Method for forming hermetic seals
The firmly adherent film of bondable metal, such as silver, is applied to the surface of glass or other substrate by decomposing a layer of solution of a thermally decomposable metallo-organic deposition (MOD) compound such as silver neodecanoate in xylene. The MOD compound thermally decomposes into metal and gaseous by-products. Sealing is accomplished by depositing a layer of bonding metal, such as solder or a brazing alloy, on the metal film and then forming an assembly with another high melting point metal surface such as a layer of Kovar. When the assembly is heated above the temperature of the solder, the solder flows, wets the adjacent surfaces and forms a hermetic seal between the metal film and metal surface when the assembly cools
Detection and Interpretation Of Long-Lived X-Ray Quasi-Periodic Pulsations in the X-Class Solar Flare On 2013 May 14
Quasi-periodic pulsations (QPP) seen in the time derivative of the GOES soft
X-ray light curves are analyzed for the near-limb X3.2 event on 14 May 2013.
The pulsations are apparent for a total of at least two hours from the
impulsive phase to well into the decay phase, with a total of 163 distinct
pulses evident to the naked eye. A wavelet analysis shows that the
characteristic time scale of these pulsations increases systematically from
25 s at 01:10 UT, the time of the GOES peak, to 100 s at 02:00 UT.
A second ridge in the wavelet power spectrum, most likely associated with
flaring emission from a different active region, shows an increase from
40 s at 01:40 UT to 100 s at 03:10 UT. We assume that the QPP that
produced the first ridge result from vertical kink-mode oscillations of the
newly formed loops following magnetic reconnection in the coronal current
sheet. This allows us to estimate the magnetic field strength as a function of
altitude given the density, loop length, and QPP time scale as functions of
time determined from the GOES light curves and RHESSI images. The calculated
magnetic field strength of the newly formed loops ranges from about 500 G
at an altitude of 24 Mm to a low value of 10 G at 60 Mm, in general
agreement with the expected values at these altitudes. Fast sausage mode
oscillations are also discussed and cannot be ruled out as an alternate
mechanism for producing the QPP

In 1978, Congress entered the adoption process, an area traditionally reserved for state regulation, through passage of the Indian Child Welfare Act. This Act was intended to remedy the wholesale separation of Indian children from their families, which was viewed as being perhaps the most tragic and destructive aspect of American Indian life ... . This article addresses the effect this Act has had over the past seventeen years. While a definitive statement regarding the success or failure of the act with respect to its intended goals remains elusive, its impact on adoption and family law is well documented and is analyzed herein
The Open Navigation Surface Project
Many hydrographic and oceanographic agencies have moved or are moving towards gridded bathymetric products. However, there is no accepted format to allow these grids to be exchanged while maintaining data and metadata integrity. This paper describes the Open Navigation Surface (ONS) Project, which aims to fill this gap. The ONS Project is an open-source software project designed to provide a freely available, portable source-code library to encapsulate gridded bathymetric surfaces with associated uncertainty values. The data file format is called a Bathymetric Attributed Grid (BAG). The BAG is developed and maintained by the ONS Working Group (ONSWG), and the source code is available via the ONS websit

Open Science principles for accelerating trait-based science across the Tree of Life.
Synthesizing trait observations and knowledge across the Tree of Life remains a grand challenge for biodiversity science. Species traits are widely used in ecological and evolutionary science, and new data and methods have proliferated rapidly. Yet accessing and integrating disparate data sources remains a considerable challenge, slowing progress toward a global synthesis to integrate trait data across organisms. Trait science needs a vision for achieving global integration across all organisms. Here, we outline how the adoption of key Open Science principles-open data, open source and open methods-is transforming trait science, increasing transparency, democratizing access and accelerating global synthesis. To enhance widespread adoption of these principles, we introduce the Open Traits Network (OTN), a global, decentralized community welcoming all researchers and institutions pursuing the collaborative goal of standardizing and integrating trait data across organisms. We demonstrate how adherence to Open Science principles is key to the OTN community and outline five activities that can accelerate the synthesis of trait data across the Tree of Life, thereby facilitating rapid advances to address scientific inquiries and environmental issues. Lessons learned along the path to a global synthesis of trait data will provide a framework for addressing similarly complex data science and informatics challenges
Estimation of juvenile striped bass relative abundance in the Virginia portion of Chesapeake Bay. Annual Progress Report: 2017-2018
The 2016 Striped Bass juvenile abundance index was 5.15 and was not significantly different from the reference mean of 7.77 observed in 1980-2009. Abundance indices in the James, York and Rappahannock rivers in 2016 were not significantly different than their historic averages (1967-2015). Juvenile White Perch abundance indices in 2016 were near historic averages in the York and Rappahannock rivers, but below the historic average in the James River. Because a new seine net was used during the 2016 survey, catches of Striped Bass and White Perch were adjusted using preliminary calibration factors derived from paired hauls of the old and new nets, thus ensuring that 2016 indices were directly comparable to previous years.
The abundance index for Atlantic Croaker was near the historic average, whereas another below‐average year class was observed for Spot in 2016. In contrast, American Shad and Alewife abundance indices were above average in Virginia waters in 2016. Blueback Herring abundance was near the historic average. Average to above‐average indices for most forage fishes suggested adequate production of key prey resources for populations of commercial and recreational piscivores in Virginia waters
