Pensioner poverty over the next decade: what role for tax and benefit reform?
Recent falls in poverty amongst those aged 65 and over are unlikely to continue after 2007-08, even after the implementation of the proposals outlined in the Government's Pensions White Paper.
This report looks at the prospects for pensioner poverty in England over the next decade. The authors find that that the proportion of those aged 65 and over living in poverty is set to remain at its current level - around one-in-five - between 2007-08 and 2017-18. This is despite the overall increase in the generosity of state pensions arising from the Pensions White Paper, and the fact that younger cohorts are expected to have more private pension income and higher employment rates at older ages than those preceding them
A diagnostic model for studying daytime urban air quality trends
A single cell Eulerian photochemical air quality simulation model was developed and validated for selected days of the 1976 St. Louis Regional Air Pollution Study (RAPS) data sets; parameterizations of variables in the model and validation studies using the model are discussed. Good agreement was obtained between measured and modeled concentrations of NO, CO, and NO2 for all days simulated. The maximum concentration of O3 was also predicted well. Predicted species concentrations were relatively insensitive to small variations in CO and NOx emissions and to the concentrations of species which are entrained as the mixed layer rises
Investigating informality in construction: Philosophy, paradigm and practice
The complex interrelationships commonly enacted as a consequence of project team activity take a number of different forms, including those formally dictated by contract conditions. However it is becoming increasingly apparent that project performance is affected by informal relationships, though their investigation is notoriously difficult. This paper proposes that these difficulties arise partly from the nature of the informalities themselves, but also as a consequence of the philosophical position taken by researchers and their consequent methodological/paradigmatic posture, and its impact upon those being studied. It consequently proposes a subjectivist investigative framework that accommodates multiple philosophical points of departure, matching them to a range of alternative methodologies, and indicates the desirability of blending to reflect the peculiarities of each context under investigation. The framework also accommodates the practicalities of putting complex methodologies into action. The paper concludes that this framework presents opportunities to conduct rigorous in-situ investigations of informality at work, leading to authentic and deep insights that would otherwise remain unseen
The magnetic phase of the perovskite CaCrO studied with SR
We investigated the magnetic phase of the perovskite CaCrO by using the
muon spin relaxation technique accompanied by susceptibility measurements. A
thermal hysteresis loop is identified with a width of about 1 K at the
transition temperature. Within the time scale of the muon lifetime, a static
antiferromagnetic order is revealed with distinct multiple internal fields
which are experienced in the muon interstitial sites below the phase-transition
temperature, . Above , lattice deformations are indicated by
transverse-field muon-spin rotation and relaxation suggesting a magneto-elastic

Determination of energy barrier profiles for high-k dielectric materials utilizing bias-dependent internal photoemission
We utilize bias-dependent internal photoemission spectroscopy to determine the metal/dielectric/silicon energy barrier profiles for Au/HfO2/Si and Au/Al2O3/Si structures. The results indicate that the applied voltage plays a large role in determining the effective barrier height and we attribute much of the variation in this case to image potential barrier lowering in measurements of single layers. By measuring current at both positive and negative voltages, we are able to measure the band offsets from Si and also to determine the flatband voltage and the barrier asymmetry at 0 V. Our SiO2 calibration sample yielded a conduction band offset value of 3.03+/-0.1 eV. Measurements on HfO2 give a conduction band offset value of 2.7+/-0.2 eV (at 1.0 V) and Al2O3 gives an offset of 3.3+/-0.1 (at 1.0 V). We believe that interfacial SiO2 layers may dominate the electron transport from silicon for these films. The Au/HfO2 barrier height was found to be 3.6+/-0.1 eV while the Au/Al2O3 barrier is 3.5+/-0.1 eV
NASA participation in the 1980 PEPE/NEROS project: Data archive
Eight experimental air quality measurement systems were investigated during July and August 1980 as part of the EPA PEPE/NEROS fiel measurement program. Data from those efforts have been entered into an archive that may be accessed by other researchers. The data sets consists of airborne measurements of regional mixed layer heights and aerosol and ozone distributions as well as point measurements of meteorological parameters and ozone obtained during diurnal transitions in the planetary boundary layer. This report gives a discussion of each measurement system, a preliminary assessment of data quality, a description of the archive format for each data set, and a summary of several proposed scientific studies which will utilize these data
The Herbertsmithite Hamiltonian: SR measurements on single crystals
We present transverse field muon spin rotation/relaxation measurements on
single crystals of the spin-1/2 kagome antiferromagnet Herbertsmithite. We find
that the spins are more easily polarized when the field is perpendicular to the
kagome plane. We demonstrate that the difference in magnetization between the
different directions cannot be accounted for by Dzyaloshinksii-Moriya type
interactions alone, and that anisotropic axial interaction is present.Comment: 8 pages, 3 figures, accepted to JPCM special issue on geometrically

Muon spin rotation study of the magnetic penetration depth in the intercalated graphite superconductor CaC6
We report temperature- and magnetic field-dependent bulk muon spin rotation
measurements in a c-axis oriented superconductor CaC6 in the mixed state. Using
both a simple second moment analysis and the more precise analytical
Ginzburg-Landau model, we obtained a field independent in-plane magnetic
penetration depth {\lambda}ab (0) = 72(3) nm. The temperature dependencies of
the normalized muon spin relaxation rate and of the normalized superfluid
density result to be identical, and both are well represented by the clean
limit BCS model with 2\Delta/kB Tc = 3.6(1), suggesting that CaC6 is a fully
gapped BCS superconductor in the clean limit regime.Comment: Accepted for publication in PR
Fe I Oscillator Strengths for the Gaia-ESO Survey
The Gaia-ESO Public Spectroscopic Survey (GES) is conducting a large-scale
study of multi-element chemical abundances of some 100 000 stars in the Milky
Way with the ultimate aim of quantifying the formation history and evolution of
young, mature and ancient Galactic populations. However, in preparing for the
analysis of GES spectra, it has been noted that atomic oscillator strengths of
important Fe I lines required to correctly model stellar line intensities are
missing from the atomic database. Here, we present new experimental oscillator
strengths derived from branching fractions and level lifetimes, for 142
transitions of Fe I between 3526 {\AA} and 10864 {\AA}, of which at least 38
are urgently needed by GES. We also assess the impact of these new data on
solar spectral synthesis and demonstrate that for 36 lines that appear
unblended in the Sun, Fe abundance measurements yield a small line-by-line
scatter (0.08 dex) with a mean abundance of 7.44 dex in good agreement with

Static magnetic order in metallic KCoO
By means of muon spin spectroscopy, we have found that KCoO
crystals undergo successive magnetic transitions from a high-T paramagnetic
state to a magnetic ordered state below 60 K and then to a second ordered state
below 16 K, even though K_{0.49}CoO_2 is metallic at least down to 4 K. An
isotropic magnetic behavior and wide internal-field distributions suggest the
formation of a commensurate helical spin density wave (SDW) state below 16 K,
while a linear SDW state is likely to exist above 16 K. It was also found that
K_{0.49}CoO_2 exhibits a further transition at 150 K presumably due to a change
in the spin state of the Co ions. Since the T dependence of the internal-field
below 60 K was similar to that for Na_{0.5}CoO_2, this suggests that magnetic
order is more strongly affected by the Co valence than by the interlayer
