained by
constructing a family of discrete isothermic surfaces (in the sense of Bobenko
and Pinkall) from data that is sampled along , and passing to the limit
of vanishing mesh size. The proof relies on a rephrasing of the
Gauss-Codazzi-system as analytic Cauchy problem and an in-depth-analysis of its
discretization which is induced from the geometry of discrete isothermic
surfaces. The discrete-to-continuous limit is carried out for the Christoffel

The New Political Economy of EU State Aid Policy
Despite its importance and singularity, the EU’s state aid policy has attracted less scholarly attention than other elements of EU competition policy. Introducing the themes addressed by the special issue, this article briefly reviews the development of EU policy and highlights why the control of state aid matters. The Commission’s response to the current economic crisis notably in banking and the car industry is a key concern, but the interests of the special issue go far beyond. They include: the role of the European Commission in the development of EU policy, the politics of state aid, and a clash between models of capitalism. The special issue also examines the impact of EU policy. It investigates how EU state aid decisions affect not only industrial policy at the national level (and therefore at the EU level), but the welfare state and territorial relations within federal member states, the external implications of EU action and the strategies pursued by the Commission to limit any potential disadvantage to European firms, and the conflict between the EU’s expanding legal order and national
Socio-economic Impacts—Fisheries
Fishers and scientists have known for over 100 years that the status of fish stocks can be greatly influenced by prevailing climatic conditions. Based on historical sea surface temperature data, the North Sea has been identified as one of 20 ‘hot spots’ of climate change globally and projections for the next 100 years suggest that the region will continue to warm. The consequences of this rapid temperature rise are already being seen in shifts in species distribution and variability in stock recruitment. This chapter reviews current evidence for climate change effects on fisheries in the North Sea—one of the most important fishing grounds in the world—as well as available projections for North Sea fisheries in the future. Discussion focuses on biological, operational and wider market concerns, as well as on possible economic consequences. It is clear that fish communities and the fisheries that target them will be very different in 50 or 100 years’ time and that management and governance will need to adapt accordingly
