    Cross-Border Issues in the Regulation of Charities: Experiences from the UK and Ireland

    Drawing on the specific experiences of the three authors across the jurisdictions of England and Wales, Scotland, Northern Ireland, the Republic of Ireland, this article outlines the new legal-regulatory framework for charities in each jurisdiction, providing an overview of their respective treatments of external charities (i.e. non-domestic charities operating in a host jurisdcition) before assessing the operational challenges posted by these regimes for such cross-border charities. It shows that the treatment of external charities across the four jurisdictions in not the product of a fully coordinated and coherent joint approach by the four sets of legislators. The article concludeds by offering some preliminary recommendations intended to address the burdens caused by these overlapping regulatory systems

    12.2-GHz methanol maser MMB follow-up catalogue - II. Longitude range 186 to 330 degrees

    We present the second portion of a catalogue of 12.2-GHz methanol masers detected towards 6.7-GHz methanol masers observed in the unbiased Methanol Multibeam (MMB) Survey. Using the Parkes radio telescope we have targeted all 207 6.7-GHz methanol masers in the longitude range 186 to 330 degrees for 12.2-GHz counterparts. We report the detection of 83 12.2-GHz methanol masers, and one additional source which we suspect is thermal emission, equating to a detection rate of 40 per cent. Of the 83 maser detections, 39 are reported here for the first time. We discuss source properties, including variability and highlight a number of unusual sources. We present a list of 45 candidates that are likely to harbor methanol masers in the 107.0-GHz transition.Comment: Accepted MNRAS 19 July 201

    Catalysis study for space shuttle vehicle thermal protection systems

    Experimental results on the problem of reducing aerodynamic heating on space shuttle orbiter surfaces are presented. Data include: (1) development of a laboratory flow reactor technique for measuring gamma sub O and gamma sub N on candidate materials at surfaces, T sub w, in the nominal range 1000 to 2000, (2) measurements of gamma sub O and gamma sub N above 1000 K for both the glass coating of a reusable surface insulation material and the siliconized surface of a reinforced pyrolyzed plastic material, (3) measurement of the ablation behavior of the coated RPP material at T sub w is greater than or equal to 2150 K, (4) X-ray photoelectron spectral studies of the chemical constituents on these surfaces before and after dissociated gas exposure, (5) scanning electron micrograph examination of as-received and reacted specimens, and (6) development and exploitation of a method of predicting the aerodynamic heating consquences of these gamma sub O(T sub w) and gamma sub N(T sub w) measurements for critical locations on a radiation cooled orbiter vehicle
